Thisquestion,famouslyposedbyMachiavelli,liesattheheartofJosephNye’snewbook.Mr.Nye,aformerdeanoftheKennedySchoolofGovemmentatHarvardandone-timechairmanofAmerica’sNationalIntelligenceCouncil,isbestknownforpromotingtheideaof"softpower",basedonpersuasionandinfluence,asacounterpointto"hardpower",basedoncoercionandforce.
