TodayBritishmanufacturingisevenweakerthanitwastenyearsago.Itemploysfewerpeople.Therearefewerfactories.Manufacturingoutputrepresentsadecliningproportionofthetotaloutputofgoodsandservices.Thebalanceofpaymentsonmanufactureditemsisasbadasithaseverbeen.

ThedeclineinBritishmanufacturingaffectsnotonlytheoldso-called‘smoke-stack’industriesbutalsoindustriesthatcontinuetocaterforasubstantialorgrowingmarket.Steel,engineering,motor-vehiclemanufacture,electricalgoods,shipbuilding,textiles,clothing,industrialchemicals,bootsandshoes,furniture,pottery,computermanufactureandmanyothersectionshaveallbeenaffected.Theirmarketsharehasdeclined.

ItisanironiccommentaryonthisrecordofcontractionthatsimultaneouslyunderNewLabourtheincomeofthetoppeoplehasleaptaheadofthegeneralriseinthepayofworkingpeople.ItisnotsuccessbutfailurethatBritishcapitalismhasbeenrewarding.Itisequallyironicthatitnowseemsthatourpublicsector,includingtheNationalHealthServiceandpartsoftheeducationalsystem,aretobeinjectedmoreandmorewiththefailedmedicineofthebossesfromtheprivatesector.

ItisplainasplaincanbethatcapitalismhasfailedtohaltthedeclineinBritishmanufacturingindustryandthatintheimmediatefuturemanufacturingwillcontinueonthepathofcontraction.Labor’sbookletoftenyearsagocalledforanationalstrategyforthemodernizationofBritishindustry.

Thiswouldnecessarilyinvolveabigincreaseininvestment.Productivitydependsessentiallyonthekindoftoolsandequipmentavailabletothoseemployedinindustryandontheeducation,trainingandskilloftheworkforcefromthehighesttothelowestlevel.Thenecessaryincreaseinindustrialinvestmentwillnotcomefromprivateinitiativeandprivatesources.Taxincentives—andtherehavebeenplentyofthemtohelpprivatecompanies—dolittletoinfluencelong-termpolicythoughtheyhelptostuffthepocketsoftheindustrialfatcats.Thereisnosubstituteforpublicinvestmentandpublicaccountability.
