RonaldWilsonReagan,1911年2月6日-2004年6月5日),美国政治家,第33任加利福尼亚州州长(1967年-1975年),第40任总统(1981年-1989年)。

  SenatorHatfield,Mr.ChiefJustice,Mr.President,VicePresidentBush,VicePresidentMondale,SenatorBaker,SpeakerO’Neill,ReverendMoomaw,andmyfellowcitizens:

  Toafewofusheretodaythisisasolemnandmostmomentousoccasion.And,yet,inthehistoryofournationitisacommonplaceoccurrence.TheorderlytransferofauthorityascalledforintheConstitutionroutinelytakesplaceasithasforalmosttwocenturiesandfewofusstoptothinkhowuniquewereallyare.Intheeyesofmanyintheworld,thisevery-four-yearceremonyweacceptasnormalisnothinglessthanamiracle.

  Mr.President,Iwantourfellowcitizenstoknowhowmuchyoudidtocarryonthistradition.Byyourgraciouscooperationinthetransitionprocessyouhaveshownawatchingworldthatweareaunitedpeoplepledgedtomaintainingapoliticalsystemwhichguaranteesindividuallibertytoagreaterdegreethananyother.AndIthankyouandyourpeopleforallyourhelpinmaintainingthecontinuitywhichisthebulwarkofourrepublic.

  Thebusinessofournationgoesforward.

  TheseUnitedStatesareconfrontedwithaneconomicafflictionofgreatproportions.Wesufferfromthelongestandoneoftheworstsustainedinflationsinournationalhistory.Itdistortsoureconomicdecisions,penalizesthrift,andcrushesthestrugglingyoungandthefixed-incomeelderlyalike.Itthreatenstoshatterthelivesofmillionsofourpeople.Idleindustrieshavecastworkersintounemployment,humanmiseryandpersonalindignity.

  Thosewhodoworkaredeniedafairreturnfortheirlaborbyataxsystemwhichpenalizessuccessfulachievementandkeepsusfrommaintainingfullproductivity.Butgreatasourtaxburdenis,ithasnotkeptpacewithpublicspending.Fordecadeswehavepileddeficitupondeficit,mortgagingourfutureandourchildren’sfutureforthetemporaryconvenienceofthepresent.Tocontinuethislongtrendistoguaranteetremendoussocial,cultural,political,andeconomicupheavals.

  YouandI,asindividuals,can,byborrowing,livebeyondourmeans,butforonlyalimitedperiodoftime.Whythenshouldwethinkthatcollectively,asanation,wearenotboundbythatsamelimitation?

  Wemustacttodayinordertopreservetomorrow.Andlettherebenomisunderstanding--we’regoingtobegintoactbeginningtoday.Theeconomicillswesufferhavecomeuponusoverseveraldecades.Theywillnotgoawayindays,weeks,ormonths,buttheywillgoaway.TheywillgoawaybecauseweasAmericanshavethecapacitynow,aswehavehadinthepast,todowhateverneedstobedonetopreservethislastandgreatestbastionoffreedom.

  Inthispresentcrisis,governmentisnotthesolutiontoourproblem;governmentistheproblem.Fromtimetotimewe’vebeentemptedtobelievethatsocietyhasbecometoocomplextobemanagedbyself-rule,thatgovernmentbyanelitegroupissuperiortogovernmentfor,by,andofthepeople.Butifnooneamongusiscapableofgoverninghimself,thenwhoamongushasthecapacitytogovernsomeoneelse?

  Allofustogether--inandoutofgovernment--mustbeartheburden.Thesolutionsweseekmustbeequitablewithnoonegroupsingledouttopayahigherprice.Wehearmuchofspecialinterestgroups.Wellourconcernmustbeforaspecialinterestgroupthathasbeentoolongneglected.Itknowsnosectionalboundaries,orethnicandracialdivisions,anditcrossespoliticalpartylines.Itismadeupofmenandwomenwhoraiseourfood,patrolourstreets,manourminesandfactories,teachourchildren,keepourhomes,andhealuswhenwe’resick--professionals,industrialists,shopkeepers,clerks,cabbies,andtruckdrivers.Theyare,inshort,“WethePeople.”ThisbreedcalledAmericans.

  Well,thisAdministration’sobjectivewillbeahealthy,vigorous,growingeconomythatprovidesequalopportunitiesforallAmericanswithnobarriersbornofbigotryordiscrimination.PuttingAmericabacktoworkmeansputtingallAmericansbacktowork.EndinginflationmeansfreeingallAmericansfromtheterrorofrunawaylivingcosts.

  Allmustshareintheproductiveworkofthis“newbeginning,”andallmustshareinthebountyofarevivedeconomy.

  Withtheidealismandfairplaywhicharethecoreofoursystemandourstrength,wecanhaveastrongandprosperousAmericaatpeacewithitselfandtheworld.Soaswebegin,letustakeinventory.

  Weareanationthathasagovernment--nottheotherwayaround.Andthismakesusspecialamongthenationsoftheearth.OurGovernmenthasnopowerexceptthatgranteditbythepeople.Itistimetocheckandreversethegrowthofgovernmentwhichshowssignsofhavinggrownbeyondtheconsentofthegoverned.

