Soforexample,effortstorebuildschoolsandhospitals,torepairdamagedroadsandbridges,togetpeoplebacktotheirhomes--theyweretiedupforyearsinatangle1ofdisagreementsandbyzantine(拜占庭式的)rules. SowhenItookoffice,workingwithyouroutstandingdelegation2,particularlySenatorMaryLandrieu,weputinplaceanewwayofresolvingdisputes. (Applause.) Weputinplaceanewwayofresolvingdisputessothatfundssetasideforrebuildingeffortsactuallywenttowardrebuildingefforts. Andasaresult,morethan170projectsaregettingunderway--workonfirehouses,andpolicestations,androads,andsewer3systems(污水管道系统),andhealthclinics,andlibraries,anduniversities.

We’retacklingthecorruption4andinefficiency5thathaslongplagued(困扰,折磨)theNewOrleansHousingAuthority. We’rehelping6homeownersrebuildandmakingiteasierforrenterstofindaffordable7options. Andwe’rehelpingpeopletomoveoutoftemporaryhomes. Youknow,whenItookoffice,morethanthreeyearsafterthestorm,tensofthousandsoffamilieswerestillstuckindisasterhousing--manystilllivinginsmalltrailersthathadbeenprovidedbyFEMA. Wewerespendinghugesumsofmoneyontemporaryshelterswhenweknewitwouldbebetterforfamilies,andlesscostly8fortaxpayers9,tohelppeoplegetintoaffordable,stable,andmorepermanenthousing. Sowe’vehelpedmakeitpossibleforpeopletofindthosehomes,andwe’vedramaticallyreducedthenumberoffamiliesinemergencyhousing.

Onthehealthcarefront,asacandidateforPresident,IpledgedtomakesurewewerehelpingNewOrleansrecruitdoctorsandnurses,andrebuildmedicalfacilities--includinganewveteranshospital. (Applause.) Well,wehaveresolvedalong-standingdispute--onethathadtieduphundredsofmillionsofdollars--tofundthereplacement10forCharityHospital. AndinJune,VeteransSecretaryRicShinsekicametoNewOrleansforthegroundbreakingofthatnewVAhospital. 

 

Ineducation,we’vemadestridesaswell. Asyouknow,schoolsinNewOrleanswerefallingbehindlongbeforeKatrina. Butintheyearssincethestorm,alotofpublicschoolsopenedthemselvesuptoinnovationandtoreform. Andasaresult,we’reactuallyseeingrisingachievement,andNewOrleansisbecomingamodelofinnovationforthenation. Thisisyetanothersignthatyou’renotjustrebuilding--you’rerebuildingstrongerthanbefore. JustthisFriday,myadministrationannouncedafinalagreementon$1.8billiondollarsforOrleansParishschools. (Applause.) Thisismoneythathadbeenlockedupforyears,butnowit’sfreedupsofolksherecandeterminebesthowtorestoretheschoolsystem.

Andinacitythat’sknowntoomuchviolence,that’sseentoomanyyoungpeoplelosttodrugsandcriminalactivity,we’vegotaJusticeDepartmentthat'scommittedtoworkingwithNewOrleanstofightthescourge11ofviolentcrime,andtoweedoutcorruptioninthepoliceforce,andtoensurethecriminaljusticesystemworksforeveryoneinthiscity. (Applause.) AndIwanteverybodytohear--toknowandtohearmethankMitchLandrieu,yournewmayor,forhiscommitmenttothatpartnership12. (Applause.) 

Now,evenaswecontinueourrecoveryefforts,we’realsofocusingonpreparingforfuturethreatssothatthereisneveranotherdisasterlikeKatrina. ThelargestcivilworksprojectinAmericanhistoryisunderwaytobuildafortified13leveesystem. AndasI--justasIpledgedasacandidate,we’regoingtofinishthissystembynextyearsothatthiscityisprotectedagainsta100-yearstorm. WeshouldnotbeplayingRussianroulette(轮盘)everyhurricaneseason. (Applause.) Andwe’realsoworkingtorestoreprotectivewetlandsandnaturalbarriersthatwerenotonlydamagedbyKatrina--werenotjustdamagedbyKatrinabuthadbeenrapidlydisappearingfordecades.

InWashington,wearerestoringcompetence14andaccountability. IamproudthatmyFEMADirector,CraigFugate,has25yearsofexperienceindisastermanagementinFlorida. (Applause.) HecamefromFlorida,astatethathasknownitsshareofhurricanes. We’veputtogetheragroupledbySecretaryDonovanandSecretaryNapolitanotolookatdisasterrecoveryacrossthecountry. We’reimprovingcoordination15ontheground,andmodernizing16emergencycommunications,helpingfamiliesplanforacrisis. Andwe’reputtinginplacereformssothatneveragaininAmericaissomebodyleftbehindinadisasterbecausethey’relivingwithadisabilityorbecausethey’reelderlyorbecausethey’reinfirmed(虚弱的,体弱的)#p#分页标题#e#. Thatwillnothappenagain. (Applause.) 

