亚太经合组织第二十五次领导人非正式会议宣言
THE25THAPECECONOMICLEADERS’MEETING
（2017年11月11日，越南岘港）
DaNang,VietNam11November2017
我们，亚太经合组织（APEC）经济体领导人，在“打造全新动力，开创共享未来”这一主题下相聚在越南岘港，决心采取更加有力和持续的共同行动，为APEC合作注入新动力，促进可持续、创新、包容增长，深化区域经济一体化，充分挖掘商业部门、特别是中小微企业的潜力，增进粮食安全和可持续农业。
1.We,theLeadersofAPEC,gatheredinDaNang,VietNamunderthethemeCreatingNewDynamism,FosteringaSharedFuture,determinedtotakebolderandsustainedcollectiveactionstoinjectnewdynamismintoAPECcooperationtopromotesustainable,innovativeandinclusivegrowth,deepenregionaleconomicintegration,realizethefullpotentialofthebusinesssector,particularlymicro,smallandmedium-sizedenterprises（MSMEs）,andenhancefoodsecurityandsustainableagriculture.
APEC第一次领导人非正式会议至今的25年里，APEC成为亚太地区最重要的经济论坛，经济增长和一体化的推动力，未来经济合作设想的孵化器，贸易协定的协调机制，应对紧急问题的全球领导者。
近30年来，APEC为推进亚太地区可持续增长和经济一体化作出贡献，创造了数以百万计的就业机会，并帮助上亿人脱贫。
2.Aquarter-centuryafterthefirstAPECEconomicLeaders'Meeting,APEChasproventobethepremiereconomicforumintheAsia-Pacific,adriverofeconomicgrowthandintegration,anincubatorofideasforfutureeconomiccooperation,acoordinatingmechanismoftradeagreements,andagloballeaderinaddressingpressingproblems.Fornearlythreedecades,APEChascontributedtosustaininggrowthandadvancingeconomicintegrationintheAsiaPacificregion,aprocessthathascreatedmillionsofjobsandliftedhundredsofmillionsoutofpoverty.
我们此刻相聚，地区和全球形势发生了复杂和深刻的变化，挑战和机遇同时出现，影响深远。
地区和全球经济复苏基础更加牢固，但中长期风险依然存在。
第四次工业革命和科技进步正改变工作性质、社会形态和人际交往互动模式。
贸易和投资为亚太地区带来前所未有的繁荣，但严峻挑战一直存在。
3.Wemeetatatimewhentheregionalandgloballandscapeshaveexperiencedcomplexandfundamentalshifts,coupledwiththeemergenceoffar-reachingchallengesandopportunities.Regionalandglobaleconomicrecoveryisonfirmerfooting,butmediumandlong-termrisksremain.TheFourthIndustrialRevolutionandadvancementsintechnologyarealteringthenatureofwork,transformingoursocietiesandthewaysweconnectandinteract.TradeandinvestmenthavebroughtunprecedentedprosperitytotheAsia-Pacificregion,butseriouschallengespersist.
鉴此，我们承诺，共同致力于构建和平、稳定、活力、联动和繁荣的亚太命运共同体。
我们重申支持2030年可持续发展议程作为包容增长的框架。
4.We,therefore,recommittoourcommonpurpose–tofosterasharedfutureofapeaceful,stable,dynamic,inter-connectedandprosperousAsia-Pacificcommunity.Wereaffirmoursupportforthe2030AgendaforSustainableDevelopment,asaframeworkforinclusivegrowth.
我们重申长期以来的承诺，维护APEC宗旨，支持亚太地区可持续经济增长和繁荣。
认识到当前经济面临的重大挑战，我们承诺共同采取以下行动：
5.Wereaffirmourlong-standingcommitmenttoAPEC’smissionofsupportingsustainableeconomicgrowthandprosperityintheAsia-Pacificregion.Recognizingthesignificantchallengesoureconomiesface,wepledgetoworktogetherandtakethefollowingactions:
一、促进创新增长、包容和可持续就业

高质量增长、结构性改革和创新
QualityGrowth,StructuralReformandInnovation
我们重申，将通过采取货币、财政和结构性政策，以及单边和集体行动，在亚太地区实现平衡、包容、可持续、创新和安全增长。
我们强调实现高质量增长的重要性。
6.Wereaffirmouraspirationstowardsbalanced,inclusive,sustainable,innovative,andsecuregrowthintheAPECregionthroughmonetary,fiscalandstructuralpolicies,individuallyandcollectively,andhighlighttheimportanceofachievingqualitygrowth.