  ItismyintentiontocurbthesizeandinfluenceoftheFederalestablishmentandtodemandrecognitionofthedistinctionbetweenthepowersgrantedtotheFederalGovernmentandthosereservedtothestatesortothepeople.

  Allofus--allofusneedtoberemindedthattheFederalGovernmentdidnotcreatethestates;thestatescreatedtheFederalGovernment.

  Now,sotherewillbenomisunderstanding,it’snotmyintentiontodoawaywithgovernment.Itisrathertomakeitwork--workwithus,notoverus;tostandbyourside,notrideonourback.Governmentcanandmustprovideopportunity,notsmotherit;fosterproductivity,notstifleit.Ifwelooktotheanswerastowhyforsomanyyearsweachievedsomuch,prosperedasnootherpeopleonearth,itwasbecausehereinthislandweunleashedtheenergyandindividualgeniusofmantoagreaterextentthanhaseverbeendonebefore.

  Freedomandthedignityoftheindividualhavebeenmoreavailableandassuredherethaninanyotherplaceonearth.Thepriceforthisfreedomattimeshasbeenhigh,butwehaveneverbeenunwillingtopaythatprice.

  ItisnocoincidencethatourpresenttroublesparallelandareproportionatetotheinterventionandintrusioninourlivesthatresultfromunnecessaryandexcessivegrowthofGovernment.

  Itistimeforustorealizethatwearetoogreatanationtolimitourselvestosmalldreams.We’renot,assomewouldhaveusbelieve,doomedtoaninevitabledecline.Idonotbelieveinafatethatwillfallonusnomatterwhatwedo.Idobelieveinafatethatwillfallonusifwedonothing.

  Sowithallthecreativeenergyatourcommand,letusbeginaneraofnationalrenewal.Letusrenewourdetermination,ourcourage,andourstrength.Andletusrenewourfaithandourhope.Wehaveeveryrighttodreamheroicdreams.

  Thosewhosaythatwe’reinatimewhentherearenoheroes--theyjustdon’tknowwheretolook.Youcanseeheroeseverydaygoinginandoutoffactorygates.Others,ahandfulinnumber,produceenoughfoodtofeedallofusandthentheworldbeyond.Youmeetheroesacrossacounter--andthey’reonbothsidesofthatcounter.Thereareentrepreneurswithfaithinthemselvesandfaithinanideawhocreatenewjobs,newwealthandopportunity.

  ThereareindividualsandfamilieswhosetaxessupporttheGovernmentandwhosevoluntarygiftssupportchurch,charity,culture,art,andeducation.Theirpatriotismisquietbutdeep.Theirvaluessustainournationallife.

  NowIhaveusedthewords“they”and“their”inspeakingoftheseheroes.Icouldsay“you”and“your”becauseI’maddressingtheheroesofwhomIspeak--you,thecitizensofthisblessedland.Yourdreams,yourhopes,yourgoalsaregoingtobethedreams,thehopes,andthegoalsofthisAdministration,sohelpmeGod.

  Weshallreflectthecompassionthatissomuchapartofyourmake-up.Howcanweloveourcountryandnotloveourcountrymen--andlovingthemreachoutahandwhentheyfall,healthemwhenthey’resick,andprovideopportunitytomakethemself-sufficientsotheywillbeequalinfactandnotjustintheory?

Canwesolvetheproblemsconfrontingus?

Welltheanswerisanunequivocalandemphatic“Yes.”ToparaphraseWinstonChurchill,IdidnottaketheoathI’vejusttakenwiththeintentionofpresidingoverthedissolutionoftheworld’sstrongesteconomy.

  Inthedaysahead,Iwillproposeremovingtheroadblocksthathaveslowedoureconomyandreducedproductivity.Stepswillbetakenaimedatrestoringthebalancebetweenthevariouslevelsofgovernment.Progressmaybeslow--measuredininchesandfeet,notmiles--butwewillprogress.Itistimetoreawakenthisindustrialgiant,togetgovernmentbackwithinitsmeans,andtolightenourpunitivetaxburden.Andthesewillbeourfirstpriorities,andontheseprinciplestherewillbenocompromise.

  Ontheeveorourstruggleforindependenceamanwhomight’vebeenoneofthegreatestamongtheFoundingFathers,Dr.JosephWarren,presidentoftheMassachusettsCongress,saidtohisfellowAmericans,

  ”Ourcountryisindanger,butnottobedespairedof.OnyoudependthefortunesofAmerica.Youaretodecidetheimportantquestionuponwhichrestthehappinessandthelibertyofmillionsyetunborn.Actworthyofyourselves.”

  WellIbelievewe,theAmericansoftoday,arereadytoactworthyofourselves,readytodowhatmustbedonetoinsurehappinessandlibertyforourselves,ourchildren,andourchildren’schildren.Andaswerenewourselveshereinourownland,wewillbeseenashavinggreaterstrengththroughouttheworld.Wewillagainbetheexemplaroffreedomandabeaconofhopeforthosewhodonotnowhavefreedom.
