University, as an important organization and college education place in modem society, has its own characteristics. The happening of college foreig

5、n students sudden events not only affect the stability and harmony of the school, but also often affect the society. Because of the special identity of foreign students, the sudden event also has the particularity, sensibility and high harmfulness. Therefore, to establish and perfect the college for

6、eign students emergency management system, and improve the ability of emergency management, so as to effectively prevent and proper evacuation emergencies, to maintain the social stability, have become an urgent and important task for our college in the new era.At present, most literature in emergen

7、cy management research is inclined to Chinese students fbr e.g. Yang Li（2010）l, Tao Yingyong（2009）2, Wang Fan（2008）3and so on. The emergency management research about foreign students is quite rare. Cui Yaya（2012）4 analyzed the incident type and preventive measures. Sun Fangjiao（2012）5 summarized an

8、d investigated the sudden events in colleges at home and abroad. Li Jing（2012）6 analyzed the causes of several foreign students sudden events with actual case, and put forward the corresponding precautionary measures and counter measures. Sun Fangj iao（2012）7 studied the types of foreign students su

9、dden events. Li Yong（2011）8 used the basic principle of psychology, studied and discussed theXiangtao Fanfanxiangtao 163 .comprevention and treatment of foreign students sudden events caused by psychological problems. It is clear that existing literature about the emergency management of foreign stu

10、dents mainly focuses on simple examples listed and summarized and lacks systematic research. Therefore, further analyzing foreign students emergency management content and building a feasible college foreign students emergency management system have vital and realistic meaning to improve the level o

Studying abroad is closely related with our international politics, diplomacy, education, economy, culture, military and other work. At the same time, it has promoted the rapid development of international education services and mad

13、e great contributions to the national economic and social development. Therefore, great significance has been attached to the international students work by the central leadership, the Ministry of Education, local governments, universities and foreign government. In recent years, the scale of foreig

14、n students in China expands rapidly, and the growth rate of international students in China is as high as 20% average annual. By 2011, the total number of foreign students studying in China is 290000 for the first time. Due to the effective management and proper education of relevant units, emergenc

15、y did not increase significantly with the expansion of foreign students studying in China, but in such a big international student group, some events such as traffic accidents, sudden diseases, injuries and deaths occasionally happened, which not only brought about loss of the international student life and property, but also interfered with the normal teaching and management order.
