1.Purposeandscope
目的和范围
Thepurposeofthisprocedureistoprotectworkersandensuretheirsafety,healthtoachieveproductionsafety.ItalsocanachievethestandardizationofPPEmanagement,tomakesureofferingeligibleandappropriatePPEtoemployees.That’swhythisprocedurewascompiledandissued.
为了规范对PPE的管理，以确保向员工提供合格的、适宜的PPE，从而保护劳动者在生产过程中的安全和健康，确保安全生产，故制订并发布本管理规范。

AAA对PPE的申请、审批、采购、验收、保管、发放、使用、更换、报废等。
2.Definition
定义
PPE:
PPEisshortforPersonalProtectiveEquipment,thedevicewhichisusedforprotectingpersonnelfromsingleormulti-hazardousresource.
个人劳动防护装备：
PPE是PersonalProtectiveEquipment的简写，是指任何供给个人为防备一种或多种损害健康和安全的危险而穿着或持用的装置或器具。
3.Authorityandresponsibility
职责和权限
3.1PUR:
DevelopsuppliersPPE,reviewtheirbusinesscertification,compilePPEsupplierslistandselecteligibleones.AskforproductintroductionmaterialsandPasscertificate.Keeprelevantcertificatematerials.
采购部：
开发PPE供方，验证供方的经营资质，编制PPE供方名录并选择合格供方。
索要PPE的产品说明书和合格证，保存有关的资质证明文件。
3.2Admindepartment:
verifyingthetypeofPPEandsupplier’squalification,participatingannualaudittosuppliersandchecktheusingconditionofPPE.
行政部：
PPE种类确认，参与PPE供方资质确认和年度审核并不定期检查PPE的使用情况。
3.3WH:
MaintainPPEmanagementlist,receiveandkeepPPE,checktheinventoryofPPEperiodically.
仓库：
建立PPE台帐，收发和保管PPE，定期盘点。
3.5Thesupervisoroftheusers:
GetPPEfromwarehouseperiodically,SupervisethestaffofthedepartmentandtheonesintheirareatousePPEcorrectly.
使用人员的主管：
定期从仓库领用PPE，督促本部门和本区域内的员工正确佩戴恰当的PPE。

