Peopleoftenaskme,"HowaretheAustriansdifferentfromtheChicagoSchooleconomists?
Aren'tyouallfree-marketguyswhoopposebig-governmentKeynesians?
"
InthepresentarticleI'lloutlinesomeofthemaindifferences.Althoughit'struethatAustriansagreewithChicagoeconomistsonmanypolicyissues,neverthelesstheirapproachtoeconomicsciencecanbequitedifferent.It'simportanttooccasionallyexplainthesedifferences,ifonlytorebutthecommoncomplaintthatAustrianeconomicsissimplyareligionservingtojustifylibertarianpolicyconclusions.
Beforejumpingin,letmegiveafewobviousdisclaimers:
IdonotspeakforallAustrianeconomists,andinthisarticleIwillbediscussingmodernAustrianfollowersinthetraditionofLudwigvonMisesandMurrayRothbard.(Onmethodologyinparticular,theAustriansintheRothbardiancampdiffersomewhatfromthosewholookmoretoFriedrichHayekandIsraelKirznerforinspiration.)It'salsoimportanttonotethatnoteveryChicagoSchooleconomistthinksalike.Evenso,Ihopethefollowinggeneralizationsarerepresentative.
Methodology
方法论
TheAustriansareoddballsamongprofessionaleconomistsfortheirfocusonmethodologicalissuesinthefirstplace.Indeed,Mises'smagnumopus,HumanAction,devotestheentiresecondchapter(41pages)to"TheEpistemologicalProblemsoftheSciencesofHumanAction."TherewasnosuchtreatmentinthelastFreakonomicsbook.
Althoughmosteconomistsinthe20thcenturyandourtimewoulddisagreestrongly,Misesinsistedthateconomictheoryitselfwasanaprioridiscipline.Whathemeantisthateconomistsshouldn'tapethemethodsofphysicistsbycomingupwithhypothesesandsubjectingthemtoempiricaltests.Onthecontrary,Misesthoughtthatthecorebodyofeconomictheorycouldbelogicallydeducedfromtheaxiomof"humanaction,"i.e.,theinsightorviewpointthatthereareotherconsciousbeingsusingtheirreasontoachievesubjectivegoals.(FormoreonMises'smethodologicalviews,seethisandthis.)

Incontrast,theseminalChicagoSchoolarticleonmethodologyisMiltonFriedman's1953"TheMethodologyofPositiveEconomics."Farfromderivingeconomicprinciplesorlawsthatarenecessarilytrue(asMisessuggests),Friedmaninsteadadvocatesthedevelopmentofmodelswithfalseassumptions.Thesefalsepremisesarenostrikeagainstagoodtheory,however:
Therelevantquestiontoaskaboutthe"assumptions"ofatheoryisnotwhethertheyaredescriptively"realistic,"fortheyneverare,butwhethertheyaresufficientlygoodapproximationsforthepurposeinhand.Andthisquestioncanbeansweredonlybyseeingwhetherthetheoryworks,whichmeanswhetherityieldssufficientlyaccuratepredictions.
AlthoughFriedman'sanalysissoundsperfectlyreasonable,andtheepitomeof"scientific,"Misesthoughtitwasaseductivetrapforeconomists.Foraquickillustrationofthedifferenceinperspectives,letmerelayanexamplefrommyteachingexperience.
Itwasaprinciplesofmicroeconomicsclass,andwewereusingthe(excellent)textbookbyGwartney,Stroup,etal.Inthefirstchaptertheyhavealistofseveralguidepostsorprinciplesoftheeconomicwayofthinking.AsIrecall,theseareitemssuchas,"Peoplerespondtoincentives,"and"Therearealwaystradeoffs."Thesewerenoncontroversialthingsthateveryeconomistwouldagreewereimportantforgettingundergradsto"thinklikeaneconomist."
However,theoneguidepostthatstuckoutlikeasorethumbannounced,"Tobescientific,aneconomictheorymustmaketestablepredictions."Iexplainedtotheclassthateventhoughthiswasapopularviewamongprofessionaleconomists,itwasnotonethatIshared.IexplainedthateverythingwewouldlearntheentiresemesterfromtheGwartneyetal.textbookwouldnotyieldtestablepredictions.Onthecontrary,Iwouldsimplyteachthemaframeworkwithwhichtheycouldinterprettheworld.Thestudentswouldhavetodecidewhethertheframeworkwasuseful,butultimatelytheirdecisionwouldn'tboildownto,"Didthesetoolsofsupplyanddemandmakegoodpredictions?
"
”
AfterIwentthroughmyspiel,oneofthestudentsmadetheexcellentobservationthatnotasingleoneoftheotherguidepostswasatestableprediction.Hewasright!
Forexample,howcouldsomeonetesttheclaimthat,"Peoplerespondtoincentives"?
Icouldsaytoaperson,"I'llgiveyou$20ifyoucutoffyourbigtoe."Regardlessofwhathappens,myclaimissafeandsecure.Ifthepersondoesn'tcutoffhisbigtoe,itjustshowsthatIdidn'tofferhimabigenoughincentive.
Thisisnotmerephilosophicalgrandstanding.Misesstressedthattheimportantheritageofsoundeconomicthoughtisnotacollectionofempiricallytestedclaimsaboutthebehaviorofeconomicvariables.Rather,economictheoryisaninternallycoherentframeworkforinterpreting"thedata"inthefirstplace.
It'struethatcertainapplicationsofeconomicsinvolvehistoricalevidence—suchasinvestigatingwhethertheFederalReserveplayedanimportantroleinthehousingbubble—butthisisafarcryfromthetypicalmainstreameconomist'sjustificationformathematicalmodelbuilding.
BoomsandBusts
AnothermajordivergencebetweentheAustrianandChicagoSchoolsistheirexplanationforboomsandtheirpolicyprescriptionsforbusts.ThereadersofthisarticlearelikelyfamiliarwiththeAustrianview,soIwillomitanotherdiscussion.
ChicagoSchooleconomistsobviouslyhavenuancedviews,butgenerallyspeakingtheysubscribetothe"efficientmarketshypothesis."Initsstrongestform,theEMHdeniesthattherecouldevenbesuchathingasthehousingbubble(seehereandhere).Giventheirassumptionsofrationalactorsandmarketsthatquicklyclear,andgiventhattheylackasophisticatedtheoryofthecapitalstructureoftheeconomy,theChicagoSchooleconomistsareforcedtoexplainrecessionsasan"equilibrium"outcomeduetosudden"shocks."
Historicallytheydidn'tconsiderthedistortionscausedbybelow-marketinterestrates(whichofcoursearethekeyingredientintheAustriantheoryofthebusinesscycle).However,recentlymoreandmoreChicagoSchoolcriticsoftheFedhavebeenpointingoutthedangersofBenBernanke'szero-interestratepolicy.
Ironically,thepolicyareawheretheAustriansandtheChicagoSchooldiffermostisinregardstomoney,theissueinwhichMiltonFriedmanspecialized.Friedman(andcoauthorAnnaSchwartz)famouslyfaultedtheFederalReservefornotprintingenoughnewmoneyintheearly1930stooffsetthedeclinefueledbybankruns.Inourtime,someChicago-trainedeconomists—whojustifiablypointtoMiltonFriedmanhimselfforvindication—blamethecrisisinthefallof2008onBernanke's"tight-money"policies.Naturally,theseviewsareanathematomodernAustriansinthetraditionofMurrayRothbard,whothinkthecentralbankshouldbeabolished.
