IISM-Palau OverviewThe objective of this project is to establish an integrated, intelligent surveillance and management (IISM) system so that the concept of “Safety City” can be put into practice in Palau.The current project focuses on adopting cameras for a 2
3、4-hour surveillance, which includes general traffic intersections surveillance and record system, key areas real-time event-detection and video monitoring system, mobile surveillance system mounted on police patrol cars. The information (images, video, and data) acquired by these surveillance system
4、s can all transmitted back to a central management and control office where storing/filing, intelligent event consulting/processing, intelligent reporting are integratedly processed and executed.The proposed IISM system adopts all-time camera-based surveillance equipment and facilities which can mon
5、itor situation of traffic or critical areas, and shall not miss any critical pictures as evidence. Moreover, license plates of vehicle can be clearly recorded or even automatically recognized which enables prohibit vehicle breaking traffic regulation, track criminal vehicle and so on so that public
6、security can be largely improve. And all valuable information can be systematically integrated for further processing or usage at the central management and control office, specifically, such as automatic event search, integrating with GIS system for event consulting and remote control.Hence, the es
7、tablishment of IISM system can efficiently improve public security and, at the same time, provide valuable traffic information for traffic supervisors or drive. The three segments are Intelligent Surveillance Capture (ISC) segment at front-end for video capture, storage and detection (if required), Intelligent Surveillance Management (ISM) segment at back-end for
10、 video storage, fetching and supervision, and Intelligent Surveillance Network segment (ISN) for image/video/data and control signal transmission to integrate ISC and ISM segments. System FrameworkThe IISM system can be conceptually divided into three blocks, which are front-end block (ISC, Intelligent Surveillance Capture, segment), back-end block (ISM, Intelligent Survei
