ChapterI:

GeneralProvisions

Article1Purpose

ThepurposeofthisSpecialRegulationis,inaccordancewiththeParisConventionofNovember22nd,1928RelatingtoInternationalExhibitions,ascomplementedandamended,andtheCustomsAnnexoftheParisConvention,aswellasArticles25,26and34oftheGeneralRegulationsoftheWorldExpositionShanghaiChina2010（hereinafterreferredtoas“Expo2010”）andthenormalpracticesofthepreviousWorldExpositions,tospecifytherequirementsforcustomsclearance,transportationandhandlingoftheExpogoods.

Article2CompliancewithLawsandRegulations

1.AllofficialparticipantsshallcomplywiththeParisConventionanditsCustomsAnnex,therelevantlaws,regulationsandrulesofChina,theGeneralRegulationsandtheSpecialRegulationsofExpo2010,andtheadditionalinstructionsanddirectivesissuedbytheOrganizer（hereinafterjointlyreferredtoas“LawsandRegulations”）.

2.AdditionalinstructionsanddirectivesareissuedbytheOrganizer,inconformitywiththeGeneralRegulationsandSpecialRegulations,toprovidemoreinformationonrelatedsubjectsandfurtherspecifytherightsandobligationsofofficialparticipantsandtheOrganizer.

3.TheOrganizershallprovideofficialparticipantswithdocumentsandinformationrelatedtothecustomsclearance,transportationandhandlingoftheirgoodsaccordingtotheLawsandRegulations.

Article3CustomsClearance

1.TheChinaCustomswillapprovetheestablishmentwithintheExpoSiteofatemporarysurveillancearea,aspertheLawsandRegulations.OfficialparticipantsshallcompletethecustomsclearanceproceduresasrequiredbytheLawsandRegulations.

2.OfficialparticipantsshallgothroughformalitiesforcustomsdeclarationandinspectionandquarantineforimportswithinaspecifiedperiodoftimeasrequiredbytheChinaCustoms,theinspectionandquarantineauthorities,andtheOrganizer.

Article4TransportationandHandlingofGoods

1．OfficialParticipantsshallmanagethetransportationandhandlingoperationsfortheExpo-relatedgoodsaccordingtotherequirementsoftheOrganizer.

2.TheofficialparticipantsshallbeentitledtochoosethecarrierfortransportingtheirexhibitsandgoodstotheExpoSite.ForthetransportationofgoodswithintheExpoSite,theofficialparticipantshavetochoosethelogisticserviceprovidersdesignatedbytheOrganizer.EachofficialparticipantshallappointaspecialrepresentativeinChinaresponsibleformattersrelatedtothegoods,andinformtheOrganizerofhis/hername,addressandcontactinformationatleast60dayspriortothefirstshipmentofgoods.

Article5TaxesandCharges

AccordingtotheLawsandRegulations,officialparticipantsshallberesponsibleforthetaxesandchargesincurredintheprocessofentryandexit,transportationandhandlingofgoods,includingthosechargesandtaxesforcustomsdeclaration,inspectionandquarantine,transportation,storage,andhandling.

ChapterII:

RequirementsandServicesforCustomsClearance,TransportationandHandlingofGoods

Article6CustomsClearanceofGoods

1．TheChinaCustomsandinspectionandquarantineauthoritiesshallsendofficerstoworkinthetemporarysurveillanceareaforthepurposeofprocessingcustomsdeclarationsandapplicationsforinspectionandquarantineverificationrespectivelysubmittedbyofficialparticipants.

2．Duringtheprocessofon-siteexaminationmadebytheCustomsandtheinspectionandquarantineauthorities,thespecialrepresentativeappointedbytheofficialparticipantshallbepresenttoassist.TheOrganizerisauthorizedtoprocessthegoodsonbehalfoftheofficialparticipantintheabsenceoftherepresentativewithnecessaryandreasonablemeasuresandtheofficialparticipantconcernedshallberesponsiblefortheexpensesandliabilitiesthusincurred.

3．GoodsandarticlesbroughttoChinabyofficialparticipants’staffthatarerelatedtoExpo2010andnotforselfuseshallbesubjecttonecessaryprocedureswiththepermissionfromtheCustomsofficeandinspectionandquarantineauthorityattheentryportinadvance.Validdocumentsshallbepresentedatthetimeofentry,indicatingthatthegoodsandarticlesarerelatedtoExpo2010.

Article7TransportationPlanandArrangement

1.EachofficialparticipantshallsubmitinadvancetotheOrganizeradetailedtransportationplanforallgoodstobeusedduringtheExposition（includingthereshippingplanfollowingthecloseofExpo2010）.Forgoodstobetransportedfromoverseas,thetransportationplanshallbesubmittedtotheOrganizeratleast45dayspriortothefirstshipment,whilefordomesticgoods,atleast15dayspriortothefirstshipment.TheofficialparticipantshallimmediatelyinformtheOrganizerofchangesmadetothetransportationplanifany.

