WhenDr.WuarrivedinHarbinonChristmasEve,1910,hecarriedlittleinthewayofmedicalinstrumentsandhadonlyoneassistant.OneofWu’sfirstactsuponarrivalwastosetupspecialquarantine(隔离)unitsandtoorderlockdownstostopinfectedpersonsfromtravelingandspreadingthedisease.Hehadteamscheckhouseholdsforpossiblecases,andevenmanagedtoconvinceauthoritiestocompletelyclosetherailwaysintheearlyweeksof1911.OfparticularconcernwastheupcomingChineseNewYearholiday,whichhadbecomeagreatannualmigrationofpeopletravelingacrossthecountrytoseetheirfamilies.

ThankstoDr.Wu’sefforts,thenumberofvictimsbegantodiedown,andbyMarch1,1911,theepidemicwasfullycontained.Thepneumonicplagueoutbreakof1910-1911lastednearlyfourmonths,affectedfiveprovincesandsixmajorcities,andaccountedforover60,000deaths.ItisclearthatwithoutthebraveanddecisiveactionstakenbyDr.Wuitcouldhavebeenmuchworse.Hadtheepidemicgoneunchecked,allowingholidayrailpassengerstospreadthediseasetotherestofChinacouldhavemeantacatastrophiclossoflifeandpossiblyaglobalhealthcrisis.

Butthewhiteswerestrongerandcleverer.SlowlytheypushedtheIndiansintothosepartsofthecontinentthatthewhitesdidn’twant—thepartswhereitwastoocoldortoodryortoomountainoustolivecomfortably.By1875theIndianswerelivinginspecialplacescalled“reservations”.Butevenherethewhitestooklandfromman,perhapsthewhiteswantedthewood,orperhapsthelandhadimportantmineralsinit,ortheyevenwantedtomakenationalparksthere.SoevenontheirreservationstheIndianswerenotsafefromthewhites.
