AssessingtheneedsofolderpeopleinAlbania

Background

AccordingtotheinformationprovidedbytheNationalInstituteofStatistics（INSTAT）,theproportionofthepopulationover65yearsofageinAlbaniahasreached12%in2010。

Furthermore,projectionssuggestthattheproportionofolderpeopleinAlbaniawilldoubleoverthenext35years.Coupledwithfallingbirthratesandincreasinglifeexpectancy,thiswilleventuallyleadtoasubstantialreductionoftheeconomicallyactiveproportionofthepopulation。

Atthesametime,highlevelsofchronicillness,ahugeburdenofavoidabledisability,economicdeprivationandalackofsocialopportunitiesmeanthatmostelderlypeopleinAlbaniaareinastruggletosurviveratherthanenjoyingthepersonalandsocialpossibilitiescommoninmanyotherEuropeancountries.Consequently，theAlbaniansocietyasawholeisdeprivedofmuchofthecontributionitcouldgainfromtheexperienceofitsoldercitizens.

DemographictrendsmixedwithasocietyineconomicandpoliticaltransitionraiseconcernsaboutincreasingneedsforcareandsocialinclusionofolderpeopleinAlbania。

Moreover，thereisalowlevelofpreparationoftheAlbaniansocietytocopewithchronicdiseasesandlong—termcare.Complexpoliciesandactionsshouldbeconsideredbyanumberofstakeholders,includinggovernmentandcivicsocietyinAlbania.

AimandObjectivesoftheresearchwork

Theaimofthecurrentstudywastoobtainrelevantinformationinordertorespondtoneedsofolderpeopleastheyseethem.Specificobjectivesoftheresearchworkwereasfollows:

Toassessthequalityofsocialservicesandhealthcareservicesforelderlypeoplefromtheirperspective。

ToassessthedifficultiesandpotentialbarriersofelderlypeopletoaccesssocialservicesandhealthcareservicesinAlbania。

Tounderstandthedeterminantsandthelinkbetweenformalcare，informalcareandsocialservicesforelderlypeopleinAlbania。

Toassessandidentifytheappropriatestrategiesforinvolvingolderpersonsintakingdecisionsselfempowerment。

Methodology

Participatoryresearch：

theapproachofthisstudyconsistedofaclosecollaborationwithanddirectinvolvementofolderpeopleinallactivitiesoftheresearchwork.Thisapproachhasthepotentialtoaddresstheneedsofolderpersonsasfeltbytheolderpersonsthemselves，intheirownenvironmentandduringalongperiodoftime.Qualitativeresearchmethodologywasemployedconsistingoffocusgroupsandin—depthinterviews,asdescribedbelow：

FocusgroupdiscussionswereconductedinallprefecturesofAlbaniainvolvingoldpeopleaged65+years（thereare12majoradministrativeunitsinAlbaniareferredtoasprefectures）。

Overall，12focusgroupswereconductedoneineachprefectureofAlbania.Theoverallnumberofparticipantsinthefocusgroupswas107（onaverage，therewere9participantsineachfocusgroup）。

Detailednotesweretakenfromallfocusgroupdiscussionsforlateranalysis.Itmustbeemphasizedthatallnotesfromthefocusgroup

allidentifyinginformationincludingparticipantsnameswasremoved）.Immediatelyaftereachfocusgroupdiscussion,thefacilitatorandnotetakermetwitheach-otherinordertoreviewthemainthemesofthe

discussion。

Themainpatternsofresponsesweresubsequentlysummarized。

Responsesfromthediscussionswereanalyzedbyarrangingtheminthegeneralcategoriesidentifiedintheinterviewguide.Afterarrangementofresponses,thedifferentpositionsoropinionswereidentified.

Theexpertsperformingthequalitativedataanalysissummarizedthevariousopinions，assessedthedegreeofconsensusordifferencesexpressedbythegroupsandsynthesizedthethemesorpatternsthatemergedfromtheinformationcollectedinthefocus-groups.

In-depthinterviewswerealsoconductedwithkeyinformantsworkinginseniorleadershippositionsatlocalgovernmentand/ordistrictsocialinsuranceinstitutes（whicharebranchesoftheAlbanianMinistryofLaborandSocialWelfare）.Theaimofin-depthinterviewswastoobtainadditionalandvaluableinformationrelatedtoelderlypeoplessocialandhealthneeds,barrierstoaccessservices，andlevelofdecisionmakingandsocialparticipationintheAlbaniansociety。
