Firstbtob recentlylearnedfromrelevantsources,EUwillbeofficiallylaunchedonJanuary13thisyear,twogarmentimportregulations,whichcontainstheproductscoveredbythecottonspinning,jutespinning,CashmereProducts,chemicalfiberandotherproducts,China'sgarmententerpriseswillbesubjectedtoshocks.

Firstbtob近日从有关渠道获悉，欧盟将正式推出01月13日，今年，两个服装进口规定，其中包含了棉纺，黄麻纺纱，羊绒制品，化学纤维等产品，中国的服装企业将被覆盖的产品受到冲击。

WiththerecentChineseclothingsuchastheUnitedStateshasimposedanti-dumpingduties,theEUdirectivesofthesetwoismoresubtle,effectswillbemoreprofoundandlong-term,mainlyasfollow:

forexportenterprisestorelyonOEMmodewillnotbeaffected,itsownbrandexportsweresubjecttoagreaterimpact;costprojectionswillbeinaccordancewithEuropeanhumancost.

 随着近年来中国的衣物，如美国已征收反倾销税，这两个欧盟指令更加精细，效果会更加深刻和长远的，按照主要表现为：

出口企业依靠OEM方式将不会受影响，自有品牌的出口受到较大影响，成本预测将会在按照欧洲的人力成本。

 业内人士透露，欧洲联盟后，这两个法令实施，产品检疫费用将转嫁到中国的服装生产厂家。

中国制造商在将来，当其他支付了服装高检疫费用的出口，但由于成本高的预测将与欧洲劳动力成本，服装和检疫费用按照可能接近甚至超过中国的制造成本较高。

这种中国制造低利润无疑是雪上加霜。

 中国自身的出口具有重大影响的品牌

专家表示，由于两个新的欧盟法规要求对自有品牌的成本较高，但不适合于OEM产品，这对于一个很长一段时间，以保护欧盟自己的产业，特别是跨国公司的利益要求，而同时，抑制中国将继续在OEM业务联系，这为中国服装企业的成长时期，有负面的影响。

同时由于现有产品的国内生产线，同时不能满足更大的环保欧盟的要求，只有发达国家重新购买生产替代路线，同时还正在为最终利益的发展，所以它永远是领导的人鼻子，服装行业正处于链的底部。

TheuseofWTOrulesrelatingtoself-protectourselves

Nowtrendoftradeprotectionismemergedininternationaltrade,sotheemergenceofnewworldtradecrisis.U.S.ApparelIndustryUnionandtheChinaNationalGarmentAssociationshouldworktogethertoresolvethecountryinforeigntradeandeconomicrelationsthatexistinmarketaccess,environmentalprotection,capitalandlaborbarriersbecausetradeprotectionismcanonlybeshort-sightedtoprotecttheirnationalindustries,butcannotimproveproductivitydevelopment,underminingthewiderinterestsofinternationaltradebroughtabout,butalsomayleadtotraderetaliationfromothercountriesonbothsidesdidnotdoanygood.NowtheEUlaunchedtheso-called"greenbarriers",whichisaformoftradeprotectionism,Chinese ManufacturersshouldlearnhowtouseWTOrulesandregulationstoprotecttheirowninterests.

所以，现在不仅面临着中国出口厂商的压力，更重要的是，整个制造系统的建立和不断完善，同时注重自主品牌建设，高附加值产品的研究重点。

而这样的中国企业的出口量可能会在短期内下降，但是从长远来看，如果处理不当，将有利于在欧盟市场整合和重新划分中国的产品。

世贸组织有关自我保护自己使用规则

现在，贸易保护主义在国际贸易中出现的趋势，因此，新的世界贸易危机的出现。

美国服装行业联盟和中国服装协会应该共同努力，解决在外贸和经济关系，在市场准入，环保，资本和劳动力的障碍存在country，因为贸易保护主义只能是短视的保护自己的民族工业，但不能提高生产力的发展，破坏了国际贸易带来的更广泛的利益，但也可能导致贸易从其他国家的报复，双方没有任何好处。
