3、large bridges and tunnels in Xiamen have been adopted by the 139th executive session of the Municipal Peoples Government on November 25, 2011 and are hereby promulgated and shall come into force as of March 1, 2012.Two O one year December 1stChapter I General ProvisionsArticle 1 These measures are f

4、ormulated in accordance with the relevant laws and regulations, and in light of the actual situation of this Municipality, in order to strengthen the administration of large bridges and tunnels and ensure the integrity, safety and smoothness of large bridges and tunnels.The second term of the large

5、bridge that complies with the relevant industry standards and national bridge bridge; tunnel refers to vehicles, mountains, shallow buried subsea tunnel and wear. The catalogue of large bridges and tunnels shall be compiled by the competent department of Communications Administration of the city in conjunction with the municipal competent department and promulgated by the Municipal Peoples government for approval.Third municipal transportatio

7、n, municipal administration departments (hereinafter referred to as the competent departments) in accordance with the large bridge tunnel directory identified by the management scope, is responsible for the citys large bridges, tunnels management.The relevant administrative departments, such as publ

8、ic security and planning, are responsible for the relevant management of large bridges and tunnels within their respective functions and responsibilities.Fourth large bridge, tunnel management units (hereinafter referred to as management units) in accordance with these measures in charge of large-sc

9、ale bridges, tunnels daily management and maintenance work.The expenses for the management and maintenance of fifth large bridges and tunnels shall be included in the financial budget of the city in accordance with the relevant regulations of the state, the province and the city.The second chapter i

10、s planning and constructionSixth plans and construction of large bridges, tunnels should be consistent with the overall land use planning and urban planning. If it involves the use of sea areas, it shall conform to the marine functional zoning of Xiamen, and shall also conform to the overall plannin

11、g and waterway planning of the Xiamen port, including the ports, waterways and other navigable waters.Seventh large bridge and tunnel construction projects should be based on management needs, supporting the construction of emergency rescue, maintenance management, traffic safety services and other

12、facilities, as well as special buildings and structures.Eighth large bridges, tunnel construction projects supporting the construction of the following facilities, systems should be synchronized with the main project design, synchronous construction, synchronous acceptance, the required funds includ

13、ed in the project budget:(1) fire protection, lightning protection, emergency rescue and other security systems;(two) operation management system;(three) dynamic monitoring system;(four) detection system of oversize transportation vehicle;(five) guidance (assist) navigation sign system;(six) major m

14、eteorological disaster defense system;(seven) other systems that should be included in the project budget estimate according to law.The ninth tunnel construction should take into account the needs of civil air defense and to meet wartime requirements.Tenth large bridge tunnel construction project ac

15、ceptance, the construction unit shall formulate the maintenance plan, submitted to the competent departments for the record.After completion of the acceptance of a large bridge or tunnel construction project, the construction unit shall transfer the complete archives in accordance with the relevant

16、regulations.The third chapter safety and maintenanceEleventh, no unit or individual shall not enter the important area of large bridges or tunnels without the consent of the management unit. The important area shall be set up by the management unit and the sign shall be determined, except that the m

17、ark shall not be set according to the management needs.The important areas mentioned in the preceding paragraph refer to such areas as box girders, piers, caps, pylons, anchors, substations, cable systems, tunnels, pumping stations, substations, ventilation towers, service tunnels, etc.The twelfth p

18、rohibits the destruction, illegal occupation of large bridges, tunnels ancillary facilities. It is forbidden to undertake the following acts on large bridges, tunnels and their ancillary facilities:(1) setting up non traffic signs, such as advertisements;(two) unauthorized posting, graffiti, scratch

19、ing, hanging;(three) smoking or throwing fire in the tunnel;(four) fishing on large bridges;(five) open fire without permission and set off fireworks and firecrackers.The affiliated facilities mentioned in the preceding paragraph refers to the protection and maintenance of large bridge tunnel, bridg

20、e and tunnel safety, large smooth set of bridges and tunnels, drainage, protection, maintenance services, lighting, traffic safety, monitoring, alarm, communication and charging facilities, equipment and special buildings and structures.Article thirteenth prohibits the conduct of the following acts

21、in the safety protection zones of large bridges and tunnels:(a) dredging, quarrying, mining, soil, waste dumping, blasting operations;(two) establishment of inflammable and explosive warehouses and storage of dangerous chemicals;(three) breeding and berthing of ships.In the safety protection zones o

22、f large bridges and tunnels, a wharf may be docked in accordance with the law, and shall not be subject to the restrictions as specified in the preceding paragraph. But when the ship is docked, safety measures should be taken to ensure that the bridge and tunnel are not hidden safely.Safety protecti

23、on areas mentioned in the preceding two paragraphs, refers to the bridge vertical plane 200 meters on both sides of the bridge, on both sides of the vertical plane within 60 meters of land and water, overpass, approach road on both sides of the vertical plane within 30 meters of the land area, and t

24、o protect the tunnel axis and hole on both sides the 100 meters range.Article fourteenth shall not examine and approve according to law, and shall not engage in the following acts within the safety protection zones of large bridges or tunnels:(I) construction of buildings or structures;(two) operate

25、 gas stations and gas stations;(three) piling, digging, jacking, burying submarine pipelines and cable facilities;(four) other activities that may endanger the safety of large bridges, tunnels and their ancillary facilities.Fifteenth when the competent meteorological departments of the city meteorol

28、idges and tunnels, which shall be implemented after approval by the Municipal Peoples government.Seventeenth management units should be the main structure of national technical specifications related to engineering and operating procedures for the regular inspection of large bridges and tunnels, dra

29、inage, ventilation, lighting, monitoring, alarm, fire fighting, rescue and other ancillary facilities in accordance with the main structure, guarantee of large bridges and tunnels and related ancillary facilities in good condition and use.Eighteenth large bridges and tunnels construction of maintena

30、nce may cause traffic disruption, should first obtain the traffic administrative department of the public security organ agreed. The traffic administrative departments of the public security organs shall strengthen the supervision and inspection of traffic safety, and maintain the order of traffic.T

31、he nineteenth administrative units shall report the inspection results of the large bridges and tunnels as well as the implementation of the maintenance plan to the competent department for the record on a quarterly basis.Article twentieth due to road traffic accidents or other reasons causing damag

32、e to large bridges, tunnels and their auxiliary facilities, the management unit shall promptly investigate the losses and organize the restoration.The traffic administrative department of the public security organ shall notify the management unit of the road traffic accident caused by the damage to the large bridge, tunnel and its auxiliary facilities.The fourth chapter passes and chargesArticle twenty-first prohibits the delivery of explosives, flammable and explosive chemicals, as well as toxic, radioactive and other dangerous goods vehicles in the c
