20xx年3月20日营业部召开了职工队伍作风建设动员大会。

在这次大会上王涤总经理对加强职工队伍建设教育活动的意义及目前营业部干部职工在“思想作风”、“学分、”“领导作风”、“工作作风”、“生活作风”方面存在的问题做了重要讲话。

赵总宣读了作风教育学习实施方案并提出了学习要求。

我部按照学习动员，提高认识。

对照检查，认真剖析。

发扬民主开展评议，制定措施认真整改。

按时完成了作风建设教育整顿工作任务，现将有关情况总结如下：

一、集中组织学习，充分认识加强作风建设的必要性和紧迫性

按照作风建设教育活动的实施方案我部于3月21-22日，集中组织学习了胡锦涛总书记在中央纪委第七次全会上的讲话及郑辉行长在农发行纪检监察会议上的讲话，通过学习讨论，大家进一步明确了此次教育活动的必要性和紧迫性，深刻认识到加强领导干部作风建设是全面贯彻落实科学发展观的必然要求；是构建社会主义和谐社会的必然要求；是提高党的执政能力、保持和发展党的先进性的必然要求；是做好新形势下反腐倡廉工作的必然要求。

领导干部的作风状况，是衡量一个政党是否具有较高执政能力、能否始保持先进性的重要标志，也是人民群众评判一个政党是否值得信赖、能否只好政的重要依据。

不但领导干部要不断加强自身作风建设，员工队伍整体的作风状况，也是我部能否具有和谐的团队精神，能否不断开创新形势下“风正、气顺、心齐、劲足、绩优”新局面的重要保证。

三、开好民主生活会，认真开展对照检查。

通过学习胡锦涛总书记在中央纪委第七次全会上的讲话和郑辉行长在农发行纪检监察会议上的讲话后大家于3月23日-25日期间深刻领会作风教育的意义，对照自身的不足，找出了存在的问题并进行了认真剖析，形成书面报告。

3月27日召开了民主评议生活会，总经理和副总经理也到会参加了我部室的民主评议。

会议中大家敞开心扉，认真找出自己的不足，分析存在问题的原因，通过交心通气，开展批评与自我批评。

大家本着不搞评功摆好，不搞一团和气，主要讲存在问题，分析原因，找出解决办法的原则展开评议。

通过这次评议，我部总结了大家共同存在问题，主要有以下几点：

（一）、干部职工工作作风散漫。

我部青年职工较多，由于自我约束能力较差，对待工作缺乏责任心和进取心；有时候有逃避工作的思想，不能积极主动的去完成领导安排的工作；

（二）、缺乏创新意识。

我部日常工作量较大，干部职工很少花时间去思考、去研究，看别人怎么做自己就怎么做，上头怎么做自己就怎么做，缺乏自我创新能力。

（三）、基础工作不扎实。

信贷工作是一项严谨的工作，必须要做到事无巨细，并且信贷工作有一定的风险，任何一个小的错误都可能给自己和营业部造成不良后果。

但是，我部经常会在分行信贷检查或总行信贷检查时出现不该出现的基础性错误，上报的报表出错率较高。

（四）、缺乏服务意识。

由于我行是政策性银行，大多时候是企业找我们，但随着我行改革的推进、经营范围不断扩大、商业性贷款品种的增加，干部职工还没有转换观念的意识，总是让企业的同志送材料上门，不能做到主动上门服务。

（五）、学习业务知识劲头不足。

我部是一线部室，客户经理既要安排好单位内部的工作，同时，又要花大量的时间下企业进行查库检查了解情况，以便及时掌握企业资金流向，确保我行资金安全。

因此，放松了对业务知识的学习，认为这些知识总会在日常工作中碰到，没有必要花时间去专门学习。

通过这次评议活动全体同志认识到只有不断克服自身的缺点，积极主动解决工作中存在的问题，才能真正的将作风建设落到实践中，才能共同开场营业部“风正、气顺、心齐、劲足、绩优”的优良局面。

才能一起营造出一个和谐的农发行。

会议节结束前，总经理和副总经理都做了重要讲话。

总经理语重心长地说：

“开展这次教育活动的目的是让你们清楚地看到自己所处的位置，你们是一线员工，河企业接触最频繁，一定要始终保持廉洁自律的工作作风，更好的服务企业！

”。

这既是对我们的要求，更是对我们的关心。

王涤总经理也被我们活跃的气氛所感染，用最真诚的话语鼓励着我们每一位客户经理，他说：

“你们是农发行未来，是最有活力、最有希望的团队，希望你们在今后的工作中从分发挥你们的聪才智，取得一流的业绩！

”。

三、认真整改、抓好落实

1、增强服务理念，拓展新企业

随着发行的改革，业务范围在不断推展，业务种类有所增加，近期在部室领导的安排部署下，我部对新疆三海保鲜库、农垦乳业等7家新企业进行了调查并建立了项目库。

2、适应业务发展，增加业务知识

随着新企业的拓展和增加，大家面临许多新业务，新知识。

近期我部室组织大家对新下发的管理办法及银行承兑汇票、贴现、国际业务等相关知识进行了学习。

3、制定措施，保证各

项工作全面落实

我部作为服务部门，只有制定健全切合实际的制度措施，才能保证各项工作的全面落实。

围绕作风方面查摆出来的突出问题。

部室领导对整改的指导思想、整改目标、整改内容，整改的时限都做了明确规定，对存在的问题要求按个人的整改措施认真整改，抓好落实。

4、严格考核考评，加强督促检查

抓好作风建设，必须建立系统地督查考核办法，及时督查按期考核，以督查促管理，以考核抓落实。

我部将加大内部管理力度，改进考核方式和手段，部室也制定了一系列考核制度，即将出台。

把日常考核与年终考核相结合，切实体现干与不干、干好干坏不一样的激励机制，增强内在动力和外部压力。

做到人尽其才，才尽其用，保证作风教育收到实效。

Governmentisnottheproblem,andgovernmentisnotthesolution.We--theAmericanpeople--wearethesolution.（Alause.）Ourfoundersunderstoodthatwellandgaveusademocracystrongenoughtoendureforcenturies,flexibleenoughtofaceourcommonchallengesandadvanceourcommondreamsineachnewday.
