ConceptandReality,wasreleasedbytheBBC,theBroadcastingStandardsCommission,theIndependentTelevisionCommissionandtheRadioAuthority.Itexploresattitudestowardsmulticulturalbroadcastingfromtheperspectiveoftheaudienceandfromwithinthetelevision,radioandadvertisingindustries.Allthosequestionedfromminorityethnicgroupssaidtheircountryoforiginwasnotrepresentedatallorwasnegativelyportrayedontelevision.Therewasalsoasenseofinsufficientcoverageofeventsconcerningtheircountriesoforigin.

Theperspectivesofethnicandracialminoritieswerenotfeaturedsufficientlyonterrestrialtelevision,accordingto69%ofthoseworkingintelevision.Oftheradiosample,45%agreed.Therewasconcernaboutstereotypicalportrayalofcertainissues.GroupsfromtheAsiansubcontinentspokeofthewayinwhicharrangedmarriageswerepresentedontelevision.Theyfelttreatmentoftheissuewasneitheraccuratenorreflectiveofthewayinwhichthesystemhadchanged.

Theissueoftokenismwasalsosignificant—somepeoplefeltcharactersfromminorityethnicgroupswereincludedinprogrammesbecauseitwasexpectedtheyshouldbe,resultingincharacterswhowereill-drawnandunimportant.Audiencesfeltbroadcastershadasocialdutytoincludeauthenticandfairrepresentationsofminoritiesasitwouldfosterunderstandingofdifferentculturesandallowchildrentoseethemselvesrepresentedpositively.Itwasseenasimportantthatminoritygroupsshouldbeincludedinsoapoperasorgameshows,astheyhavehighviewingfigures.Theyshouldalsobemorerepresentedaspresentersinnewsanddocumentaryprogramming.

AudiencesfromthesubcontinentsaidtheydidnotwanttobelabelledAsianandcalledfortheirdistinctiveculturalidentitiestobeacknowledged.Similarly,thosewithinmixed-raceblackgroupssaidtheirissueswererarelyrepresented.

ThroughouttheaudienceresearchwasanunderlyingfeelingthatasallpeoplepaidalicencefeefortheBBC,ithadagreaterobligationtocatertominoritytastes.Youngerwhiteparticipantstendedtofinditdivisivetohaveprogrammesaimedatparticulargroups,andthoughtitbettertoconcentrateonachievingfairerrepresentationinthemainstream.

Bothaudienceandindustrygroupsagreedthatalthoughprogresshadbeenmadeinthepastfiveyears,therestillneededtobebetterrepresentationofminoritiesonscreenandbehindthescenes.

Itisapparentinthereportthatethnicminoritygroupsarestillunder-representedinemployment.Only32%ofpeopleinradioand22%ofthoseinTVagreedthatnumbersofpeoplefromminoritiesindecision-makingroleshadincreasedinthelastfiveyears.Buttheoverwhelmingfeelingamongthoseworkingintheadvertisingindustrywasthatcommercialobjectivesshouldtakepriority.PaulBolt,directoroftheBSC,said:
