WASHINGTON, DC — In this week's address, the Presidentrecognized Labor Day by highlighting the economic progressour country has made, and underlining what needs to be doneto continue that growth. Our businesses have created 13.1million new jobs over the past five and a half years, theunemployment rate is the lowest it’s been in seven years, and seventeen states across the countryhave raised the minimum wage. The President stressed that to continue this progress, Congressneeds to avoid a government shutdown that would hurt middle-class Americans and pass aresponsible budget before the end of September. The President emphasized that Congress shouldnot play games with our economy, and instead pass a budget that invests in our middle-class andhelps those who work hard and play by the rules to get ahead.

华盛顿：

在本周的讲话中，奥巴马总统通过介绍全国取得的经济发展成就来纪念劳动节，并指出为继续保持经济增长所应该做的事情。

企业在过去的5年半时间里共创造了1310万个就业岗位，失业率也降到7年来的最低水平，全国有17个州提高了最低工资标准。

总统强调，为继续保持这样的发展态势，国会应该避免政府再次关门，以免对中产阶级造成伤害，国会应该在9月底以前通过一份负责任的预算方案。

Hello, everybody.  I hope most of you are gearing up for a long weekend with family and friends –maybe some barbeques, road trips, or fantasy drafts.  But I wanted to take a moment to talk toyou about the real meaning of Labor Day – a day we set aside every year to honor thehardworking men and women who fought for so many of the rights that we take for grantedtoday.

大家好！

我相信很多人都在准备与家人朋友一起度过小长假了，也许是去烧烤、旅行或者开怀畅饮。

但我希望花点时间与大家谈谈劳动节的真正含义，我们设立这个节日，是为了每年的这个时候向所有辛勤劳动，努力奋斗的人们致敬，正是他们的付出换来了我们今天享有的诸多权利。

The eight-hour workday,40-hour workweek, weekends.  Overtime and the minimumwage.  Safer workplaces.  Health insurance, Social Security, Medicare, and retirement plans.  All ofthose gains were fought for and won by the labor movement – folks who were working not justfor a bigger paycheck for themselves, but for more security and prosperity for the folks workingnext to them as well.  That’s how we built the great American middle class.

每天8小时工作制，每周工作40小时，有周末假期。

加班工资和最低工资标准。

更安全的工作环境。

健康保险、社会保险、医疗保险、退休金计划。

That’s the spirit we’ve been working to restore these past six and a half years.  OnFriday, we found out that the economy created another 173,000 jobs in August.  Over the pastfive and a half years, our businesses have created 13.1 million new jobs in total – the longest streakof job creation on record.  The unemployment rate dropped to 5.1%, the lowest it’s been in sevenyears.  The American auto industry is on track to sell more cars and trucks this year than it has inmore than a decade.  Sixteen million Americans have gained the security of health insurance. Seventeen states and about 30 cities and counties have raised the minimum wage.  And we’veproposed extending overtime protections to as many as five million Americans.  All of that isprogress.

这正是过去6年半的时间里我们一直在重建的精神。

This month, Congress has an opportunity to continue that progress.  As always, the deadline forCongress to pass a budget is the end of September.  Every year.  This is not new.  And if theydon’t, they’ll shut down the government for the second time in two years.  At a time when theglobal economy faces headwinds and America’s economy is a relative bright spot in the world, ashutdown of our government would be wildly irresponsible.  It would be an unforced error thatsaps the momentum we’ve worked so hard to build.  Plain and simple, a shutdown would hurtworking Americans.

这个月，国会还有机会继续推进这一成就。

一般而言，国会通过预算方案的最后期限是九月底。

每年都如此。

这并不新鲜。

如果他们不这么做，就会迫使政府在两年内第二次关门歇业。

It doesn’t have to happen.  If Congress wants to support working Americans and strengthen ourmiddle class, they can pass a budget that invests in, not makes cuts to, the middle class.  If theypass a budget with shortsighted sequester cuts that harm our military and our economy, I’ll vetoit.  If they make smart investments in our military readiness, our infrastructure, our schools, publichealth, and research, I’ll sign that budget – and they know that.

