Abstract

Inthispaper,wedescribeanewmethodtosolveLinearProgramming(LP)problemswhichhaveuncertainright-hand-sides.Weapplythistoplanningproblemswherearollingplanninghorizonisusedandwhererobustnessisimportant.Inparticular,weareinterestedinapplicationswheretheuncertaintyhasanunderlyingstructureandcanbedescribedwithpracticalconstraints.Themethodproposedisbasedonadecompositionschemewhereweiterativelysolveanupperlevelproblemforthefirsttimeperiodinwhichtheparametersareassumedtobeknown.Thelowerlevelproblemusestheupperlevelsolutionandcomputesaworstcasescenarioforananticipationperiodthathasuncertainparameters.Informationabouthowtheworstcasescenarioisaffectedbytheupperleveldecisionsisgivenbackasavalidinequality.Thisprocessisrepeateduntiltheupperlevelsolutionsatisfiesthelastgeneratedvalidinequality.Themodelsusedinthesolutionprocesscanbekeptassmallasthecorrespondingdeterministicmodelwhichhasnouncertainties.Wetesttheproposedmethodonanintegratedproduction,transportationandinventoryplanningproblem.Wemakeuseofsimulationstocompareourapproachwithatraditionaldeterministicapproachwithsafetystocks.Theresultshowsthattheproposedmethodworkswellandperformsbetterthanthedeterministicapproach.

Abstract

Thispapergivesanoverviewofdigitalmicrowavemultipointdistributionsystems(MMDS)andlocalmultipointdistributionsystems(LMDS)originallydevelopedfordigitalTVbroadcastingandlaterextendedtoofferinteractiveservicesforhomesandbusinesses.WefirstdescribethespecificationworkcarriedoutbytheDigitalVideoBroadcasting(DVB)projectandtheDigitalAudioVisualCouncil(DAVIC)whichformsthetechnicalbasisofthesesystems.Next,afterpresentinginitialfrequencyallocationsparticularlyinEuropeandNorthAmerica,wediscussthepotentialofMMDSandLMDStoofferbroadbandservicestohomesaswellastosmall-andmedium-sizebusinesses.Wealsodiscussthemajortechnicalissuesrelatedtothedesignofthesesystems,frequencyplanningandreusepatterns,aswellasfuturetechnicalevolutionstomakethemmoreefficientintermsofperformance,capacity,andtheserviceoffered.Thisdiscussionincludestheuseofhigher-levelmodulations,multipleaccesstechniquessuchascode-divisionmultipleaccess(CDMA)andorthogonalfrequency-divisionmultipleaccess(OFDMA),andofadaptivearraysforelectronicbeamforming.

Abstract

Soilsinurbanareashavenotreceivedadequateattentioninrelationtolandscapeplanting.RecenturbantreesurveysinHongKongidentifiedmanyarboriculturalproblemsrelatedtostressfulhabitatconditionsincludingedaphicones.Soilconstraintsinthecrowdedcityareacuteandyetrelevantdataarelacking.Thisprojectevaluatedinthefieldandlaboratory100soilsamplesobtainedfromsitesofvariednaturalanddisturbancehistoryatdifficultroadsidetree-pitsitesinurbanHongKong.Anextensiverangeofphysicalandchemicalpropertieswereassessedtoestablishbaselineinformationonsoillimitationstoamenity-vegetationgrowth.Mostsoilshavelostnaturalsoilhorizonswithmorphologicalfeaturesoffillmaterialssuchaspoorstructureandartificiallayering.Theyareexcessivelystonyandcoarse-textured,withabundanceofbuildingrubbleandotherforeignsubstances.Theextensivesoilcompaction,associatedwithstructuraldegradationandlossofporosity,isinimicaltoaeration,drainage,storageofplant-availablemoisture,androotgrowth.ReleaseofcarbonatefromthecalcareousconstructionwastehasinducedalkalinepH,withconsequencesonmicronutrientandphosphorusdeficiency.Organicmattercontents,andtherelatedsupplyofessentialnitrogenandphosphorus,areallmeager.Thecapacitytoholdnutrientbasesandtheamountheldinavailableformsarebothinadequateforvigorousplantperformance.Therearesignsofpollutionbyheavymetals,especiallylead,whicharederivedfromair-bornesourcesrelatedtovehiculartraffic.Theresultshelptoascertaintheneedforsoiltestsinlandscapingendeavors,toreinforceaweaklinkinlandscapingprograms,toestablishapackageofrecommendationstoimproveurbansoilmanagement,toenhancethecost-effectivenessofgreeningprograms,andtoaugmenturban-treeperformancesoastoreducerecurrentmanagementliabilityandburden.

Inhisnewbook,TheFutureofManagement,GaryHamelisonceagainincitingmanagerstorevolt.Hisindictmentofcurrentmanagementpracticesrestsontwopropositions.First,thatmostmanagementsystemsandprinciplesarefoundedonahopelesslyobsoletemanagementparadigm.Second,thatmanagementinnovationrepresentstheultimatesourceofcompetitiveadvantage.Despitehisinfectiousenthusiasmfordiscontinuouschange,Hamel'sthesisisfarfromconvincing.Whileheissurelyrightthatchangesinthebusinessenvironmentandnewtechnologieswilldrivefar-reachingchangesinstructures,systemsandleadershipstyles,itisnotevidentthattheseadaptationsrequireanewmanagementparadigm.Norisitobviousthat21stcenturymanagementwillbebasedupondistributedinnovation,participativedecisionmakingandmarket-basedmechanisms.Thisarticlearguesthatthefutureofmanagementismorelikelytoinvolvetheextensionofexistingmanagementprinciplesandpracticestoembracehigherlevelsofcomplexity–particularlymultidimensionalintegration–accompaniedbygreaterrelianceuponinformalstructuresandsystems,includingself-organization.Thesechangesimplydifferentleadershipstylesandapproachestodecisionmaking,butnot–asHameladvocates–thewholesaledismantlingofexistingmanagementpracticesortheprinciplesthatunderpinthem.
