2、vesmegreatpleasuretomeetyouhereintianjinattheeighthannualmeetingofthenewchampions,orthesummerdavosforum.onbehalfofthechinesegovernment,iwishtoextendwarmcongratulationsontheopeningoftheforumandacordialwelcometoallofyouwhohavecomefromafar.thethemeforthisyearsforum,namelycreatingvaluethroughinnovation,

3、isamostrelevantone.innovationisaneternaltopicofthehumansocietyandaninexhaustibleenginedrivingeconomicandsocialdevelopment.innovationisvitaltothesteadyrecoveryoftheworldeconomy.innovationisalsoessentialtoupgradingthechineseeconomyandimprovingitsperformance.anditisthankstoreformandinnovationthatthechi

4、neseeconomyhasinrecentyearsmaintainedsteadyandsoundgrowth.theglobaleconomicenvironmenthasremainedanintricateonesincethebeginningofthisyear.theroadtorecoveryindevelopedcountrieshasremainedbumpy5.growthinemergingmarketeconomieshassloweddown,andthechineseeconomyfacesgreaterdownwardpressure.facingthisch

5、allengingenvironment,wehavecontinuedtofollowthegeneralprincipleofmakingprogresswhilemaintainingstability.wehavestayedthecourseandpursuedaproactiveapproach.insteadofadoptingstrongeconomicstimulus6oreasingmonetary7policy,wehavevigorouslypromotedreformandeconomicreadjustment,andmadeeffortstoimprovepeop

6、leslives.asaresult,wehavemaintainedsteadyeconomicperformance.inthefirsthalfoftheyear,thechineseeconomyregistereda7.4percentgrowth,andcpirisewaskeptat2.3percent.despiteeconomicslowdown,betweenjanuaryandaugust,thesurveyedunemploymentratewaskeptataround5percentin31bigandmedium-sizedcities.morethan9.7mi

7、llionurbanjobswerecreated,whichisoveronehundredthousandmorecomparedwiththesameperiodlastyear.despitegrowingdownwardpressureontheeconomy,morejobswerecreated,thankstonewstepsofreformtaken.sincethebeginningofthisgovernment,wehaveadvancedthereformoftheadministrative8reviewandapprovalsystem.governmentdep

8、artmentshaveremovedordelegatedtolowerlevelsadministrativeapprovalonover600items,andthisyear,thebusinessregistration9reform,amongothers,hasbeencarriedoutnationwide.thishasloweredthethresholdforstartingbusinessesandremovedrestrictions10onthem,thusgivingagreatboosttobusinessdevelopmentinthewholecountry

9、.betweenjanuaryandaugust,theamountofnewlyregisteredmarketentities11wasmorethaneightmillion,andfrommarchtoaugust,withthebusinessregistrationreform,thenumberofnewlyregisteredbusinessesgrewby61percentoverthepreviousyear,allpointingtoamassiveupsurgewhichhasgeneratedmorethan10millionjobs.inadditiontorefo

10、rmingthebusinessregistrationsystem,wehavealsointroducedreformstoinvestmentfinancing,taxation12andlogisticssystems,andfurtheropenedthegateforthedevelopmentoftheservicesector13andotheremergingindustries.allthesemeasureshavebeenvitalinfosteringandincreasingjobopportunities.thepositivechangesinchinaseco

11、nomyarenotonlyreflectedintheincreaseofjobsandresidentsincomes,butalsointhestructural14upgrading.wehavestreamlinedadministration,delegatedpowerstothelowerlevels,andadoptedfiscal16,taxationandfinancialmeasuressuchastargetedtaxreductionandtargetedreductionofrequiredbankreserveratio.allthesemeasureshave

12、spurredthegrowthoftheservicesector,agriculture,ruralareaandthewelfareoffarmers,aswellassmallandmicro-businesses,privatebusinessesandemergingindustries.inthefirsthalfoftheyear,newbusinessesandnewbusinessmodelssuchaslogistics,expressdeliveryande-commercealldevelopedfast.thenumberofnewlyregisteredservi

