   Federaleffortstoaidminoritybusinessesbeganinthe1960’swhentheSmallBusinessAdministration(SBA)beganmakingfederallyguaranteedloansandgovernment-sponsoredmanagementandtechnicalassistanceavailabletominoritybusinessenterprises.Whilethisprogramenabledmanyminorityentrepreneurstoformnewbusinesses,theresultsweredisappointing,sincemanagerialinexperience,unfavorablelocations,andcapitalshortagesledtohighfailurerates.Even15yearsaftertheprogramwasimplemented,minoritybusinessreceiptswerenotquitetwopercentofthenationaleconomy’stotalreceipts.

   Recentlyfederalpolicymakershaveadoptedanapproachintendedtoacceleratedevelopmentoftheminoritybusinesssectorbymovingawayfromdirectlyaidingsmallminorityenterprisesandtowardsupportinglarge,growth-orientedminorityfirmsthroughintermediarycompanies.Inthisapproach,largecorporationsparticipateinthedevelopmentofsuccessfulandstableminoritybusinessesbymakinguseofgovernment-sponsoredventurecapital.ThecapitalisusedbyaparticipatingcompanytoestablishaMinorityEnterpriseSmallBusinessesthathavepotentialtobecomefuturesuppliersofcustomersofthesponsoringcompany.
