NopersonheldtoservieorlaborinoneState,underthelasthereof,esapingintoanother,shallinonsequeneofanlaorregulationthereinbedishargedfromsuhservieorlabor,butshallbedelivereduponlaimoftheparttohomsuhservieorlabormabedue.Itissarelquestionedthatthisprovisionasintendedbthosehomadeitfortherelaimingofhateallfugitiveslaves;andtheintentionofthelagiveristhela.AllmembersofCongressseartheirsupporttotheholeConstitution--tothisprovisionasmuhastoanother.Totheproposition,then,thatslaveshoseaseseithinthetermsofthislauseshallbedelivereduptheiroathsareunanimous.No,iftheouldmaketheeffortingoodtemper,ouldthenotithnearlequalunanimitframeandpassalabmeansofhihtokeepgoodthatunanimousoath?

Itaketheoffiialoathto-daithnomentalreservationsandithnopurposetoonstruetheConstitutionorlasbanhperritialrules;andhileIdonothoosenotospeifpartiularatsofCongressaspropertobeenfored,Idosuggestthatitillbemuhsaferforall,bothinoffiialandprivatestations,toonformtoandabideballthoseatshihstanduepealedthantoviolateanofthemtrustingtofindimpunitinhavingthemheldtobeunonstitutional.Itissevent-toearssinethefirstinaugurationofaPresidentunderourNationalConstitution.DuringthatperiodfifteendifferentandgreatldistinguisheditizenshaveinsuessionadministeredtheexeutivebranhoftheGovernment.Thehaveonduteditthroughmanperils,andgenerallithgreatsuess.Yet,ithallthissopeofpreedent,Inoenteruponthesametaskforthebriefonstitutionaltermoffourearsundergreatandpeuliardiffiult.AdisruptionoftheFederalUnion,heretoforeonlmenaed,isnoformidablattempted.IholdthatinontemplationofuniversallaandoftheConstitutiontheUnionoftheseStatesisperpetual.Perpetuitisimplied,ifnotexpressed,inthefundamentallaofallnationalgovernments.Itissafetoassertthatnogovernmentpropereverhadaprovisioninitsorganilaforitsontermination.ContinuetoexeutealltheexpressprovisionsofourNationalConstitution,andtheUnionillendureforever,itbeingimpossibletodestroitexeptbsomeationnotprovidedforintheinstrumentitself.Again:
