AsPresidentReagangetsreadyforthisweekend'smeetingwithSovietleaderGorbachev,commentatorCalThomasthinksthatHouseDemocratsaredeprivingthePresidentofthemostimportantthinghecouldtaketoIceland—aclearcontroloverUSforeignpolicy.

HousemajorityleaderJimWrightisn'tevenSpeakeroftheHouseyet,andalreadyheisactingasifhewerePresident.WrighthasofferedPresidentReaganadeal.HesaysheandHouseDemocratswilldelayashowdownwiththeWhiteHouseoverarmscontroluntilnextyearifthePresidentwillagreetotermsforfutureconsiderationofconstraintsonstrategicweaponsandotherHousearmscontrolstrategies.ThesewouldincludeabidingbyweaponslimitsintheunratifiedSALTIITreaty,whichtheSovietshaverepeatedlyviolated.ThistypeofbehaviorontheeveofameetinginIcelandbetweenthePresidentandMikhailGorbachevwouldbeunseemlyenoughforanymemberofCongress.ButformajorDemocraticleaderitisunconscionable.WhyshouldGorbachevfeelanyneedtonegotiatewiththePresidentifHouseDemocratsledbyJimWrightaredoinghisjobforhim?

Gorbachev,ofcourse,isundernosuchpressuresincemembersofthePolitburoinone-partyRussiacompeteonlyfortheprivilegeofbeingtheloudestratifierofGorbachevpolicies.Wright,whowasaco-signerofa1984"DearCommandant"lettertoNicaragua'sMarxistdictatorDanielOrtega,inwhich,amongotherthings,hedeploredhisowncountry'spoliciesagainsttheCentralAmericannation,apparentlybelievesthatcuttingadealwiththeSovietsinwhichweallwillliveinasaferworldislikeamatinggame.Onemustmaketherightmovesbeforetheotherpartyshowsanyinterest.TheSovietsarepressingaheadonallfronts,offensiveanddefensiveweaponsandlasertechnology,evenwhiletheydenouncetheUnitedStatesforconductingresearchonitsownstrategicdefenseinitiative.WilltheybeimpressedbythegoodwillCongressmanWrightthinksheisdisplayingbytryingtotiethePresident'shandsbeforeIceland?

Hardly.GorbachevwilltrytotiethePresident'sfeetaswell.ThehistoryofthiscountrybeforetheVietnamWarwasthatthePresidentoftheUnitedStatessetAmericanforeignpolicy.TheCongressadvisedanddebated,butintheenditwasthePresidentwhoprevailedifdifferencesarose.NowitistheCongressthatismakingforeignpolicy:

onSouthAfrica,onCentralAmerica,and,onthemostdangerouslevelofall,withourchiefadversary,theSovietUnion.ThereisnoroomformistakesindealingwiththeSoviets,butJimWrightandtheHouseDemocratsaremakingthem.GorbachevwillarriveinReykjavikwellrested,knowingthatmuchofhisworkwillhavealreadybeendoneforhimbyJimWright.Nowonderhe'sbringinghiswife.Therewillbeplentyofsparetimeforsocializing.

OrganizerDigbyBelgersaysit'stakentwodifficultyearstomakethetouroftheAlaskaPerformingArtistsforPeaceareality.Andinthattime,therehavebeendramaticupsanddownsinUS-Sovietrelations.