Finally,evenasyou’vebeenbuffeted17(猛击,殴打)byKatrinaandRita,evenasyou’vebeenimpactedbythebroaderrecessionthathasdevastated18communitiesacrossthecountry,inrecentmonthstheGulf19CoasthasseennewhardshipasaresultoftheBPDeepwaterHorizonoilspill. Andjustaswe’vesoughttoensurethatwearedoingwhatittakestorecoverfromKatrina,myadministrationhasworkedhardtomatchoureffortsonthespilltowhatyouneedontheground. Andwe’vebeenincloseconsultation20withyourgovernor,yourmayors,yourparish(教区)presidents,yourlocalgovernmentofficials.

Andfromthestart,Ipromisedyoutwothings. Oneisthatwewouldseetoitthattheleakwasstopped. Andithasbeen. ThesecondpromiseImadewasthatwewouldstickwithourefforts,andstayonBP,untilthedamagetotheGulfandtothelivesofthepeopleinthisregionwasreversed. Andthis,too,isapromisethatwewillkeep. Wearenotgoingtoforget. We’regoingtostayonituntilthisareaisfully21recovered. (Applause.) 

That’swhywerapidlylaunchedthelargestresponsetoanenvironmentaldisasterinAmericanhistory--47,000peopleontheground,5,700vessels22onthewater--tocontainandcleanuptheoil. WhenBPwasnotmovingfastenoughonclaims,wetoldBPtosetaside$20billioninafund--managedbyanindependentthirdparty--tohelpallthosewhoseliveshavebeenturnedupsidedownbythespill.

Andwewillcontinuetorelyonsoundscience,carefullymonitoringwatersandcoastlinesaswellasthehealthofthepeoplealongtheGulf,todealwithanylong-termeffectsoftheoilspill. Wearegoingtostandwithyouuntiltheoiliscleanedup,untiltheenvironmentisrestored,untilpollutersareheldaccountable,untilcommunitiesaremadewhole,anduntilthisregionisallthewaybackonitsfeet. (Applause.) 

Sothat’showwe’rehelpingthiscity,andthisstate,andthisregiontorecoverfromtheworstnaturaldisasterinournation’shistory. We’recuttingthroughtheredtapethathasimpeded23rebuildingeffortsforyears. We’remakinggovernmentworkbetterandsmarter,incoordination(协调,同等)withoneofthemostexpansivenon-profiteffortsinAmericanhistory. We’rehelpingstateandlocalleaderstoaddressseriousproblemsthathadbeenneglectedfordecades--problemsthatexistedbeforethestormcame,andhavecontinuedafterthewatersreceded24(后退,减弱)--fromtheleveesystemtothejusticesystem,fromthehealthcaresystemtotheeducationsystem.

Andtogether,wearehelpingtomakeNewOrleansaplacethatstandsforwhatwecandoinAmerica--notjustforwhatwecan’tdo. Ultimately,thatmustbethelegacy25ofKatrina:

 notoneofneglect,butofaction;notoneofindifference26,butofempathy;notofabandonment(抛弃,放纵),butofacommunityworkingtogethertomeetsharedchallenges. (Applause.)

Thetruthis,therearesomewoundsthathavenotyethealed. Andtherearesomelossesthatcan’tberepaid. Andformanywholivedthroughthoseharrowingdaysfiveyearsago,there’ssearingmemoriesthattimemaynoterase27. Butevenamidsomuchtragedy,wesawstirringsofabrighterday. Fiveyearsagowesawmenandwomenriskingtheirownsafetytosavestrangers. Wesawnursesstayingbehindtocareforthesickandtheinjured. Wesawfamiliescominghometocleanupandrebuild--notjusttheirownhomes,buttheirneighbors’homes,aswell. AndwesawmusicandMardiGrasandthevibrancy28,thefunofthistownundiminished. Andwe’veseenmanyreturntotheirbelovedcitywithanewfoundsenseofappreciation29andobligationtothiscommunity.

AndwhenIcameherefouryearsago,onethingIfoundstrikingwasallthegreenery(绿色植物,温室)thathadbeguntocomeback. AndIwasremindedofapassagefromthebookofJob. “Thereishopeforatreeifitbecutdownthatitwillsprout30(发芽,萌芽)again,andthatitstenderbranchwillnotcease.” Theworkaheadwillnotbeeasy,andtherewillbesetbacks. Therewillbechallengesalongtheway. Butthankstoyou,thankstothegreatpeopleofthisgreatcity,NewOrleansisblossomingagain.
