5、eralofAnhuiProvincialGovernment.InaproposaltotheongoingNationalCommitteeoftheCPPCC,Xieurgedthewholecountrytothinkseriouslyaboutthesituation.Amongthepotentialproblemsstay-at-homechildrenfacearetheabsenceofanysortoffamilyeducation,degradedschoolrecordsandotherpsychologicalproblems.AsurveyofpeopleinJin
6、gmen,HubeiProvince,showedthatstay-at-homelocalchildrensufferfrompoorlivingconditions,laggingeducationalattainment,insecurityanddifficultlyincommunication.Thesurvey,conductedbytheAll-ChinaWomensFederation(ACWF)inMaylastyear,involved181children,95boysand86girls.Theresultswerepublishedlastweekonthefede
7、rationswebsite.Some87.9percentofthechildrensurveyedsaidtheywerewillingtostaywiththeirparents.About90percentsaidtheyfeltinsecurewhentheywereleftalone.Thefivemostpressingconcernsforsuchchildrenaretutoring,psychologicalhelp,security,financialsupportandcommunications.Todealwiththeissue,adozengovernment-
8、relatedbodies,includingtheOfficeoftheRuralWorkersUnitedConferenceundertheStateCouncilandACWF,setupaworkingpanelinOctoberlastyear.Thepanelistocooperatewithothergovernmentbodies,includingtheEducation,PublicSecurityandFinanceministries,tograduallyputinplacelawsandregulationstosafeguardtherightsofstay-a
9、t-homechildren.Manyofushaveheardabouttheso-calledleft-behindchildren.ButnotasmanypeoplecouldhaveanticipatedwhattheACWFreportreveals-morethanaquarterofChinesechildrenwhoare17oryoungerliveapartfromoneorbothoftheirparentsbecausetheyareworkinginplacesotherthanintheirhometown.TheAll-ChinaWomensFederation
