Thisquestion,famouslyposedbyMachiavelli,liesattheheartofJosephNye’snewbook.Mr.Nye,aformerdeanoftheKennedySchoolofGovemmentatHarvardandone-timechairmanofAmerica’sNationalIntelligenceCouncil,isbestknownforpromotingtheideaof"softpower",basedonpersuasionandinfluence,asacounterpointto"hardpower",basedoncoercionandforce.

Havinganalyzedtheuseofsoftandhardpowerinpoliticsanddiplomacyinhispreviousbooks,Mr.Nyehasnowturnedhisattentiontotherelationshipbetweenpowerandleadership,inboththepoliticalandbusinessspheres.Machiavelli,henotes,concludedthat"oneoughttobebothfearedandloved,butasitisdifficultforthetwotogotogether,itismuchsafertobefearedthanloved."Inshort,hardpowerispreferabletosoftpower.Butmodemleadershiptheoristshavecometotheoppositeconclusion.
