1GeneralDescription概述

ThisqualitycontrolplanisusedforHeinzProjectMustangforGCandGC’ssubcontractors’constructionqualitycontrol.Tomakesureallworkcanbeperformedperproceduresandbasedondrawings,codes/standardsandClient’srequirements.

本质量控制计划适用于亨氏野马项目总包及总包分包的施工质量控制，确保所有工作在遵守图纸、规范/标准、甲方的要求的基础上按程序进行。

3.1Controlbeforehappening事前控制

3.1.1QualityControlContents质量控制内容

掌握和熟悉质量控制的技术，掌握有关技术文件规范。

施工队伍的资质检查。

工程所需的原材料、半成品、购配件的质量控制。

施工队伍的计量器具的检查。

3.1.2Technicaldisclosure技术交底

3.1.2.1Disclosureshallbedonebytheprojecttechnicaldepartmenttotheengineeringdepartment,thenbytheengineeringdepartmenttotheconstructionteamsmanagement;theengineeringdepartmentshallsuperviseforthedisclosurebythemanagementofconstructionteamstotheoperators.

由项目技术部向工程部交底，工程部向施工队管理层交底，并监督施工队管理层向其操作层交底。

3.1.2.2Disclosuremeetingshallbeorganizedforimportantprojectsectionsandsub-itemsbythetechnicaldepartment,andHeinz/StellarandJianlishallbeinvitedforthesolicitationoftheiropinions;ameetingminuteshallbeformedafterthoroughdiscussionofconstructionproceduresanddetailsbyallparticipants,soastobringthewholeconstructionprocessundereffectivepreemptivecontrol.

重要分部分项工程由技术部组织交底会，邀请Heinz/Stellar及监理参加，并征求其意见，与会各方就有关施工工序及细节做认真讨论，并形成会议纪要，使整个施工过程处于有效的预控之中。

3.1.2.3Thetechnicaldisclosureshallbecarriedoutinsuchamannerthateverymemberintheprojectmanagementandoperationunderstandtheprocessmethodsandqualityrequirementsoftheconstructionoftheprojectsection/itemswithintheirresponsibilityscope.

技术交底要做到使项目所有管理层及操作层的人员明确了解分部分项工程施工中各自责任范围内的过程施工方法和质量要求。

3.1.2.4Technicaldisclosureofconstructionteamsshallbesupervisedandinspectedbyprojecttechnicaldepartment,onceeveryhalfmonth,theresultsofwhichtobereportedtothetechnicalresponsibleperson.

施工队技术交底由项目技术部监督检查，每半月检查一次，并将检查结果报技术负责人。

3.2DynamicManagementandTracingduringProgress动态管理及过程跟踪

3.2.1Processcontrolbeforecommencement开工前过程控制

3.2.1.1Theprojecttechnicaldepartmentshallberesponsibleforthepreparationplanbeforecommencement,whichshallaccountforhuman,machine,materials,timelimitandotherfactors.

项目技术部负责编制开工前准备计划,计划应全面考虑人、机、料及时间等因素。

3.2.1.2Uponreceiptofdrawings,aninternaljointdrawingexaminationbytheengineering,qualitydepartmentsshallbeorganizedbythetechnicaldepartment,chairedbythetechnicalresponsibleperson.

接到图纸后，技术部组织，由技术负责人主持，由工程部、质量部，进行图纸内部会审。

3.2.1.3Practicalandfeasibleconstructionplanandqualityplanshallbepreparedinlinewiththecharacteristicsoftheconstructionstage,sectionandsub-items.

根据施工阶段、分部、分项工程的特点，编制切实可行的施工方案和质量计划。

3.2.2Constructionprocesscontrol施工的过程控制

3.2.2.1Constructionprocesscontrol施工过程工序控制

Controlconstructionprocessandtracingconstructionprogress.AndnonextworkcanstartbeforeupperworkinspectedandacceptedbyStellar/Jianli.Afterupperworkfinished,self-inspectionshouldbedonebysubcontractorsorGC,ifpasstheinspection,thenrequestStellar/Jianlitoinspect.

工序把关、过程跟踪。

坚持上道工序不经检查、验收不准进行下道工序的施工。

上道工序完成后，先由施工单位进行自检、专职检查，验收合格后，申请Stellar/监理单位检查验收。

3.2.2.3Responsibilityforkeyprocess（structuralexpansionjoint,waterproofing,provisionandpre-embeddingengineeringofequipmentfoundations,indoorbackfillingoffirstfloor,roofwaterproofing,toiletwaterproofing,combinationofsuspendedceilingandmechanicandelectricinstallation,externaldoorandwindowinstallationandwaterproofing,andsoon）shallbeassignedtospecificpersonsandkeyprocessshallbecontinuouslymonitoredwithrecordskept.

