1SCOPE

TheseAuditCriteriaareintendedforusetosurveyafacilityseekingaccreditationfromNadcapfortheNDTprocess.ThiscriteriaissupplementedbyAuditCriteriaforspecificNDTprocessestobeaccreditedandshallbeusedwiththeapplicableUserPrimeSupplementalCheckliststoensurethatNDTsuppliersmeettherequirementsforNadcapaccreditationinNondestructiveTesting.

ThepurposeofthisAuditCriteriaistoprovideameanstoverifyanddocumentthatsystemsareinplacetocontroltheprocessandthattheprocessproceduresarebeingfollowed.

TheNadcapNDTTaskGrouprecognizesPRIAC7004,ISO17025（NDTTestHousesonly）and/oranyNadcapapprovedcertification/registrationprogram.IfthesupplierhasbeenauditedandapprovedbyNadcaporanyotherNadcaprecognizedagencyforregistrationwithAS9100/EN9100,thennofurtherassessmentforqualitysystemswillberequired.AlthoughspecificAuditCriteriaforevaluationofthegeneralqualitysystemisnotincludedwithinthetextofthischecklist,therequirementsofAS9003/AC7004doformapartofthestandardusedintheNadcapNDTAccreditationprogram.Assuch,auditorsmayidentifyandrecordnonconformancesrelatedtothequalitysystem.ThesuppliermustaddressthesenonconformancesinordertoobtainNadcapAccreditation.

2.1InstructionsfortheAuditors

Incompletingthisassessment,auditorsareinstructedtorespondwitha“Yes”or“No”toaddresscompliancewitheachstatementofrequirement.Foranynegativeresponses,theauditormustclearlyindicateintheNCRifthe“No”reflectsnoncompliancewithrespecttoexistence,adequacy,and/orcompliance.Existencerelatestoevidenceofadocumentedprocedureorpolicy,adequacyrelatestothecompletenessoftheprocedureorpolicyandcompliancerelatestoevidenceofeffectiveimplementation.Thischecklistincludestheuseoftheword“shall”whichindicatesaclearrequirementthatmustbemetatalltimes.Theword“may”indicatesapossibleresolutiontoarequirementoronerecommendedmethodtoachieveagivenrequirement,butdoesnotrepresenttheonlywaytomeetthatrequirement.Inadditionthechecklistincludestheterm“ComplianceAssessmentGuidance”.ThistermisusedtoreflecttheTaskGroupsexpectationwhenansweringthechecklistquestionasYESorN/A.

Theauditormustverifythelistofproceduresprovidedbythesupplieratthetimeoftheaudit.Anycorrectionsorupdatestothelistmustbeidentifiedusingnotesinsertedattheapplicablecriterion.

AllnegativeresponsesrequireaNonconformanceReport（NCR）.NotApplicable（N/A）responsesdonotrequireanexplanationunlessotherwisenoted.ThereisonlyoneplausiblereasonforanN/A,whichis,thataparticularoperationorissueisnotbeingusedatthesupplier.TherearenoN/A’ssimplyforalackofacustomerrequirement.Ifasystemisinuse,thenallquestionspertainingtothatsystemareapplicable.Ifverificationofresultsrequiredocumentationitshallbesonotedinthischecklist.

Theauditresultsshallnotincludeanycustomerproprietaryinformation.Technicalinformationonpartswhichhavebeendesignated“ExportControlled–LicenseRequired”,（EC-LR）cannotbeinputintoeAuditNet.Ifauditorshaveanyquestionsaboutthis,theyshouldcontacttheStaffEngineerfordirections.

Whenasatelliteauditisconducted,theAC7114checklistshallbecompletedasnormalforthemainfacilitywithallrelevantattachments.Forthesatellitefacilities,thefollowingapplies:

a.AC7114–attachauditorcoverletter,usermemberlistingandNDTpersonnellisting.

b.AC7114–Section3.0addthefollowingnote:

“Thisisasatelliteaudittoaudit#XXXXXX,onlytherelevantsectionsofthischecklisthavebeencompleted”.

c.Completepara3.1ofAC7114.

d.Completeallapplicablemethodchecklistsandsupplementalcriteria.

e.Confirmthatallrequirementsforsatellitefacilitiesaremetandreferencewithintheauditorcoverletter.Iftherequirementsarenotmet,theauditorshallinformschedulingimmediately.

Forallotherinvokedchecklists,theauditorisrequiredtocompletetheminfullattachingtheappropriatedocumentationintherelevantsections.

2.2InstructionsfortheSupplier供应商指南

2.2.1PriortotheAudit审核前

Thesuppliermustcompleteaself-auditusingAC7114,allapplicableslashsheetsandapplicablesupplementsinpreparationforthisaudit.Allinternallyidentifiednonconformancesshouldbecorrectedpriortotheactualaudit.NonconformancesidentifiedaspartoftheNadcapauditwithpotentialproductimpactmay,attheNadcapNDTTaskGroup’sdiscretion,requireaVerificationCorrectiveAction（VCA）auditatthesupplier’sexpense.Suppliertoforwardthefollowingtotheassignedauditor,asdirectedbyPRI,30dayspriortothescheduledaudit:

供应商应使用AC7114清单进行自审，自审还应包括所有适用的额外审核清单。

所有的自身审核不符合项应在正式审核前全部关闭。

2.2.2DuringtheAudit审核过程

Thesuppliershallprovideforanin-briefingwiththeauditor.Keymembersoftheapplicant'sstaffshouldattendthein-briefingsotheauditpurpose,methodsandassessmentprocessescanbediscussed.ThesemayincludetheResponsibleLevel3,theQualityManager,internalauditpersonnelandothersasdeemednecessarybytheauditororsupplier.

Workingspacefortheauditorwithdesksortables,chairs,telephone,etc.,shallbemadeavailable.

Afinalout-briefingwillbeconductedatthecompletionoftheaudit.Eachnonconformanceandobservationwillbereviewedatleastdailyandthesupplierwillbegiventheopportunitytodiscussproposedcorrectiveactionortoprovideanyadditionalinformation.Note:

ThePRIStaffEngineersorNadcapNDTTaskGroupmay,uponreview,changetheauditor'sdeterminationofafinding.

2.2.3FollowingtheAudit审核后

InaccordancewithNadcapprocedures,thesupplierhas21calendardaysfromthetimetheauditorsubmitstheaudittosubmitacorrectiveactionplan,identifyeffectivelydatesforeachNCRandwhenapplicable,objectiveevidence.Thisresponseshallbeentereddi
