辩论赛评分标准
英语辩论赛评分细则
Adjudicationwillbebasedontheawardsofmarksinthreecategories:
Matter（40%）,Manner（40%）andMethod（20%）,forindividualspeechesandateam’sresponsetothedynamicsofthedebate.
按论据（40％）辩论风格（40％）采用的方式（20％）评判。
I.Matterrelatestotheissuesindebate,thecasebeingpresentedandthematerialusedtosubstantiateargumentation.
“Matter”指辩论过程中的论据，即用来支持论证的材料。
II.Mannerreferstothepresentationanddeliverystyleofaspeaker.
Thefollowinglistrepresentssomeoftheelementswhichare,ormaybe,subsumedunderManner.
a）VocalStyle:
Volume,clarity,pronunciation,pace,intonation,fluency,confidence,andauthority.
b）Language:
Conversational.
c）Useofnotes:
Shouldnotdistract,shouldnotberead
d）EyeContact:
Withaudience.
e）Gesture:
Natural,appropriate.
f）Stance:

g）Dress:
（onlyanissueifreallyinappropriatetotheplaceoroccasion）.
h）Sincerity:
Believability
i）PersonalAttacks:

说话方式：
音量，清晰度，发音，节奏，语调，是否流畅，自信心以及发言是否由份量。

不得使用贬低性的言语进行个人攻击。

III.Method.
TherearethreemajorelementsinthecontextofdebatingMethod.Theseare:
a.IndividualMethod（speech）.
b.TeamMethod（Casestructureandorganization）.
c.Responsetothedynamicsofthedebate（POI's,interjectionsandtheeffectiveness,currencyandrelevanceofrebuttals）
辩论中的回应（如POI,质疑，反驳等等）.
每位选手在辩论过程中必须至少回应一个pointofinformation
IndividualMethodpertainstothestructureandorganizationofanindividualspeech.Thismaybeevidentinareasonablyclearoutlineoftheresponsibilitiesofthespeakerandtheorderoftheissuestobedealtwithinhis/herspeech.Itmayalsobeapparentinthedegreeoffluencywithwhichaspeechmovesfromonepointtoanotherinaclearlylogicalsequence.
IndividualMethodpertainstothe‘balance’ofaspeech.Whereby,anequabledivisionofspeakingtimeismadetoalloweachofthephasesofthespeechareasonabletimefordevelopment（openingremarks,rebuttal,ownpoints,summary,etc）.
个人发言要注意提出论据的主次顺序，观点与观点之间的衔接是否自然，发言要“平衡”，每条论据给出相对均衡的时间，而且发言要掌握好时间限度。
TeamMethodpertainstotheeffectivenessoftheteam’scaseorganizationandstructureasawhole.
TeamMethodpertainstotheequabledivisionofroles（speakers）andresponsibilitiesduringadebateandtheeffectiveacquittalofthoserolesandresponsibilities.
辩手在组内分工要明确，要各司其职。
Responsetothedynamicsofthedebatepertainstothereactiveabilitiesofspeakersandteamstotheongoingstrategiesbeingemployedbybothsides,andtheshiftsinthebalanceofpowerfromonesidetoanother.
Teamsandspeakersshouldrespondtoclearstrategicissues,notminor‘slipsofthetongue’orinsignificantpoints.
要针对要点，不要针对细枝末节辩论。

SECTIONIRULESOFTHESEVENTH“FLTRP”CUPNATIONALENGLISHDEBATINGCHAMPIONSHIPS
第二部分辩论形式
2.1Adebatewillconsistoftwoteams;onetoproposethemotionandonetoopposeit.Theteamproposingmaybeknownas‘TheProposition’,‘TheAffirmative’or‘TheGovernment’.Theteamopposingmaybeknownas‘TheOpposition’or‘TheNegative’.
一场比赛有两个队参加，分别为正方和反方。
2.2Adebateshallberunundertheauspicesofa‘Speaker’whoshallbereferredtoas‘TheSpeakeroftheHouse’or‘Mister/MadamSpeaker’.
每场比赛由一位主持人主持。
2.3Adebateshallbeadjudicatedbyapanelcomprisinganoddnumberofadjudicators,usually3.OneoftheseshallbedesignatedasChairperson,bytheorganizers,andwillfunctionasSpeaker.
每场比赛都有评委评判，评委人数为奇数，通常是3个人。
其中一位评委作“主席”，对比赛进行评述。
2.4Adebateshallbetimedbyatimekeeper.Intheeventthatnonehasbeennominatedinaparticularchamber,thefunctionofthetimekeeperistobetakenoverbyoneofthepanelofadjudicators.
每场比赛都要有计时员。
2.5Teamswillcomprisethefollowingmembers.
参赛队伍由下列成员组成：
2.5.1 AFFIRMATIVE.
a）PrimeMinister,orLeaderoftheAffirmative.
b）DeputyPrimeMinister,orSecondAffirmative.