这种事不应发生。

如果国会希望为工薪阶层提供帮助，壮大我们的中产阶层，那就应该通过预算方案，增加而不是减少对中产阶级的投入。

如果他们通过的是短视的自动减支的预算方案，将会危害我们的军队和经济发展，我肯定会否决。

So let’s get it done.  Our economy doesn’t need another round of threats and brinksmanship. Nobody gets to play games with our economy – or the middle class I grew up in, and that yougrew up in.  So tell Congress to pass a budget that reflects the values we honor on Labor Day. Rewarding hard work.  Giving everybody a fair shot.  And working together to give all of our kids abetter life.  Thanks everybody.  And enjoy your weekend.

WASHINGTON, DC — In this week's address, the Presidentannounced the launch of a new College Scorecard, meant tohelp students and parents identify which schools provide thebiggest bang for your buck.  Designed with input from thosewho will use it most, the Scorecard offers reliable data on factorsimportant to prospective students, such as how muchgraduates earn, and how much debt they have when they graduate.  In an economy where somehigher education is still the surest ticket to the middle class, the choices that Americans make whensearching for and selecting a college have never been more important.  That’s why the President iscommitted to making sure there exists reliable information that helps students find the college thatbest fits their needs so that they can succeed.

在本周的讲话中，总统宣布启动一项新的大学评分系统，旨在帮助学生和家长挑选哪些学校的性价比最高。

Hi, everybody.  Next week marks seven years since a financial crisis on Wall Street that wouldusher in some hard years for working families on Main Street.  Soon after that, I took office.  Andwe set out to rebuild our economy on a new foundation for growth and prosperity by investing inthings that grow our middle class – things like jobs, health care, and education.

Still, in an economy that’s increasingly based on knowledge and innovation, somehigher education is the surest ticket to the middle class.  By the end of this decade, two inthree job openings will require some higher education.  That’s one reason why a degree from atwo-year college will earn you $10,000 more each year than someone who only finished highschool.  One study showed that a degree from a four-year university earns you $1 million moreover the course of a lifetime.

然而，在一个不断依靠知识和创新推动发展的经济体中，更高的学历将是进入中产阶层最好的保障。

The country with the best-educated workforce in the world is going to win the 21stcentury economy.  I want that to be America.  But as college costs and student debt keep rising,the choices that Americans make when searching for and selecting a college have never been moreimportant.  That’s why everyone should be able to find clear, reliable, open data on collegeaffordability and value – like whether they’re likely to graduate, find good jobs, and pay off theirloans.  Right now, however, many existing college rankings reward schools for spending moremoney and rejecting more students – at a time when America needs our colleges to focus onaffordability and supporting all students who enroll.  That doesn’t make sense, and it has tochange.

21世纪，拥有受过最好教育的劳动力的国家将赢得经济竞争的胜利。

我希望这个国家是美国。

但在大学的学费和学生的贷款不断上涨的情况下，美国人民在搜索和选择大学的时候就变得无比重要。

So, today, my Administration is launching a new College Scorecard, designed with input from thosewho will use it the most – students, families, and counselors.  Americans will now have access toreliable data on every institution of higher education.  You’ll be able to see how much each school’sgraduates earn, how much debt they graduate with, and what percentage of a school’s studentscan pay back their loans – which will help all of us see which schools do the best job of preparingAmerica for success.  And to reach more folks, we’re working with partners in the academic, non-profit, and private sectors that will help families use this new data to navigate the complicatedcollege process and make informed decisions.

因此，今天本届政府启动了一项新的大学评分系统，依靠今后会经常使用这一系统的人们来进行设计，这里包括学生、家长、以及相关顾问。

美国人民将有机会获得关于每一所高等学院的可靠数据。
