Therearetwofactorswhichdetermineanindividual'sintelligence.Thefirstisthesortofbrainheisbornwith.Humanbrainsdifferconsiderably,somebeingmorecapablethanothers.Butnomatterhowgoodabrainhehastobeginwith,anindividualwillhavealoworderofintelligenceunlesshehasopportunitiestolearn.Sothesecondfactoriswhathappenstotheindividual—thesortofenvironmentinwhichheisreared.Ifanindividualishandicappedenvironmentally,itislikelythathisbrainwillfailtodevelopandhewillneverattainthelevelofintelligenceofwhichheiscapable.
