RecallingtheprovisionsoftheConvention,

BeingguidedbyArticle3oftheConvention,

PursuanttotheBerlinMandateadoptedbydecision1/CP.1ofthe

ConferenceofthePartiestotheConventionatitsfirstsession,

Haveagreedasfollows:

Article1

ForthepurposesofthisProtocol,thedefinitionscontainedinArticle1oftheConventionshallapply.Inaddition:

1."

ConferenceoftheParties"

meanstheConferenceofthePartiestotheConvention.

2."

Convention"

meanstheUnitedNationsFrameworkConventiononClimateChange,adoptedinNewYorkon9May1992.

3."

IntergovernmentalPanelonClimateChange"

meanstheIntergovernmentalPanelonClimateChangeestablishedin1988jointlybytheWorldMeteorologicalOrganizationandthe 

UnitedNationsEnvironmentProgramme.

4."

MontrealProtocol"

meanstheMontrealProtocolonSubstancesthatDepletetheOzoneLayer,adoptedinMontrealon16September1987andassubsequentlyadjustedandamended.

5."

Partiespresentandvoting"

meansPartiespresentandcastinganaffirmativeornegativevote.

6."

Party"

means,unlessthecontextotherwiseindicates,aPartytothisProtocol.

7."

PartyincludedinAnnexI"

meansaPartyincludedinAnnexItotheConvention,asmaybeamended,oraPartywhichhasmadeanotificationunderArticle4,paragraph2（g）,oftheConvention.

Article2

1.EachPartyincludedinAnnexI,inachievingitsquantifiedemissionlimitationandreductioncommitmentsunderArticle3,inordertopromotesustainabledevelopment,shall:

（a）Implementand/orfurtherelaboratepoliciesandmeasuresinaccordancewithitsnationalcircumstances,suchas:

（i）Enhancementofenergyefficiencyinrelevantsectorsofthenationaleconomy;

（ii）Protectionandenhancementofsinksandreservoirsofgreenhousegases 

notcontrolledbytheMontrealProtocol,takingintoaccountitscommitmentsunderrelevantinternationalenvironmentalagreements;

promotionofsustainableforestmanagementpractices,afforestationand 

reforestation;

（iii）Promotionofsustainableformsofagricultureinlightofclimatechangeconsiderations;

（iv）Researchon,andpromotion,developmentandincreaseduseof,newandrenewableformsofenergy,ofcarbondioxidesequestrationtechnologiesandofadvancedandinnovativeenvironmentallysoundtechnologies;

（v）Progressivereductionorphasingoutofmarketimperfections,fiscalincentives,taxanddutyexemptionsandsubsidiesinallgreenhousegas 

emittingsectorsthatruncountertotheobjectiveoftheConvention 

andapplicationofmarketinstruments;

（vi）EncouragementofappropriatereformsinrelevantsectorsaimedatpromotingpoliciesandmeasureswhichlimitorreduceemissionsofgreenhousegasesnotcontrolledbytheMontrealProtocol;

（vii）Measurestolimitand/orreduceemissionsofgreenhousegasesnotcontrolledbytheMontrealProtocolinthetransportsector;

（viii）Limitationand/orreductionofmethaneemissionsthroughrecoveryand 

useinwastemanagement,aswellasintheproduction,transportanddistributionofenergy;

（b）CooperatewithothersuchPartiestoenhancetheindividualandcombinedeffectivenessoftheirpoliciesandmeasuresadoptedunderthisArticle,pursuanttoArticle4,paragraph2（e）（i）,oftheConvention.Tothisend,thesePartiesshalltakestepstosharetheirexperienceandexchangeinformationonsuchpoliciesandmeasures,includingdevelopingwaysofimprovingtheircomparability,transparencyandeffectiveness.TheConferenceofthePartiesservingasthemeetingofthePartiestothisProtocolshall,atitsfirstsessionorassoon 

aspracticablethereafter,considerwaystofacilitatesuchcooperation,takingintoaccount 

allrelevantinformation.

2.ThePartiesincludedinAnnexIshallpursuelimitationorreductionofemissionsofgreenhousegasesnotcontrolledbytheMontrealProtocolfromaviationandmarinebunkerfuels,workingthroughtheInternationalCivilAviationOrganizationandtheInternationalMaritimeOrganization,respectively.

3.ThePartiesincludedinAnnexIshallstrivetoimplementpoliciesandmeasuresunderthisArticleinsuchawayastominimizeadverseeffects,includingtheadverseeffectsofclimatechange,effectsoninternationaltrade,andsocial,environmentalandeconomicimpacts 

onotherParties,especiallydevelopingcountryPartiesandinparticularthoseidentifiedinArticle4,paragraphs8and9,oftheConvention,takingintoaccountArticle3oftheConvention.TheConferenceofthePartiesservingasthemeetingofthePartiestothisProto