2.5.2NEGATIVE.
a）LeaderoftheOpposition,orNegative.

2.6Debaters（ormembers）willspeakinthefollowingorder:

辩手按照以下顺序发言
1）正方一辩（7’）
2）反方一辩（7’）
3）正方二辩（7’）
4）反方二辩（7’）
5）正方三辩（由正方一辩代替）（7’）
6）反方三辩（由反方一辩代替）（7’）
7）反方二辩（总结陈词）（4’）
8）正方二辩（总结陈词）（4’）
2.7Speakersnot‘holdingthefloor’maynotriseduringspeechunlessitistooffera‘PointofInformation’（seePart5:
5.5-5.9）.Speakersdoingso,orconsideredtobeheckling,barrackingorwhosebehaviorisinterferingwiththeacceptablecourseofadebatewillbedeclared‘outoforder’orwillbe‘calledtoorder’bytheChairperson.
没有轮到发言权的辩手不得在别人发言时起立讲话，除非经过讲话者允许（见第五部分5.5-5.9）。
如果有辩手未经允许就发言，或者发生了被认为是扰乱正常比赛的行为，那么此选手将被主持人宣布犯规。
注：
POI指对发言者正在谈论的话题提出不同的论据。
2.8Interjectionsshouldbebrief,pertinentandpreferablywitty.Interjectionsarecommentsmadebymembersdirectedatthespeechofthememberholdingthefloor,andmadefromaseatedposition.
POI要简短，切题，机智。
POI指在对方发言时，针对发言者正在申述的论点提出的本方论据，提问者不必站起来。
2.9Pointsoforderandpointsofpersonalprivilegeareprohibited.
针对比赛规则和个人的问题是禁止提出来的。
5.5PointsofInformationmaybeofferedduringconstructivespeeches,afterthefirstsingleknockofthegavelanduptothesecondsingleknockofthegavel.PointsofInformationmaynotbeofferedduringthefirstandlastminutesofconstructivespeeches.PointsofInformationmaynotbeofferedduringreplyspeeches.
POI可以在开篇陈词中进行，在第一下槌和第二下槌之间可以提出POI。
开篇陈词的第一分钟和最后一分钟内不可以提出POI。
在总结陈词阶段不可以提出POI。
5.6A‘PointofInformation’mustbeindicatedbyamemberofanopposingteamrisingfromhis/herseat,placingonehandontopofhis/herheadandextendingtheothertowardsthememberholdingthefloor.AmemberofferingaPointofInformationmaydrawattentiontotheofferbysaying“onthatpointSir/Madam,”orsimilar.
陈述POI时要从座位上起立，将一只手放在头顶示意，另一只手指向发言的人。
提问者可以用类似“onthatpointSir/Madam”的话引起发言者的注意。
5.7Amemberholdingthefloormustrespondtoanopposingmember,ormembersofferingPointsofInformation,inoneofthefollowingways.
发言者回答对方POI时要遵循以下规则
5.7.1 Acleargestureorhandsignalrejectingtheoffer.
5.7.2 Averbalrejectionoftheoffer,or
5.7.3 Averbalacceptanceoftheoffer.

5.8IfaPointofInformationisaccepted,thepointshouldbephrasedasclarification,orcomment,andmadeintwosentences（orless）.
如果提出POI的要求被发言者接受，那么POI要简明、清晰，以陈述事实或提出论据为形式，用一两句话表达出来。
5.9IfaPointofInformationisaccepted,thespeakeracceptingitmustframeananswerorresponsetoitwithinthecontextofhis/herspeech.
如果接受POI，那么回答问题时要围绕自己的发言。
+6.6Adjudicationwillbebasedontheawardsofmarksinthreecategories:
Matter（40%）,Manner（40%）andMethod（20%）,forindividualspeechesandateam’sresponsetothedynamicsofthedebate.（seeParts9,10and11）.
评分遵从以下要求：
按论据（40％）辩论风格（40％）采用的方式（20％）评判。

7.1ThedefinitionistheinterpretationofthemotionasputforwardbythePrimeMinister,orLeaderoftheAffirmative,inhisopeningremarks.
定义就是双方一辩对辩题的解释。
7.2Thedefinitionshouldbereasonable.
定义要合理
7.3Thedefinitionshouldstatetheissueorissuesarisingoutofthemotiontobedebated,statethemeaningsofanytermsinthemotionrequiringclarificationanddisplayclearandlogicallinkstothewordingandspiritofthemotion.
做定义时，应该解释清楚辩题中需要澄清的术语，并且将被定义的词和辩题的中心内容有机联系起来。
