IGENERALPRINCIPLES

1.Billsofquantities

Billsofquantitiesshallfullydescribethematerialsandworkmanshipandaccuratelyrepresenttheworktobeexecuted;workwhichbyitsnaturecannotbeaccuratelymeasuredshallbedescribedasprovisional.

Provisionalitemsorsectionsshallrepresenttheworktobecarriedoutasaccuratelyasisreasonablepossible.

2.Principlesofmeasurement

ThisStandardMethodofMeasurement,whilstaimingatprovidinguniformunitsofmeasurementandstandardallowances,etc.,isadefinitionofprincipleratherthananinflexibledocument.InparticularandexceptionalcasetheSurveyorisexpectedtousehisdiscretionandtoadoptspecialmethods,providedtheprinciplesofmeasurementlaiddownareobservedandtheintentioninmadecleartoEstimator.

Ifitisintheinterestofaccurateandpracticalestimating,hemaygivemoredetailedinformationthanisdemandedbystrictadherencetothisdocument.

3.Applicabilityofmethodsofmeasurement

ThemethodsofmeasurementlaiddownshallbeapplicabletothepreparationofBillsofQuantitiesbeforetheworkincommencedequallywithmeasurementoffishedwork.

4.Unitsofmeasurement

a.Thefollowingunitsofmeasurementshall,exceptashereinafterprovided,beadoptedthroughout:

-

（1）Itemsgivenbyweight-kilograms

（2）Itemsgivencube-cubicmeter

（3）Itemsgivensuper-squaremeter

（4）Itemsgivenrun-linearmeter

（5）Itemsenumerated-number

b.Eachmeasurementshallbetakentothenearest10millimeters（i.e.5millimetersandovershallberegardedas10millimetersandlessthen5millimetersshallbedisregarded）.Thisruleshallnotapplytoanydimensionsstatedindescriptions.

5.DrawingsandSpecification

ThedrawingsformwhichtheBillsofQuantitieshavebeenpreparedshallbelistedandreferenceshallbemadetoanySpecificationonwhichtheBillsofQuantitiesdescriptionsarebased.

6.Unitsofbilling

a.Wheretheunitofbillingisthemeter,quantitiesshallbebilledtothenearestwholeunit.Fractionofaunitlessthanhalfshallbedisregardedandallotherfractionsshallberegardedaswholeunits.

b.Wheretheunitofbillingisthekilogram,quantitiesshallbebilledtothenearestwholeunit.Fractionsofaunitlessthanhalfshallbedisregardedandallotherfractionsshallberegardedaswholeunits.

c.WheretheapplicationofthisClausewouldcauseanentireitemtobeeliminated,suchitemshallbebilledasonewholeunit.

d.Whenbillingitemsofvariationorremeasurementinadjustmentofaccounts,omissionsandadditionsofitemswheretheunitofbillingisthemetershallbebilledtothenearestonetenthofawholeunit,andwheretheunitofbillingiskilogramshallbebilledtothenearestwholeunit.

7.Workmeasurednet

Unlessotherwisestated,allworkshallbemeasurednetasfixedinitsplace.

8.Orderofdimensions

Ingivingdimensionstheordershouldbeconsistent,andgenerallyinthesequenceoflength,widthandheight.

9.Costsheldtobeincludedinitems

Eachitemshall,unlessotherwisestated,beheldtoincluded:

-

a.Laborandallcostsinconnectiontherewith.

b.Materials,goodsandallcostsinconnectiontherewith（e.g.conveyance;delivery;unloading;storing;returningpackings;handing;hoisting;lowering）.

c.Fittingandfixingmaterialsandgoodsinposition.

d.Useofplant.

e.Allcuttingandwaste.

f.Establishmentcharges.Overheadchargesandprofit.

10.Minimumdeductions

Whereminimumdeductionsofvoidsaredealtwithinthisdocumenttheyshallreferonlytoopeningsorwantsdetachedfromtheboundariesofshespacemeasured.

Openingsandwantscausedbyprojectionsfromtheboundaryofthespacemeasuredshallalwaysbethesubjectofdeduction,irrespectiveofsize.

11.Groupingofpipesizes

Pipesortubing（whichtermsshallbesynonymousfortheserulesofmeasurement）shallbedescribedbytheirinternaldiameterunlessotherwisestated.

Whererequiredbytherulesofthisdocumentpipesshallbegroupedtogetherwithinthefollowinglimitsanddescribedas:

-

a.Smallpipes（pipesnotexceeding55millimetersdiameter）.

b.Largepipes（pipesexceeding55millimetersbutnotexceeding110millimetersdiameter）.

c.Pipesexceeding110millimeters（diametertobestated）.

12.Circularwork

Wherecircularworkisrequiredbyrulesofthisdocumenttobekeptseparateitshallbegroupedtogetherwithinthefollowinglimitsanddescribedasbeingto:

-

a.Smallradius–anyradiusnotexceeding300millimeters.

b.Mediumradius–anyradiusexceeding300millimetersbutnorexceeding1.5meters.

c.Largeradius–anyradiusexceeding1.5meters.

