EN14682-2008

1、Scope范围

本欧洲标准规范了儿童服装对绳索和抽绳的要求，包括表演服装和滑雪服，14岁以下年龄段；

本标准不可能涵盖所有由不安全的服装所引起的潜在的伤害。

相反，某些设计/款式的服装的可以确认的特定伤害对某个年龄段不会构成危险。

备注：

强烈推荐对任何的服装做单独的风险评估以便确保不会对穿着者构成伤害。

本标准不适用于以下：

a）婴儿护理用品，例如围兜、尿布和sootherholders等；

b）鞋子、靴子和类似产品；

c）手套、帽子、圆帽和围巾等；

d）与衬衣或者短袖衬衣搭配的领带；

e）腰带或者背带；

f）任何时候可以穿戴的宗教服装，庆典服装比如在民间或者宗教庆典或者地方、国家节假日时穿戴的。

g）专用运动服装，一般在有限时间内而且有看护的情况下穿着的，比如橄榄球短裤、紧身潜水衣和舞蹈服。

除非此类服装可以用作白天或者夜晚的普通服饰。

h）用于戏剧表演的戏剧服装；

i）用于白天穿着的围裙，适用于监护状态下的特殊年龄段，以保护里面的衣服在活动的时候不会弄脏，比如在绘画、烹饪或者进食的时候。

2、Termsanddefinitions术语和定义

为本标准使用，特定义如下：

2.1幼童

从出生到7岁之前（6岁11个月），包括身高小于等于134cm的儿童。

2.2大童和少年

从7岁到14岁以前（13岁11个月），包括身高大于134cm到182cm的男童和大于134cm到176cm的女童。

2.3童装

所有设计、生产和销售给小于14岁的儿童穿着，包括身高不大于182cm的男孩和不大于176cm的女孩。

2.4拉带（抽绳）

绳子、锁链、丝带、细绳或者带子，以及任何纺织或非纺织的材料做成，带有或者不带装饰物，比如纽襻、装饰绒球、羽状物或者珠串等，穿过通道、环扣、扣眼或者类似的地方以调节开口的尺寸，或者调节服装的某个部分，或者束紧服装本身。

备注1当锁扣作用的时候，突出的绳长可能会增加。

备注2某些服装的绳索可能是带有调节装置的一个环状物，而并非都是有两个端的长绳并且在绳端打结或者不打结。

2.5功能性绳索

绳子、锁链、丝带、细绳或者带子，以及任何纺织或非纺织的材料做成，带有或者不带装饰物，比如纽襻、装饰绒球、羽状物或者珠串等，用来调节开口的尺寸，或者调节服装的某个部分，或者束紧服装本身。

2.6装饰带子

非功能性的绳子、锁链、丝带、细绳或者带子，以及任何纺织或非纺织的材料做成，带有或者不带装饰物，比如纽襻、装饰绒球、羽状物或者珠串等，不是用来调节开口的尺寸，或者束紧服装本身。

2.7松紧带

含有橡筋、弹性纤维、弹力聚合物的带子或者类似的带子，具有高弹性并可以完全或者近似完全回复。

2.8肩带

连接服饰上部前后的功能性带子，跨过肩部与肩部紧密吻合。

2.9颈部吊带

从后面环绕颈部的功能性带子，从顶部系住衣服（如连衣裙、女衬衫、比基尼），将肩部和背部裸露在外。

2.10腰带

系在腰间的拉绳、装饰绳或者功能性绳子宽度不小于30mm

2.11踏脚带

纺织材料或者非纺织材料做成的窄带子，缝在长裤的下摆，并且穿过脚底或者鞋底便于紧身穿着。

2.12棒形扣

木质、塑料、金属或者其他材料的扣，装在绳索、功能性带子或者装饰性带子上。

备注棒形扣可以是功能性或者非功能性的。

2.13环

织物弯曲形成的绳子或者窄的带子，可以是固定长度或者可调节长度，两个末端都固定在服装上。

2.14头部和颈部

身体的头顶到胸部最上边的部分，与腋窝平行并位于两肩点之间。

2.15胸部和腰部

身体从胸部最上部（与腋窝平行）到胯部。

2.16臀部以下区域

身体臀部以下部分。

2.17背部

身体的后部和腿部。

2.18拉片

配在拉头上，使拉起来省力。

2.20可调节扣环

a）小的布条，宽度不小于20mm，用来调节服装的开口，比如袖口或者脚口。

3、Requirements要求

3.1General

3.1.1Thefreeendsofdrawstrings,functionalcords,andtiedbeltsorsashesshallhavenothreedimensional

