It'sbeenthreemonthssincePresidentReaganfirstindicatedhisdesiretoappointablacktothissensitivepost.PerkinsisthePresident'sthirdchoice.InJuly,thePresidenthadplannedtonameablackambassadorduringatelevisedspeechonSouthAfrica.Butthemanunderconsideration,businessmanandformerNixon-aideRobertBrown,withdrewhisnameafterquestionswereraisedabouthisbusinessdealings.

Then,theadministration'snextchoice,TerrenceTodman,AmbassadortoDenmark,turneddownthejob,apparentlybecausehedisagreeswiththeReaganAdministrationpolicytowardsSouthAfrica.

IncontrasttothePresident'splantonamehisfirstchoiceinanationalspeech,today'sannouncementcamewithnofanfare.Therewasnonewsconference,nopressbriefing,noopportunityforquestionstoday.Instead,anoticewashandedouttoreportersattheWhiteHousethatPerkinswasthePresident'schoice.Apparently,thelowkeyannouncementwasaresponsetotheearlierembarrassmentofsometopWhiteHouseofficialswhofeltthefirsttwonamesbecamepublicbeforeadequatescrutiny.TheyexpectPerkinstobeeasilyconfirmedbytheSenate.

Perkinshasbeenaforeignserviceofficerfortwenty-eightyears.HehasservedinTaiwan,Thailand,GhanaandinWashington,D.C.In1981,hebecamethe2ndincommandattheUSEmbassyinLiberia.In1985,hebecameAmbassador.Heisfifty-eightyearsold.HiswifeisChinese.Theyhavetwochildren.

WhenPresidentReaganfirstindicatedhisintentiontoappointablackambassador,blacksandwhitesinSouthAfricasaidthatnamingablackwillmakelittledifferenceifUSpolicyremainsthesame.ThePerkinsannouncementcomesonedayafterPresidentReaganofferedtoimposestrongsanctionsagainsttheSouthAfricangovernmentifCongressdropsitsstrongersanctions.

SecretaryofState,GeorgeShultz,toldRepublicansenatorstodaythatavotetooverridethePresident'svetoofasanctionsbillwouldunderminehisnegotiatingpositioninnextmonth'ssummitmeetingwithSovietleaderMikhailGorbachev.TheHouseoverrodethevetoyesterday.TheSenateisexpectedtotakeituptomorrow.I'mPhyllisCrockettinWashington.

Fiftyyearsago,BritishaviatorBerylMarkhambecamethefirstpersontoflyaloneacrosstheAtlanticOcean,fromeasttowest.Herachievementwasmarred,though,asweremanyofheraccomplishments.

MarkhamhadsetouttoflyfromLondontoNewYork.SheendedupflyingfromLondontoNovaScotia(新斯科舍-加拿大省名).ThatflightandotheraspectsofherextraordinarylifearetoldinMarkham'sbookWestwiththeNight.Thisweek,manypublictelevisionstationswillbroadcastadocumentaryaboutMarkhamcalled"WorldwithoutWalls".NPR'sSusanStanbergtellsBerylMarkham'sstory.

NewYorkCity,September6th,1936,aticker-tapeparade,andMayorFiorelloLaGuardiagreetingatall,blondEnglishwomanwho,justthedaybefore,hadcompleteda21-hour-and-25-minuteflightacrosstheAtlantic,Ebbingdon,Englandtoanamelessswamp,non-stop.

"MissMarkham,mayI,onbehalfofthecityofNewYork,extendtoyou,asincerewelcomeandourcongratulationsonyoursplendidflightacrosstheocean."

"Thankyousomuch.I'msohappytobehere.Thankyousomuch."

NineyearsafterLindbergh,andgoingintheotherdirection,hisSpiritofSaintLouis,soloedNewYorktoParis,BerylMarkham,thirty-fouryearsold,hadflownseventeenofthetwenty-oneandahalfhoursinfoganddarkness,withnofuelgauge,noradio,noideawhereshewasmostofthetime,tocrashland,aftertheengineofhermonoplanediedinabogonCapeBretonIsland,NovaScotia.Thenextday,shewasbeingcheeredinNewYork.

"Itwasahardbattleagainsttheelementsabovetheocean,fogandstorm,butpluckandendurancecrownedoneofthemostgruelingflightsonrecord."

Aviationwasveryyoungthen.Everysingledaywithoutfail,thereweretwoorthreearticlesinthenewspapersaboutpeoplebeingkilledinaircraft.Itwascompletelynewsport.MaryLovellhasjustcompletedabiographyofBerylMarkham.Thebookwillbepublishednextspring.

Theengineswerenotveryreliable.Allshehadwasacompassandsomekindofdirection-findingequipmentthatdidn'tworkverywell.Shereallydidn'tknowwhereshewasforalongtime.Shehadnoideahowfaroffthecoastshewas,whetherherfuelwouldlast.Ithinktheonetimeinherlifeshehasbeenfrightenedwasthen.

Formostofhereighty-threeyears,BerylMarkhamwasindeedfearless.AsachildgrowingupinAfrica,shefaceddownamaraudinglion.Asatrainer,sheforcedhigh-strungracehorsestoobeyher.Asanoldwoman,shedrovehercarthroughamachinegunfireduringanattemptedcoupinKenya.Shewantedtokeepaluncheondate.Itwassimplyhernaturetoconfrontdanger.

TherewereotherinterpretationsofMarkham'scoolness.Somesaidshelackedthesensetobeafraid.PeopleoftensaidnastythingsaboutBerylMarkham,especiallyotherwomen.It'seasytofigureoutwhy.