132.ProvisionalandPrimeCostSums

TheuseofthetermsProvisionalandPrimeCostSumsshallbemadeinconformitywiththefollowingdefinitionsunlessotherwiseprovidedintheconditionsofcontract.

a.Theterm“ProvisionalSum”shallmeanasumprovidedforworkorcostswhichcannotbeentirelyforeseen,definedordetailedatthetimethetendingdocumentsareissued.

b.Theterm“PrimeCostSum”shallmeanasumprovidedforworkorservicestobeexecutedbyaNominatedSub-ConstructororformaterialsorgoodstobeobtainedfromaNominatedSupplier.SuchsumshallbedeemedtobeexclusiveofanyprofitorattendancerequiredbytheMainContractorandprovisionshallbemadefortheadditionthereof.

14.Workunderreservoir,riverorseawater

Allworkexecutedinorunderreservoir,riverorseawatershallbegivenseparatelystatingthelevelsofhighandlowwaterwhereapplicable.

15.Workincompressedair

Allworkrequiredtobecarriedoutincompressedairshallbegivenseparately.

16.Generally

EachSub-SectionofaTradeshallbereadinconjunctionwiththeGeneralRulesandPrinciplesdetailedin“Clause1.Generally”ofthatTrade.

IIPRELIMINARY

PRELIMINARYPARTICULARS

1.Employer,ArchitectandQuantitySurveyor

ThenamesoftheEmployer,ArchitectandQuantitySurveyorshallbestated.

2.Descriptionofworks

AgeneraldescriptionoftheworkscomprisedintheBillsofQuantityshallbegiven.Thesizeofthebuildingandheightaboveandbelowgroundlevelshallbestatedtogetherwiththenumberofstories.

3.Siteaninspection

a.Thepositionofthesiteshallbedescribedwithanyparticularsastoaccessandtoanylimitationsastoextentandpositionoftheworkingspace.Attentionshallbedrawntoanyadjacentorabuttingbuilding.

b.Contractorstenderingshallbeadvisedtovisitthesiteandinspectholes（ifany）andshallbeinformedwherekeysmaybeobtained,iftheyarerequired,andwherethedrawingsandotherdocumentsmaybeseen.

c.Anystipulationastouseordisposalofsand,gravelorrockthatmaybefoundonthesiteshallbestated.

4.Divisionoftheworkintosections

a.Wherepossessionofthesiteistobegiveninsectionsatdifferentdates,particularsshallbegiven.

b.Wheretheworksaretobeexecutedinanyspecificorderorinsections,particularsshallbegiven.

CONDITIONSOFCONTRACT

5.Formofcontract

a.TheformofcontractandconditionsshallbestatedandascheduleoftheclauseheadingstobeusedshallbesetoutintheBillsofQuantities.

b.Acopyofthefullconditionsshallbesuppliedtothecontractorsormadeavailablefortheirinspection.

c.Anyitemsaffectingpricewhichareincidentaltooramplificationofsuchclausesshallbefullydescribed.

6.ParticularstobeinsertedinAppendixofConditions

TheparticularswhichwillbeinsertedinanyAppendixtoScheduleofConditionsshallbegivenintabulatedform.

7.Sub-letting

Theconditionsunderwhichthecontractormaysub-letportionsofthework.

8.ArtistsorTradesmennotSub-Contractors

PermissionforexecutionofworkbyArtistsorTradesmenwhoarenotNominatedSub-ContractorsandwhomaybeengagedbytheEmployer.

9.Injurytopersonsanddamagetoproperty

Responsibilityofthecontractorforinjurytopersonsanddamagetopropertyincludingpublicorprivaterode.

10.Insurances,etc.

a.Insuranceagainstorallowancetobemadeinrespectofthefollowing:

-

（1）Fireandextraneousperils.

（2）Injurytopersonsandproperty.

（3）Workmen’scompensation.

（4）AnyotheritemsofinsuranceorguaranteerequiredbytheConditionsofContractortheEmployer.

b.Specialrequirementsinrespectofminimumacceptablelimitsofliabilityandexcessesshallbestate.

c.Whereinsurancesaretobeextendedtocoverprofessionalfees,particularshallbegiven.

11.ProvisionalandPrimeCostssums

ProvisionalandPrimeCosts（P.C.）Sumsandthemethodofadjustment.Wherethecostofcartage,unloading,storingandreturningpackingmaterialisbeaddedbytheContractoritshallbesostated.

12.Conditionsofpayment

Conditionsofpayment.

13.Suretyorbond

SuretyorbondrequiredbytheEmployer.

14.Watching

CareofWorksgenerally,employmentofwatchmenandprotectivelighting.

GENERALMATTERS

ItemsshallbegiveninrespectofthefollowingunlesstheyarealreadycoveredintheScheduleofClauseHeadinggiveninaccordancewithClause5ahereof.

15.Workinghours,ratesofwages,etc.

a.Anyspecialstipulationsasworkinghoursofconditions.

b.Anyconditionsthatmaybeimposedastoratesofwagesandpricesofmaterial.

16.Plant,tools,sheds,etc.

a.Plant,tools,scaffoldingandstaging.SpecialscaffoldingsifrequiredforNominatedSub-Contractorswork.

b.Offices,sheds,messrooms,accommodationandattendances,andotherwelfarefacilities.

c.Sanitaryconveniences,theirmaintenanceandremoval.

d.Temporaryscreen.

e.Telephones.

17.Noticesandfees

CompliancewithLaborDepartments’noticesrequiredbyanyActorOrdinanceofGovernment,RegulationsandBye-lawsofanyLocalAuthorityandanyPublicServi