embellishmentsorknotandshallbesecuredtopreventfraying,forexamplebyheatsealingor

bartacking.Theendsmaybedoubledorfoldedprovidednohazardofentrapmentiscreated.

3.1.1束带、功能性绳索、打结腰带或装饰腰带的自由末端不能有立体装饰或结纽，应防止结纽磨损后掉下碎屑，可用热封或加固缝避免这种情况。

如绳带末端不存在被夹住（钩住）的危险，则末端处可采取双重褶/折边或多重褶/折边；

3.1.2Togglesshallonlybeusedondrawstringswithnofreeendsordecorativecords（seeFigureF.1）.

3.1.2套索扣仅在没有自由末端的束带或装饰性绳索上使用；

3.1.3Wheredrawstringsarepermitted,theyshallbeattachedtothegarment,forexampleusingabartack,inatleastonepointpositionedequidistantfromtheexitpoints（seeFigureF.3）.

3.1.3束带要缝合在服装上，至少在两出口点中间处要固定在服装上，如可用加固缝套结固定；

3.1.4Fixedloops,whichprotrudefromthegarment,forexampletofasten,shallbenomorethan75mmincircumference.Flatloopswhichdonotprotrudefromthegarments,forexampleforbeltloops,shallbenomorethan75mminlength,betweenthefixedpointsofattachmenttothegarment（seeFigureF.4）.

3.1.4固定在服装上的环绳/线圈收紧后，在服装上突出的周长不能超过75mm；环绳/线圈平放时，在服装上固定的两点间的突出长度不能超过75mm，如裤袢，

3.1.5Zippullersincludinganyembellishmentshallbenolongerthan75mminlengthfromzipsliderandshallnothangbelowtheloweredgeofgarmentsdesignedtofinishattheankle（seeFigureF.5）.

3.1.5拉链滑锁上拉链头的长度不能超过75mm，拉链头也不能垂在服装底摆以下，拉链头包括其任何装饰，如裤脚口底摆下不允许有拉链头，见图

3.1.6AllmeasurementsshallbecarriedoutinaccordancewithAnnexD.

3.1.6绳带测量长度依据EN14682：

2007规定的方法测量。

3.2Hoodandneckareaongarmentsforyoungchildren（Figure1,zoneA）0-7岁儿童服装头部和颈部区域

3.2.1Garmentsintendedforyoungchildrenshallnotbedesigned,manufacturedorsuppliedwithdrawstrings,functionalcordsordecorativecordsinthehoodorneckarea.

3.2.1不允许有任何束带或绳索；

3.2.2Adjustingtabsarepermissibleprovidedthatthelengthisnomorethan75mm.

3..2.2可调节搭襻的长度不超过75mm是可接受的；

3.2.3Shoulderstrapsarepermissibleprovidedtheyareconstructedfromonecontinuouslengthofmaterialorcordattachedatfrontandbackofthegarment.Decorativecordsattachedtoashoulderstrapshallnothavefreeendslongerthan75mmandfixedloopsshallbenomorethan75mmincircumference（seeFigureF.7）.

3.2.3若肩带由连续长的材料制成或绳索被固定在服装的前后部，则肩带是可接受的，但固定在肩带上的装饰性绳索不能有长度超过75mm的自由末端，固定后环绳/线圈的周长不能超过75mm，见图

3.2.4Halterneck-stylegarmentsshallbeconstructedwithnofreeendsinthehoodandneckarea（seeFigureF.8）.