ProperUsePPEaccordingtorelevantrequirements.
使用人员：
按要求使用PPE。

5.Method
办法
5.1TherequirementstothequalificationofPPEsuppliers.
对PPE供方资质的要求。
5.1.1AllPPEshouldbeboughtfromqualifiedsupplierswithrelevantbusinesslicenses.
所有的PPE必须从有经营资质的经营单位购买。
5.1.2PurchaseDepartmentisresponsiblefordeveloping,qualificationverifyingandcompilingofPPESupplierList.PurchaseDepartmentshouldcollectthecopyofthebusinesslicensesandoperatingqualificationofthesupplierandcorrespondingmaterialofPPEproductionpermit,productcertificateandsafetyidentification,aswellastoverifythequalificationofthesuppliersonceayear.
采购部门负责PPE供方的开发、资质确认和编制《PPE供方名录》。
采购部门应收集供方的营业执照复印件、经营资质复印件和相关PPE的安全生产许可证、产品合格证和安全鉴定证，并每年对供方的资质进行一次确认。
5.2PPEapplicationandreviewprocess.
PPE申购和审批流程。
5.2.1ThePPEshouldbeappliedbythewarehouseaccordingtothePPEAssessmentandheadcountofeachworkshop.
PPE由仓库定期按照PPE评估和各车间人员的数量申请采购。
5.2.2TheapplyingandpurchasingofPPEshouldbeinadvance,andkeepcertainamountforspareuseinthewarehousetonotimpacttheuse.
PPE的申购和采购的时间宜提前，且在仓库中备适当的余量，不应影响员工使用。
5.2.3ThepurchaseofPPEshouldbeapprovedbyAdminmanagerandG.M.beforeimplementingpurchasing.
工厂的劳动防护用品由行政部经理审核、总经理批准后交采购部实施采购。
5.2.4ThepurchaseofPPEforofficestaffshouldbeappliedbyAdmindepartmentandapprovedbyG.M.beforeimplementationofpurchasingbypurchasingdepartment.
办公室人员的劳动防护用品由人事行政部提出申请，经总经理批准后交采购部实施采购。
5.3TheprocessofPPEpurchasing
PPE采购流程。
Whenthepurchaseapplicationisreceived,PurchaseDepartmentshouldfindqualifiedPPEfromthesuppliertosendtotheplantforstock-inprocedures.OncethebrandorsupplierofPPEischanged,PurchaseDepartmentshouldconfirmwithAdmin.
采购部接到采购申请单后，从合格供方处采购合格的PPE，送到工厂的仓库办理有关的入库手续。
变更PPE品牌或供方，采购部应与行政部确认。
5.4PPEreceivingprocess
PPE验收流程
5.4.1TheapplyingdepartmentisresponsibletoinspectthePPE,andnostock-inprocedureismadebeforetheinspection.
各种PPE由申购部门负责质量验收，未经申购部门质量验收，不得入库。
5.4.2ThewarehousekeeperisresponsibletoverifythepurchasequantityanddeliveryquantityofPPE,arrangeforstock-in,safekeeping,allocatingandstocktaking,atleastthewarehousekeeperandEHSengineershouldbeengagedinthestock-takingofPPE.
仓库管理员负责核对PPE的采购数量和送货数量，对PPE进行入库、保管、发放和盘点，参加盘点的人员应至少包括仓库管理员和EHS工程师。
5.5PPEkeepinganddistributingprocess
PPE保管和发放。
5.5.1ThePPEshouldbewellkeptasitscharacterandmanual,especiallytakingcareoffireproofing.Inordertofacilitatetheimplementationofthemanagementrulesthatalwaysstock-inbeforestock-out,thewarehousekeepshouldalwaysmarktheinboundingdateofthePPEonthepackage.
仓库管理人员按照PPE的特点和说明书的要求妥善保管，尤其注意防火。
为了便于实施“先入先出”的管理原则，仓管员应在PPE包装的恰当位置标明进料的日期。
5.5.2ThewarehousekeepershoulddistributethePPEtoeachworkshopasperallocationstandard.TheusingdepartmentshouldreceivethePPEagainststockrequisitionwithdepartmentsupervisor’ssignature.TheallocatingquantityshouldberecordedontheMaterialsCardonthemoment.
仓库管理人员按照PPE配备标准定期给各车间发放PPE。
使用部门定期持“出入库单”到仓库领用所需的PPE，“出入库”上须有部门主管的签名。
PPE的发放数量即时登记到台账上。
5.6UsingofPPE.
PPE使用。
5.6.1AllshouldproperlyusePPEaccordingtotheirinstructions.
在使用PPE的过程中应严格按照产品的使用说明书正确使用。
5.6.2AnyonewhodoesnotusePPEasdefinedshouldnotenterworkplace.
未按规定佩戴和使用PPE的，不得进入作业场所。
5.6.3离开作业场所，必须更换劳动防护装备，禁止穿着劳动防护装备从事包括会客/就餐/如厕等行为。
Leavetheworkplace,personalprotectiveequipmentmustbereplacedandprohibitswearpersonalprotectionequipmentinincludingreception/dining/toilet,etc.
5.7DiscardingofPPE
个人防护装备报废。
Whenprotectivefunctionismissingorservicetermisapproaching,thePPEshouldbediscarded,itisnotallowedtooveruse.
当PPE损坏、失去防护功能或者达到使用期限时应当予以报废处理，不得超限使用。
5.8ReviewonPPEsuppliers.
个人防护装备供方评审。
PurchaseDepartmentshouldevaluatethesupplierofPPEatleastonceayeartoverifyitsqualificationandrenewofsupply.
采购部应每年至少进行一次对PPE供方的评审，以确认该供方是否有资质和能力继续下一年的供应。