13、cebusinessessurgedbymorethan70percent.thetertiaryindustrycontinuedtooutperformthesecondaryindustryintermsofgrowthrateandshareofgdp,andisaleadingsectoroftheeconomy.theshareofprivateinvestmentinfixed17assetinvestmentincreasedby1.4percentagepointsyearonyear.high-tech18industriesandequipmentmanufacturin

14、ggrewfasterthantheindustrialaverage.deepeningstructuralreadjustmenthasimprovedthequalityofeconomicgrowth.onthebasisofcarryingoutreformandinnovation,wehavereducedovercapacity,eliminatingoutdated19capacityinparticular,andfosterednewgrowthareas.inthefirsthalfoftheyear,thegrowthofinvestmentandproduction

15、ofindustrieswithhighenergyconsumptionandemissions21noticeablysloweddown.theperunitgdpenergyconsumptiondroppedby4.2percentyearonyear,andcarbonintensity22wascutbyabout5percent,thelargestdropinmanyyears.wehavemanagedtoensuresteadygrowthandimprovethequalityofthechineseeconomybytakingtargeted,range-based

16、macro-controlmeasures.withfocusonkeyareasandweaklinksofchinaseconomicandsocialdevelopment,wehaveusedmorereformandinnovationmeasurestoincentivizemarketentities,strengthenweaklinks,boosttherealeconomyandensurethatoureffortsarewell-targeted.thisapproach,whichwasalsostructuraladjustmentinnature,involved

17、bothreformandreadjustments.wehavestrivedtoremovemarketobstaclesandmakethemarketplayadecisiveroleinresourcesallocation.wehavealsoendeavoredtoimprovetheroleofthegovernmentandpromotesocialequity23.wehaveworkedactively24tobalancedomesticandinternationaldemands,coordinate25regionaldevelopment,narrowthega

18、pbetweenruralandurbanareasandstabilize26agriculturalsupplyanddemand.wehavestrengthenedtheconstructionofrailwaysincentralandwesternchina,therenovation27ofrundownareas,aswellaspollutioncontrolandpreventionandotherlivelihood28anddevelopmentprojects.wehaveactivelytackledthebottlenecks29thathavelongconst

19、rained30chinasbalanceddevelopment.allofthesehavevigorouslysupportedtheprocesstowardanewtypeofindustrializationandeffectivelyincreasedthesupplyofpublicgoods.facingthenewnormalstateoftheglobalandthechineseeconomy,wehaveremainedlevel-headedandtakenstepstotackledeep-seatedchallenges.wefocusedmoreonstruc

20、turalreadjustmentandotherlong-termproblems,andrefrainedfrombeingdistractedbytheslightshort-termfluctuations31ofindividualindicators32.injulyandaugust,electricityconsumption,freightvolumeandotherindicatorsfluctuatedsomewhat.thatwasinevitable33andwithinourexpectation.itwasbecausethedomesticandinternat

21、ionaleconomicsituationwasstillcomplexandvolatile34andbasefiguresforthesecondhalfoflastyearwererelatively35high.whenobservingthechineseeconomy,oneshouldnotjustfocusonitsshort-termperformanceortheperformanceofaparticularsector.rather,oneshouldlookattheoveralltrend,thebiggerpictureandthetotalscore.judg

22、ingbytheprincipleofrange-basedmacro-control,webelievetheactualeconomicgrowthrateiswithintheproperrange,evenifitmightbeslightlyhigherorlowerthanthe7.5percenttarget.inparticular,weshouldrealizethatanimportantgoalofmaintainingstablegrowthistoensureemployment,andtheflooroftheproperrangeistoensurerelativ