3.2.4颈部系带式服装在头部和颈部区域不能有自由末端，见图

3.2.5Stitchedorotherwiseattachedembellishments,forexamplebows,shallnothavefreeendslongerthan75mm.Anyloopsshallbenotgreaterthan75mmincircumference（seeFigureF.9）.

3.2.5以缝纫或其它方式固定在服装上的装饰，如蝴蝶结，不能有长度超过75mm的自由末端；任何环绳/线圈的周长不能超过75mm，见图

3.3Hoodandneckareaongarmentsforolderchildrenandyoungpersons（Figure1,zoneA）

7-14岁（身高134-182cm男孩和身高134-176cm女孩）儿童服装：

3.3.1Drawstringsshallnothavefreeends.束带不能有自由末端；

Whenthegarmentopeningisatitslargestandthegarmentislaidflatthereshallbenoprotrudingloop.Whenthegarmentopeningisatitssmallest,i.e.thesizeitisintendedtofit,maximumprotrudingloopcircumferenceshallbe150mm（seeFigureF.10）.

当服装摊开至最大尺寸且放平时，不能有伸出的环绳/线圈；当服装摊开至最小尺寸，即衣服目标合适尺寸时，伸出的环绳/线圈周长不能超过150mm，如帽子上的环绳圈，见图

3.3.2Functionalcordsandadjustingtabsshallbenotmorethan75mminlength.Functionalcordsshallnotbemadefromelasticcords,exceptforshoulderstrapsandhalternecks.

功能性绳索和可调节搭襻，每端伸出长度均不能超过75mm，装饰性绳索还包括绳索末端的配件，且上述绳带均不能使用松紧绳；肩带和颈带除外。

3.3.3Decorativecordsshallnotbemorethan75mminlengthateitherendincludinganyattachmentsuchasatoggle.Decorativecordsshallnotbemadefromelasticcords.

装饰性绳索，每端伸出长度均不能超过75mm，装饰性绳索还包括绳索末端的配件，且上述绳带均不能使用松紧绳；

3.3.4Shoulderstrapsarepermissibleprovidedanyfreeendsarenolongerthan140mmfromthepointatwhichtheyaretobetiedandfixedloopsarenomorethan75mmincircumference（seeFigureF.7）.

若肩带从系着点开始，自由末端的长度不超过140mm，且固定的环绳/线圈周长不超过75mm，则肩带是可接受的；

3.3.5Halterneck-stylegarmentsshallbeconstructedwithnolooseendsinthehoodandneckarea（seeFigureF.8）.

颈部系带式服装，头部和颈部区域不能有未扣牢的一端，

3.4Waistareaofgarments,internalandexternaltothegarment（Figure1,zoneB）前后的腰部区域（见图，B区）

3.4.1Freeendsofdrawstringsinthewaistareashallprotrudebyamaximumof140mmateachendwhenthegarmentisopenedtoitslargestandlaidflat,andbynomorethan280mmwhenclosedtotheintendedsize（seeFigureF.15）.Drawstringswithnofreeendsshallhavealoopwithamaximumcircumferenceof280mmwhenclosedtotheintendedsize.

3.4.1束带有自由末端时，每端伸出长度不能超过140mm，当服装展开至最大尺寸且平放，即成为指定的目标尺寸时，整体伸出长度不能超过280mm，见图；束带没有自由末端时会形成环绳/线圈，当服装成为指定的目标尺寸时，环绳/线圈的周长不能超过280mm；

3.4.2Functionalcords,decorativecordsandadjustingtabsinthewaistareashallbeamaximumof140mmincludinganyembellishmentondecorativecords.

3.4.2功能性或装饰性绳索和可调节搭襻的伸出长度不能超过140mm，且装饰性绳索包括任何装饰；

3.4.3Foryoungchildren,tiedbeltsorsashesintendedtobetiedatthebackofthegarmentarepermissibleprovidedthatwhenuntiedandmeasuredfromthepointwheretheyaretobetied,theyshallbenomorethan360mminlengthand,whenuntied,donothangbelowthehemofthegarment（seeFigureF.16）.