我们强调，结构性改革，包括竞争性政策、营商便利化、规制改革、强化经济和法律基本框架，加强公司和公共部门治理，以及促进人力资源开发，对于实现平衡、可持续、创新、包容增长，创造就业机会，提升生产力和竞争力至关重要。
我们再次承诺，培育公共和私营部门清正廉明的风气，打击腐败和贿赂，拒绝为腐败官员和非法资产提供避风港。
我们指示经济和财政官员合力完成2018年《关于结构性改革和基础设施的APEC经济政策报告》。
7.Weunderscorethatstructuralreform,includingcompetitionpolicy,easeofdoingbusiness,regulatoryreform,strengtheningeconomicandlegalinfrastructure,corporateandpublicsectorgovernance,andpromotinghumancapitaldevelopment,iskeytobalanced,sustainable,innovativeandinclusivegrowth,jobcreation,productivityandcompetitiveness.Wereaffirmourcommitmenttofosterintegrityinthepublicandprivatesectorsandfightingcorruptionandbribery,anddenyingsafehavensforcorruptofficialsandstolenassets.Weinstructeconomicandfinanceofficialstoworkjointlyonthe2018APECEconomicPolicyReportonStructuralReformandInfrastructure.
我们强调，科技创新是亚太地区经济增长和国际贸易投资的重要动力。
我们认识到持续推进高质量和公平教育的重要性，以便让各年龄段的人群都能应对当今世界迅速变化带来的挑战。
我们致力于促进科学、技术、工程、数学教育，并鼓励创业。
8.Weemphasizetheimportanceofinnovation,scienceandtechnologyaskeydriversforeconomicgrowthandinternationaltradeandinvestmentintheAPECregion.Werecognizethevitalimportanceofcontinuingtoworkforqualityandequitableeducationtoenablepeopleofallagestomeetthechallengesofrapidchangesintoday’sworld.Wecommittopromotingscience,technology,engineeringandmathematics（STEM）educationandthepursuitofSTEM-basedentrepreneurship.
我们决心加强能源安全，确保亚太地区经济可持续增长。
我们鼓励在能源领域实现贸易投资便利化，让人们更容易获得可靠且可负担的能源，鼓励使用可持续、高效和清洁能源，帮助减少全球温室气体排放。
9.WeresolvetoenhanceenergysecuritytosustaineconomicgrowthintheAPECregion.Weencouragethefacilitationofenergy-relatedtradeandinvestment,enhancementofaccesstoaffordableandreliableenergy,andpromotionofsustainable,efficient,andcleanenergysources,which,inparticular,wouldcontributetoreducingglobalgreenhousegasemissions.
我们注意到，需要推进以人为本、健康和可持续的城镇化，鼓励各方开展知识分享和政策交流。
10.Wenotetheneedforurbanizationtobepeople-oriented,soundandsustainableandencourageknowledgesharingandpolicyexchangeinthisar
全球化世界中的经济、金融和社会包容
Economic,FinancialandSocialInclusioninaGlobalizedWorld
我们认识到全球化和数字转型带来的机遇和挑战，决心按照2030年可持续发展议程，推进经济、金融和社会包容，在2030年前打造包容、人人享有、可持续、健康、坚韧的APEC大家庭。
我们批准《APEC促进经济、金融和社会包容行动议程》，并以此指导我们下步工作。
我们致力于推动实现充分、高效、高质量就业和同工同酬，确保民众获得银行、保险和金融服务，提高民众金融素养和融资能力，促进社会所有成员，特别是妇女、青年、残疾人和其他弱势群体的收入持续稳步增长，使其能够分享全球机遇。
我们鼓励APEC成员加大对卫生系统的投资，提高生产力，促进经济增长。
11.Recognizingnewopportunitiesandemergingchallengespresentedbyglobalizationanddigitaltransformation,weresolvetoadvanceeconomic,financialandsocialinclusion,withavisiontobuildaninclusive,accessible,sustainable,healthyandresilientAPECcommunityby2030,consistentwiththe2030AgendaforSustainableDevelopment.WeendorsetheAPECActionAgendaonAdvancingEconomic,FinancialandSocialInclusion（AnnexA）toguideoureffortsmovingforward.Wecommittoadvanceprogresstowardsachievingfull,productiveandqualityemploymentandequalpayforequalwork;ensureaccesstobanking,insuranceandfinancialservices,andincreasefinancialliteracyandcapabilityofalltoaccessfinance;andprogressivelyachieveandsustainincomegrowthforallmembersofsociety,especiallywomen,andyouth,personswithdisabilitiesandothervulnerablegroups,andenablethemtoseizeglobalopportunities.WeencourageAPECeconomiestoinvestintheirhealthsystemstoincreaseproductivityandeconomicgrowth.
