I.IISM-PalauOverview

Theobjectiveofthisprojectistoestablishanintegrated,intelligentsurveillanceandmanagement（IISM）systemsothattheconceptof“SafetyCity”canbeputintopracticeinPalau.

Thecurrentprojectfocusesonadoptingcamerasfora24-hoursurveillance,whichincludesgeneraltrafficintersectionssurveillanceandrecordsystem,keyareasreal-timeevent-detectionandvideomonitoringsystem,mobilesurveillancesystemmountedonpolicepatrolcars.Theinformation（images,video,anddata）acquiredbythesesurveillancesystemscanalltransmittedbacktoacentralmanagementandcontrolofficewherestoring/filing,intelligenteventconsulting/processing,intelligentreportingareintegratedlyprocessedandexecuted.

TheproposedIISMsystemadoptsall-timecamera-basedsurveillanceequipmentandfacilitieswhichcanmonitorsituationoftrafficorcriticalareas,andshallnotmissanycriticalpicturesasevidence.Moreover,licenseplatesofvehiclecanbeclearlyrecordedorevenautomaticallyrecognizedwhichenablesprohibitvehiclebreakingtrafficregulation,trackcriminalvehicleandsoonsothatpublicsecuritycanbelargelyimprove.Andallvaluableinformationcanbesystematicallyintegratedforfurtherprocessingorusageatthecentralmanagementandcontroloffice,specifically,suchasautomaticeventsearch,integratingwithGISsystemforeventconsultingandremotecontrol.

Hence,theestablishmentofIISMsystemcanefficientlyimprovepublicsecurityand,atthesametime,providevaluabletrafficinformationfortrafficsupervisorsordrive.Thesefirmlymake“SafetyCity”cometrue.

A.1.Generaltrafficintersections:

Adoptinglocallyindependentall-timevideorecordingsystem,andfetchingabatchofvideostoredinaregularperiodoftime.

Adoptingreal-timevideo/datatransmissionviafiber-opticinternet.

A.3.Specificcardetection:

Activeandreal-timealarmingwhencarswithspecificlicenseplates（e.g.,criminal,stolencars）aredetectedbytrafficintersectionsurveillancesystem.

Thedemanddependsonthetypeoftrafficintersectionswhichareclassifiedinto“T”and“十”types.

TheIISMsystemcanbeconceptuallydividedintothreeblocks,whicharefront-endblock（ISC,IntelligentSurveillanceCapture,segment）,back-endblock（ISM,IntelligentSurveillanceManagement,segment）,andnetworkblock（ISN,IntelligentSurveillanceNetwork,segment）.segmentsareIntelligentSurveillanceCapture（ISC）segmentatfront-endforvideocapture,storageanddetection（ifrequired）,IntelligentSurveillanceNetworksegment（ISN）forimage/video/dataandcontrolsignaltransmission,andIntelligentSurveillanceManagement（ISM）segmentatback-endforvideostorage,fetchingandsupervision.

D.1.Front-endblock:

TheISCsegmentatfront-endisforon-sitevideocaptureandstorageforgeneralareas,and,ifrequired,automaticdetectionofpre-designatedevents（e.g.,suspectedobjectsdropping,illegalparking,reversedriving,densefog）andtransmittinginreal-timetocentralmanagementandcontrolofficeforin-timeprocessingandalarm.

A.Establishaplatformof24-hour,day-and-nightsurveillanceatareasofinterested,trafficandspecifiedeventsinformationacquirementforanalysisandreal-timeprocessing.

B.Improvetheefficiencyofeventsprocessingandmanagementbyquickfetchingspecifiedtimeperiodvideo,consultinghistoricrecordcategorizedwhenaspecificeventhappeningandreportingtothecentralmanagementandcontroloffice.
