改革开放以来，我国公路建设快速稳定地发展，公路事业已成为国民经济发展中一

个重要的支柱型产业。

尽管如此，公路养护事业一直处在计划经济的体制之下停滞不前，养护生产效益低，资金使用效率差，在市场经济环境中，养护管理运行机制缺乏生机和活力，严重阻碍了公路事业的进一步发展。

伴随我国政治经济体制改革的不断深入，公路养护管理进行市场化改革，并能与社会主义市场经济平稳顺利地接轨已成为必然要求。

公路养护的运行机制改革最初开始于上世纪90年代中期，当时，全国各地的公路部门展开积极探索，努力寻求公路养护管理的新模式。

时至今日，改革取得了一些成效，但仍然存在很多问题，特别在目前形势下，养护体制改革面临着一些深层次的阻碍，一直无法突破。

如何客观总结之前改革的经验和教训，进一步探索深化改革的途径以及对策措施，在新形势下坚定改革的步伐，加大推进改革的力度，是公路行业所面临的重要课题，也正是本论文的研究重点。

文章从以下几个方面展开研究：

第一，对国内外公路养护模式进行了回顾；第二，阐述了东莞公路养护管理模式演变历程，并从组织结构、资金运行机制和监督考评体系

三个方面分析了东莞公路养护管理模式现状；第三，对东莞公路市场化改革的环境进行

了SWOT分析，并指出存在的主要问题是养护市场主体不足、资金来源渠道狭窄，财政支持不足、人员进出难以解决、深化改革涉及很多问题等；第四，针对东莞养护模式现状存在的问题，以及在市场化改革中遇到的种种困难，本文提出了实施东莞国省道公路养护市场化改革的对策建议和具体推进措施。

文章认为，根据东莞的实际情况，公路改建、大中修、危桥改造等工程的养护市场化条件比较成熟，进入养护市场进行招投标是完全可行的，至于小修保养工程的市场化改革应该分步骤、分情况来实施：

对小维修工程可以完全按照市场化模式实行公开招标，而对于日常养护项目则实行适度的市场保护，形成内部招标运行模式，让养护企业有成长壮大的空间。

SinceChina’sreformandopeningup,thehighwayindustryinChinahasachievedconsiderabledevelopment.Withitsrolebeingmoreandmoreimportant,ithasbecomeasignificantpillar-typeindustryinournationaleconomicdevelopment.Overtheyears,highwaymaintenancehasbeenstagnatedundertheplannedeconomicsystemthattheproductionefficiencyandcapitalusageefficiencyinmaintenancearelowandtheoperatingmechanismofmaintenanceisalackofvitalityandvigor,whicharenotsuitabletotherequirementsofdevelopmentofmarketeconomyandseriouslyrestrictedtothehealthydevelopmentofhighwayinourcountry.Alongwiththefurtherreformofthepoliticalandeconomicsystem,themarketreformofhighwaymaintenancehasbeentheinevitabledemandtomakeitadapttothemarketeconomy.

Theoperatingmechanismreformofhighwaymaintenancestartedinthemiddleof1990s,sincewhenhighwaytransportationagenciesineachpartofChinahavebeenonthewayofexploration.Overthepastdecades,wehaverealizedachievementsinreformbutstillthereexistedsomeproblemsinevitably.Especiallyinthecurrentsituation,theoperatingmechanismreformofhighwaymaintenanceisstillfacedwithsomedeep-seatedbarriers.Howtoobjectivelysumuptheexperienceanddrawlessonsfromthereforminthepastyearstoexploreapproachesandcountermeasuresforfurtherreformandtakeactiveandsteadystepstopushreformisstillanimportanttaskthatournationalhighwayindustryisfacedwith.Thisisalsothefocusofresearchinthispaper.

Thepaperstartedtostudyfromthefollowingaspects:

Firstly,reviewedtheroad

maintenancemodeathomeandabroad.Secondly,elaboratedevolutionofmanagementmodeofDongguanroadmaintenance,currentsituationsofwhichareanalyzedfromthreeaspects,organizationstructure,fundingoperatingmechanismandsupervisionandevaluationsystem.Thirdly,SWOTanalysisonenvironmentofmarket-orientedreformsofDongguanroadandthemainproblemsarepointedout,suchasnotstandardmaintenancemarket,narrowchannelsoffundingsources,insufficientfinancialsupport,difficultyinpersonnelaccess,manyproblemsinvolvedindeepeningreform.Fourthly,aimingatexistingproblemsofDongguanmaintenancemodeandallkindsofdifficultiesinmarket-orientedreform,thepaperhasputforwardsomesuggestionsonthecountermeasuresandspecificimplementationmeasuresofmarket-orientedreformofnationalandprovincialroadmaintenanceinDongguan.AccordingtopracticalsituationofDongguan,thepaperbelievesthathighwayreconstruction,medium

andlargerepairandtransformationofbridgesindangerhavecomparativematurityofmaintenancemarketizingconditions,whichisfeasibletobidinmaintenancemarket.Marketizationreformofminorrepairmaintenanceengineeringshouldbecarriedoutonthebasisofdifferentstepsandsituations.Minormaintenanceengineeringimplementstheopentenderingaccordingtomarketizationmode.Routinemaintenanceprojectsshouldimplementmoderatemarketprotection.Operatingmodeofinternaltendercameintobeing,whichcangivethemaintenanceenterprisesthespacestogrowinstrength.
