“Twentyyearsago,Blackpoolturneditsbackontheseaandtriedtomakeitselfintoanentertainmentcenter,”saysRobinWood,alocalofficial.“NowthethinkingisthatweshouldtrytorefocusontheseaandmakeBlackpoolafamilydestinationagain.”TosaythatBlackpoolneglectedtheseaistoputitmildly.In1976theEuropeanCommunity,asitthenwascalled,instructedmembernationstomaketheirbeachesconformtocertainminimumstandardsofcleanlinesswithintenyears.Britain,ratherthancomplying,tookthenovel;strategyofcontendingthatmanyofitsmostpopularbeacheswerenotswimmingbeachesatall.BecauseofBritain’sclimatethesea-bathingseasonisshort,andmostpeopledon’tgoinabovetheirkneesanyway-andhencecan’treallybesaidtobeswimming.Byaveragingoutthenumberofpeopleactuallyswimmingacross365daysoftheyear,thegovernmentwasabletopersuadeitself,ifnooneelse,thatBritainhadhardlyanyrealswimmingbeaches.