我们认为，提高妇女经济参与度有助于促进经济增长，鼓励各成员及私营部门落实妇女经济赋权有关倡议，增强妇女获得资本、资产和参与市场的能力，扩大妇女在高成长性和高工资部门的参与度，提高妇女领导力、企业家精神、技能和资质。
12.Acknowledgingthatgreatereconomicparticipationbywomenspurseconomicgrowth,weencourageeconomiesandtheprivatesectortoimplementinitiativesthatenhancewomen’seconomicempowerment,improvewomen’saccesstocapital,assetsandmarkets,increasewomen’sparticipationinhigh-growthandhigh-wagesectors,andpromotewomen’sleadership,entrepreneurship,skillsandcompetencies.
数字时代的高质量人力资源开发
QualityHumanResourcesDevelopmentintheDigitalAge
我们高度重视帮助民众、劳动者特别是弱势群体更好适应不断变化的工作环境。
我们批准《APEC数字时代人力资源开发框架》。
我们致力于加强人力资源开发，包括通过教育和终身学习、职业技术教育培训、技能改造和升级等，提高劳动者就业能力、流动性和对数字时代的适应能力，通过开展技能培训和开发，确保劳动力政策适应市场对技能培训和开发的需求。
13.Weplaceimportanceontheneedtoprepareourpeopleandallworkers,especiallyvulnerablegroups,forthechangingworldofwork.WeendorsetheAPECFrameworkonHumanResourcesDevelopmentintheDigitalAge（AnnexB）.Wearecommittedtostrengtheninghumanresourcesdevelopment,includingthrougheducationandlife-longlearning,technicalandvocationaleducationandtraining（TVET）,andup-andre-skillingtoincreaseworkers’employability,mobilityandpreparednessforthedigitalage;andensurethatactivelabormarketpoliciescanbettermatchtheneedsofthelabormarketwithvariousaspectsofskillstraininganddevelopment.
二、打造区域经济一体化的新动力

推进自由开放的贸易和投资
AdvancingFreeandOpenTradeandInvestment
我们承诺实现亚太地区自由开放贸易和投资的茂物目标，同意加快努力，解决与世界贸易组织不一致的贸易和投资壁垒，并为在2020年前实现茂物目标采取有力行动。
我们也注意到非歧视、对等、互利的贸易投资框架的重要性。
我们将共同努力，提升贸易包容性，支持改善市场准入机会，应对不公平贸易做法。
我们呼吁，取消扭曲市场的补贴以及政府和相关机构的其他各类支持。
14.WecommittoattainingtheBogorGoalsoffreeandopentradeandinvestmentintheAsiaPacificregion.WeagreetoaccelerateeffortstoaddressWTO-inconsistentbarrierstotradeandinvestmentandtakeconcreteactionstowardstheachievementoftheBogorGoalsby2020.Wealsonotetheimportanceofnon-discriminatory,reciprocalandmutuallyadvantageoustradeandinvestmentframeworks.Wewillworktogethertomaketrademoreinclusive,supportimprovedmarketaccessopportunities,andaddressunfairtradepractices.Weurgentlycallfortheremovalofmarket-distortingsubsidiesandothertypesofsupportbygovernmentsandrelatedentities.

15.WearecommittedtocarryingoutfurtheractionstopromoteanenablingandconduciveenvironmentforinvestmentintheAsia-Pacificregion.
我们致力于共同挖掘互联网和数字经济潜力，通过适当的监管和政策框架、促进公平竞争等措施，鼓励投资和创新。
我们欢迎通过《APEC互联网和数字经济路线图》和《APEC跨境电子商务便利化框架》，将考虑采取电子商务、数字贸易等促进互联网和数字经济的行动。