2．Forgoodsimportedbyseaandbyair,theofficialparticipantshallprovidetheOrganizerpriortotheshippingwithadditionalinformationincludingnamesoftheconveyance,voyageorflightnumbers,departureplacesanddates,arrivaldates,referencenumbersoftransportationbills,dimensionsandweightsofcargos,andtypesofthepackagingmaterial,aswellasthenamesandcontactinformationoftheinternationalfreightforwardersconcerned.

Article8TransportationofDangerousGoods

ThetransportationofdangerousgoodsshallbesubjecttorelevantlawsandregulationsofChina,andtheInternationalConventionsandTreatiesthatChinahasconcludedoraccededto.

Article9PackagingRequirements

1．Thegoodsshallbepackagedwithcasesorcratesthatareeasyforuseandre-shipping,andtheitemsinsideshallbefixedandsupported.

2．Thecargowithwoodpacking（includingwoodpallets）shallbesubjecttoinspectionandquarantineproceduresaccordingtointernationalinspectionandquarantinerequirementsforcargowithwoodpacking,andshallbelabeledwiththeIPPCmark.

Article10LabelingInstructions

1．Eachpieceofshipmentshallbelabeledatleastontwosidesofthepackagewithstandardshippingmarks,usingstandardmetricunitstoindicatethedimensionsandweight.Forthegoodstobeuploaded,thelockingpointshallbemarked;andforthegoodsofirregularshape,thegravitypointshallbemarked.

2．TheshippingmarksshallindicateinformationsuchasthetitleofExpo2010,nameoftheofficialparticipant,contactpersonandhis/hertelephonenumber,boothandpavilionnumbers,gross（net）weight,dimensions,packagenumber,andcountryoforigin.

3．Forcertaingoodsthatrequirespecialhandling,officialparticipantsshallstrictlyfollowinternationalconventionsonpackagelabelingbyusingspecialsignssuchas“Fragile”and“ThisSideUp”,inadditiontotheaboveshippingmarks.

Article11DocumentsforCustomsClearance

1．AccordingtotheLawsandRegulations,officialparticipantsshallsubmitthefollowingdocumentsforcustomsclearance:

（a）twocopiesofthelistofexhibitsindicatingtheirnames,H.S.coding,quantity,value,style,model,andmajorpartsandaccessories;

（b）onecopyoftheoriginalbillofladingortheoriginalairwaybill;

（c）onecopyoftheoriginalpackingcertificate;

（d）invoices;

（e）packinglist;

（f）otherdocumentsforcustomsclearanceasrequiredbytheCustomsandinspectionandquarantineauthorities.

2．ThelistofexhibitsshallbesubmittedtotheOrganizerorthelogisticserviceproviderdesignatedbytheOrganizeratleast20dayspriortothearrivalofgoodsinShanghai,andotherdocumentsforcustomsclearanceshallbesubmittedatleastonedaypriortothearrivalofgoods.

3．Incasetherearecatalogues,brochures,slides,CDsorpromotionalgiftsintheshipment,theofficialparticipantshallsubmittotheOrganizertwosamplesforeachitem,andtheOrganizershalldelivercollectivelythesesamplestotheChinesegovernmentdepartmentsconcernedforexamination.

Article12EntryandExitofGoodsintoandfromtheExpoSite

1．ExitofgoodsfromtheExpoSiteshallbesubjecttothewrittenapprovalinadvancebytheChinaCustomsandinspectionandquarantineauthorities,andanexitpermitissuedbytheOrganizershallbeobtained.

2．EntryandExitofgoodsintoandfromtheExpoSiteshallbesubjecttotheOrganizer’sdirectivesonschedulesandspecialroutes,ofwhichthedetailsshallbereleasedinduetime.

3．WhengoodsaredeliveredtotheExpoSiteforpositioning,thespecialrepresentativeappointedbytheofficialparticipantshallbepresentforsupervision.Incaseofabsenceoftherepresentative,theOrganizershallappointotherpersonneltosuperviseandarrangeforthegoodstobetemporarilywarehousedattheexpensesandliabilitiesoftheofficialparticipant.

Article13HandlingServices

Forexhibitsthatareheavyandoversizedorthatrequirespecialloadingandpositioning,thespecialrepresentativeappointedbytheofficialparticipantshallarriveattheExpoSitebeforehand,provideadetailedlayoutdiagramandsuperintendtheloadingandpositioning.Incaseofabsenceoftheappointedrepresentative,thelogisticserviceprovidermayarrangethepositioningaccordingtothelayoutdiagramprovidedbytheofficialparticipant.

Article14StorageServices

1．TheOrganizershallestablishwarehouseswithintheExpoSiteforthestorageofgoodsnecessaryfortheexhibitionandpavilionoperationsofofficialparticipants（includingfrozenandrefrigeratedmerchandise）

2.TheemptypackagingintheenclosedareaofExpo2010shallbecollected,