对关键过程（结构伸缩缝及防水施工、设备基础的预留预埋施工、首层室内回填土、屋面防水、厕所间防水、吊顶与机电配合、外门窗安装及防水等），要重点落实负责人,并进行连续监控,做好记录并保存。

3.2.2.4Theengineeringdepartmentshallorganizeandsuperviseconstructionbyoperatoraccordingtodrawings,reasonablyarrangesequencesofconstructionprocedures,followcurrentstatespecifications,regulationsandstandards,abidebythethree-inspectionsystem（self,mutualandhandoverinspection）,andmaintainproperrecords.Acceptanceofpre-inspectionandconcealedengineeringinspectionshallbeorganizedbyresponsibleengineer.Operationshallnotproceedbeforeacceptanceorqualificationofacceptanceoftheforegoingprocedure.

工程部组织、监督作业层严格按图施工，合理安排施工工序，执行国家现行规范、规程、标准，严格实行三检制（自检、互检、交接检），并作好记录。

责任工程师组织预检、隐检验收，上道工序未经验收或验收不合格，不得进行下道工序施工。

3.2.2.5TheQualityRectifyFormshallbeissuedbyQCtotheconstructingteamswhenanyqualityissuearisesonsite.

对于现场出现的质量问题由质量部向施工队下发书面《质量整改通知单》。

3.3QualityAccidentControl质量的事后控制：

3.3.1Unitworkinspectionandacceptance单位单项工程竣工验收

AfterunitworkorspecificworkfinishedandpasstheGC’sinspection,thenrequestStellar/Jianlitoinspect.

单位、单项工程完工后，施工单位初验合格再提出验收申报。

3.3.3Qualityaccidenttreatment工程质量事故处理

Qualityaccidentreasonandresponsibilityshouldbeanalyzed,anddiscussingcorrectionmeasurement,allshouldbecheckedandrecorded.

对质量事故要分析原因、责任，商定质量事故的处理措施，批准处理工程质量事故的技术措施或方案，对处理措施的效果要检查、记录。

5.2.1ProjectManager项目经理

●BeresponsibleforimplementingrelevantHuashiqualityguidelinesandsystemdocuments,decidingtheproject’squalitygoal,endorsingandimplementingprojectqualityplan;leadintheprojectsafeproductionandqualitymanagementasthefirstresponsiblepersonforquality.

贯彻公司质量方针、质量体系文件，确定项目质量目标，批准实施项目质量计划。

领导项目安全生产与质量管理工作,是质量的第一责任人。

●Beresponsibleforthequalityperformancereviewofcivilengineering,mechanicalandelectricalandotherspecializedconstructionteams.

负责土建、机电施工队伍及其他专业施工队伍的施工质量业绩考核。

●Determinetheprojectqualityorganizationsystemandthesegregationoffunctionaries.

确定项目的质量组织体系和职能人员划分。

●BeresponsibleforthegeneralcoordinationandcommunicationwithHeinz/StellarandJianli.

负责与Heinz/Stellar、监理单位的总体协调与沟通。

5.2.2QCManager质量经理

●Conductqualityinspectionandsupervisionofthisproject.

负责本项目质量检查和监督工作。

●Arrangeforthequalityratingandacceptanceofsubsectionandsub-items,monitortheidentificationoffinishedandsemi-finishedconstructionproducts,superviseontheimplementationofthethree-inspectionsystem（selfinspection,mutualinspectionandhandoverinspection）duringconstructionandcheckcorrespondingdocuments,checkandmonitortheimplementationofsample-systemandtheevaluationofspecialtechniques.

组织分部分项工程的质量评定和验收，同时监督施工成品、半成品的标识，监督施工过程中“三检制”（自检、互检、交接检）的落实，并检查相应资料，检查和监督“样板制”的实施及特殊工艺的评定工作。

●Assistprojectmanagerintheinvestigation,analysisandhandlingofqualityaccidents,monitorontheimplementationofqualitytechnicalmeasuresandcorrectivemeasures.

协助项目经理进行质量事故的调查、分析及处理工作，监督质量技术措施和整改措施的贯彻落实。

●Arrangeforthefieldqualitysurveyandfieldmeasurementofprojectentitiesandconductproperidentificationandanalysis.

组织工程实体质量的实测、实量工作，并做好标识及分析工作。

●Collectandsortengineeringqualityinformation,organizeforsubmittalforengineeringinspection,andacceptanceofengineeringstructureandcompletionacceptance.

负责收集整理工程质量资料，组织工程报验和工程结构、竣工验收工作。

●Supervisetheoperationofprojectqualitysystem,arrangeself-checkandinternalauditofprojectqualitysystem,recordandtotalnon-conformities,proposecorrectiveactions,andreporttoprojectmanager.

监督项目质量体系的运行，组织项目质量体系自查及内审，将自查不符合项作好记录汇总，提出整改措施，并报项目经理。