3.4.3背部的打结腰带或装饰腰带从系着点至松开处长度不超过360mm时是可接受的，且对于0-7岁（身高134cm以下）儿童，腰带在未系着时不能超出服装底摆，见图。

3.4.4Forolderchildrenandyoungpersons,tiedbeltsorsashesintendedtobetiedatthebackofthegarmentarepermissibleprovidedthat,whenuntiedandmeasuredfromthepointwheretheyaretobetiedtheyshallbenomorethan360mminlength（seeFigureF.16）.

3.4.4对于7-14岁的，背部的打结腰带或装饰腰带从系着点至松开处长度不超过360mm时是可接受的，

3.4.5Forbothagegroups,tiedbeltsorsashesintendedtobetiedatthefrontofthegarmentshallbeacceptableprovidedthatwhenuntiedtheyshallbenomorethan360mminlengthmeasuredfromthepointwheretheyaretobetied（seeFigureF.17）.

3.4.5对于0-14岁的，前部的打结腰带或装饰腰带从系着点至松开处长度不超过360mm时是可接受的

3.5Lowerhemsofgarmentswhichhangbelowthecrotch（Figure1,zoneC）胯部以下底摆区域（见图，C区）

3.5.1Drawstrings,decorativecordsorfunctionalcordsincludinganytoggleontheloweredgesofgarmentswheretheloweredgeissituatedbelowthecrotchshallnothangbelowtheloweredgeofthegarment（seeFigureF.11）.

3.5.1服装底摆在胯部以下时，底摆束带、功能性或装饰性绳索（包括套环）不能垂在服装底摆以下，见图

3.5.2Drawstringsorcordsattheloweredgesofgarmentsshalllieflatagainstthegarment,whenthegarmentistightenedorfastened.

3.5.2服装底摆处的束带或绳索应平贴在服装上，甚至服装被收紧时也要平贴；

3.5.3Ingarmentsthataredesignedtofinishattheankle（coats,trousersorskirts）,thedrawstrings,functionalcordsanddecorativecordsatthebottomhemshallbetotallyontheinsideofthegarment.NOTEStirrupsatthehemoftrousersarepermissible.

3.5.3底摆在脚踝处的服装（如风衣、裤子或裙子），底摆处的束带、功能性或装饰性绳索应该完全在服装里面，但裤子底摆的箍筋是可接受的；

3.5.4Adjustingtabsareacceptableprovidedthattheyarenolongerthan140mminlengthandshallnothangbelowthehemofthegarment（seeFigureF.12）.

3.5.4可调节搭襻的长度不超过140mm，且不垂在服装底摆以下时是可接受的，见图。

3.6Backarea（Figure2,zoneD）背部区域（见图，D区）

3.6.1Children’sgarmentsshallnotbedesignedtohavedrawstrings,decorativecordsorfunctionalcordsthatemergefromthebackofthegarmentortobetiedattheback（seeFigureF.2）.

3.6.1不能有任何束带、功能性或装饰性绳索，束带或绳索更不能在背部系着打结，

3.6.2Tiedbeltsorsashesarepermissible（see3.4.3and3.4.4）.

3.6.2打结腰带和装饰腰带是允许的；

3.7Sleeves袖子

3.7.1Drawstrings,functionalcordsanddecorativecordsattheloweredgeoflongsleevedgarmentsshallbetotallyontheinsideofthegarment,whenthegarmentisfastened（seeFigureF.13）.

3.7.1当服装扣牢时，长袖袖摆处的束带、功能性或装饰性绳索要完全在服装里面，见图

；

3.7.2Foryoungerchildren,drawstrings,functionalcordsanddecorativecordsarepermissibleonshortsleevedgarmentsprovidedthesleevefinishesabovetheelbowandthemaximumprotrudinglengthis75mmmeasuredwhenthesleeveisopentoitslargestandlaidflat（seeFigureF.14）.

3.7.2袖子在肘以上的短袖服装，当袖子展开至最大尺寸且平放时，对0-7岁（身高134cm以下）儿童，袖摆处束带、功能性或装饰性绳索的伸出长度不超过7.5cm时是可接受的，
