Abstract

Electroniccommerceisthecollectioninformationflow,businessflow,cashflow,logisticsisaprocessoftradetransactions,sincehavereceivedextensiveattentionofthesocietyfromallwalksoflife.Therehavebeenaseriesofelectricbusinessplatformwithhighvisibility.Ontheplatformwebsite,theusercanfreelychoosetheneedtopurchaseacommodity,andfillintheorderandharvestaddress,confirmationoforder,bymeansofelectronicclearingfinallybymanufactureraccordingtoconfirmedorder,organizationandthroughthelogisticsofgoodsdeliverytocustomers.Buttheelectroniccommercewillintoruralareas,willfacecompetitionfromtraditionalcommercialchannels,ifthebusinesslogisticssystemasruralelectricitybehindleadingtimeandcostcompetitionbuttraditionalbusiness,sointheruralareasitwillbedifficulttoreflecttheadvantageofe-commerce,residentsinruralareasfinditdifficulttoenjoythewelfareofthenewbusinessmodels,consumptionpotentialunfavorabletothedevelopmentofruralareas,butalsonotconducivetotheexportofagriculturalproducts,slowdownthepaceofruraleconomicdevelopment.Showshowtospeedupthedevelopmentofrurale-commercelogisticshascurrentlybecomeahotissue.

Rurale-commerceLogistics（RuralElectronicCommerceLogistics）,astheElectronicCommercedevelopmentinruralareasoftwinbrothers,isessentialtotangiblegoodsandservicestotheruralcirculationwayofphysics.Ruralelectroniccommerceingreatlyfacilitatethefarmerslivingatthesametimereducethecostoftheproductionandlifeofthepeasants,havereducedthecostofsalesoffarmersinagriculturalproductmarketing,playsapositiveroleinthedevelopmentofruraleconomy.Butasaresultoftheruralpopulationdistributionisspreadwidely,ruralareaandotherreasons,ourcountryexistingrurallogisticssystemisnotenoughtosupportthedevelopmentofrurale-commerce.Fordistributioninruralareastocarryoutthecooperationproblem,howtobuildasuitablecooperationdistributionpatternintheintegrationoflogisticsresources,reducelogisticscostatthesametimemeettheneedsofruralconsumers,howtodesigneffectivecontractmechanism,throughthegamepricingmodeltobuildcooperatefullycoordinatedrurale-commercelogisticsdistributionmodeofnationalinterestsbetweenlogisticsenterpriseandthelocallogisticsenterprises,makethemodelinpracticehaspracticabilityandfeasibilityarethehotanddifficultproblemofresearch.Intheprocessofcooperationanddistribution,theuncertaintyofthesupplychainincludingmarketdemand,thecontractissharedbybothimportantmeansofdemanduncertaintyrisk.Appropriatesupplychaincontractmethodcannotonlyreducethetotalcostofthesupplychain,helptoinformationsharing,improvethepartnersofmutualcommunicationandexchange,canalsoachieverisk-sharing,haveagreatercompetitiveadvantage.

2Relatedtheories

Now,astheInternetgiant'sconstantlyenteringandincreaseofnationalpolicysupport,ruralelectricitydevelopmentpotentialistremendous,butduetotheproblemofrurallogisticscostishighandlownetworkcoveragemakese-commerceinruraldevelopmentpaceisstaggering.Therealproblemhascausedtheacademicresearchandattention.

2.1Theconceptandcharacteristicsoftraditionalrurallogisticsandoperationmode

Becauseofthecomplexityoftherurallogisticsactivitiesandcomprehensiveagriculturalindustry,theacademiahasnotyetformedaunifieddefinitionabouttheconceptofrurallogistics.AlkhatibS（2005）arguethattherurallogisticsbasedonagriculturalproductionasthecenterandaseriesofmaterialmovementprocessandtechnologyorganization,logisticsmanagement,andotherrelatedactivities.BernsteinF（2006）relativetotheurbanlogistics,therurallogisticsisaregionallogisticsconcept,itreferstoislimitedtoruralareasforruralresidentsproduction,lifeandothereconomicactivitiestoprovidetransportation,handling,loadingandunloading,packaging,processing,storage,etcallrelatedactivities.Accordingtotheflowdirectionofthearticleentity,toflowcanbedividedintoruraltourbanlogisticsandtowntorurallogistics;Theformermainlyreferstothelogisticsofagriculturalproducts,thelattermainlyreferstothelogisticsofagriculturalproductionandruralconsumablelogistics（Jeuland,A,2009）.Inaddition,canalsoaccordingtothesystemequilibriumtheoryandthetheoryofcirculareconomy,therurallogisticsisdividedintothreeruralinput