23、elyadequateemployment.astheeconomicaggregate36continuestoexpand,andinparticular,astheservicesectordevelopsrapidly,growthwillmeanmorejobsandtherewillbegreatertolerance37tofluctuations.weshouldalsobeclearthatchinaseconomyishighlyresilientandhasmuchpotentialandamplespacetogrow,andwehaveafullrangeoftool

24、sofmacro-controlatourdisposal.themeasureswehavetakenaregoodbothfornowandforlonger-terminterests,andwillthereforeenableustopreventmajorfluctuationsandmakeahardlandingevenlesspossible.however,thisisnotdenyingthatourdevelopmentfacesdifficultiesandchallenges.onthecontrary,weareindeedconfrontedwithenormo

25、usdifficultiesandchallenges.inthefourmonthsahead,wewillcoordinatetheeffortstostabilizegrowth,promotereform,readjustthestructure,improvepeopleslivelihoods38andpreventrisks.wewillcontinuetoimproveandinnovate39inthethinkingandapproachesofmacro-control,strengthentargetedmacro-controlonthebasisofrange-ba

26、sedmacro-control,promotestructuralreformandreadjustments,carryoutreformsinkeyareasofsystemicimportancewitheverydeterminationtoforgeaheadandfocusonaddressinglong-termproblems.first,wewillcontinuetopressaheadwithrevolutionizingthegovernmentitselfandfurtherintensify40effortstostreamline15administration

27、anddelegatepowers.wewilldeepenfiscalandtaxationreform,promotereformofthebudgetarymanagementsystemsoastousepublicfundsinanequitable41andeffectiveway,andcontinuetoexpandthepilotprogramsforbusinesstaxtovat1reformwhichisconducive42tothedevelopmentoftheservicesector,particularlytherdcompanies.wewilldeepe

28、nfinancialreform,promotethepilotprogramsfornon-stateownedbanks,sortoutandstandardize43thelimitrequirementsonaccesstothefinancialsectoranddevelopamulti-tieredcapitalmarket.wewilldeepenthereformofstate-ownedenterprises.wewilldeepenpricereformandimprovethepricingmechanisms44forenergyproducts,medicinean

29、dmedicalservices.wewilldeepenreformoftheinvestmentsystemandimplement45governmentpurchaseofservicecontracting,public-privatecooperationmodelsandfranchise47operationsystem.second,wewillcontinuetofocusontacklingthedeep-seatedstructuralproblems,furtherincreasetheeffectivesupplyofpublicgoodstogenerateeff

30、ectivedemand,strengthenweaklinksininvestment,increasehouseholdconsumptionandnurture48newgrowthareas.third,wewillcontinuetoensureefficientuseofboththeexistingandtheincreaseoffiscalandfinancialresourcesandfurtherscaleupsupportfortherealeconomyandemergingindustriesandbusinesses,forthegreaterbenefitofru

31、ralareas,agricultureandfarmers,aswellasmicro-businessesandtheservicesector.theseeffortsareaimedatturningthegainsofreformintonewdynamismofdevelopmentthatwouldbringmorebenefittothepeople.wehavealltheconfidence,abilityandresourcestoovercomethedifficultiesandrealizethemajorgoalsofchinaseconomicandsocial

32、developmentinXX.ladiesandgentlemen,chinaisstilladevelopingcountry.wemustgivetopprioritytoeconomicdevelopment.onlydevelopmentwilldeliverprogress.ultimately,itisonlydevelopmentthatwillresolvealltheproblemsinchina.wecannotadvancewithoutchangingthegrowthmodel,norcanweadvancewithoutadequatedevelopment.ofcourse,thedevelopmentwepursueshouldbeonethatpromotesemployment,increasesincomes,improveseconomicperformanceandboostsenergyconservationandenvironmentalprotection.itshouldbescientificdevelopment,namely,soundandbalanceddevelopmentthatisinkeepingwiththelawsgoverningeconomicactivities,socialdevelopmen
