1总则generalprinciple
1.1编制目的Purpose
规范生产安全事故的应急管理和应急响应程序，及时有效地实施应急救援工作，最大程度地减少人员伤亡、财产损失，维护职工的生命安全，维持正常的安全生产秩序，制定本预案。

1.2编制依据regimentationreference
依据《中华人民共和国安全生产法》、《职业病防治法》、《消防法》、《特种设备安全监察条例》、《危险化学品安全管理条例》、《上海市安全生产条例》和《生产经营单位安全生产事故应急预案编制导则》等法律法规及有关规定。

1.5应急工作原则emergencyworkprinciple
遵循快速反应，统一指挥，单位自救与专业应急救援相结合的原则。

2.1生产经营单位概况Asurveyofproductionunits
************是由************司于1996年在中国上海建立的全资子公司，投资总额5700万元；公司占地总面积约42416m2，职员工近400人，主要从事于开发、生产和销售各类*******，这些设备主要用于*******的物质。
公司产品包括：

2.2危险源与风险分析Thehazardsourceandriskanalysis
2.2.1生产过程中使用大量金属切削设备、焊接设备、起重设备等机械，若生产调节不畅、操作人员违章操作或机械设备、设施存在不安全的状态等均可造成机械伤害事故。

2.2.2装卸运输中：
若操作不当或野蛮装卸以及车辆发生事故可发生砸伤、挤伤事故。

2.2.3使用危险化学品若使用不得或遇明火可发生人员中毒、火灾和爆炸事故；若发生火灾可产生爆炸的冲击波、热辐射，造成人员中毒、灼伤；建筑物破坏、人员受冲击波影响造成损伤。

2.2.4车辆驾驶员违章操作，人员违章进入运输作业范围内可能发生车辆伤害。

2.2.5配电室、生产场所、办公室等用电场所，如电气设备、配电盘、插座漏电、短路可能发生人员触电和电气火灾。

2.2.6高处作业防护不当造成高处坠落或物体打击事故。

3组织机构及职责Organizationchartandresponsibilities
3.1应急组织体系emergencyorganizationsystem
（1）事故应急救援工作在公司领导统一领导下，各有关职能部门分工合作，各司其职，密切配合，迅速、高效、有序开展。

3.2.1应急救援总指挥部职责commandorganizationandresponsibility

Ø负责组织有关部门制定应急抢救预案，组织预案的演练，及时对预案进行调整、修订和补充。
统一部署应急预案的实施工作，及紧急处理措施。

负责平时的应急准备。
负责报告、信息报送、组织联络各职能部门及协调。

3.2.3抢险、抢修组（工艺设备部）职责rescue,rush-repairgroup（Facilitydept）responsibility
Ø由工艺设备部牵头，各部门配合组成。
该组成员要对事故现场、地形、设备、工艺熟悉，在具有防护措施的前提下，必要时深入事故发生中心区域，关闭系统，抢修设备，防止事故扩大，降低事故损失，抑制危害范围的扩大。

3.2.4通讯治安组（行政人事部）职责Communicationandsecuritygroup（HRAdept）responsibility
Ø由人事行政部牵头各相关部门配合组成。

Ø负责维持厂区治安，按事故的发展态势有计划地疏散人员，控制事故区域人员、车辆的进出。

3.2.7消防救护组（EHS&生产部）职责Firerescuegroup（EHS&Production）Responsibilities
Ø由EHS&生产部相关人员和各相关部门配合组成。
ItiscomposedbyEHSS,Productiondepartmentandrelevantdepartments.
Ø负责对火灾、泄漏事故的灭火、堵漏等任务，并对其它具有泄漏、火灾、爆炸等潜在危险点进行监控和保护，负责应急救援、采取措施防止事故扩大，造成二次事故。
