U.S.-ChinaJointStatement
1. AttheinvitationofPresidentBarackObamaoftheUnitedStatesofAmerica,PresidentHuJintaoofthePeople’sRepublicofChinaispayingastatevisittotheUnitedStatesofAmericafromJanuary18-21,2011. Duringhisvisit,PresidentHumetwithVicePresidentJosephBiden,willmeetwithU.S.Congressionalleadership,andwillvisitChicago.
2. ThetwoPresidentsreviewedtheprogressmadeintherelationshipsincePresidentObama’sNovember2009StateVisittoChinaandreaffirmedtheircommitmenttobuildingapositive,cooperative,andcomprehensiveU.S.-Chinarelationshipforthe21st century,whichservestheinterestsoftheAmericanandChinesepeoplesandoftheglobalcommunity. ThetwosidesreaffirmedthatthethreeJointCommuniquésissuedbytheUnitedStatesandChinalaidthepoliticalfoundationfortherelationshipandwillcontinuetoguidethedevelopmentofU.S.-Chinarelations. Thetwosidesreaffirmedrespectforeachother’ssovereigntyandterritorialintegrity. ThePresidentsfurtherreaffirmedtheircommitmenttotheNovember2009U.S.-ChinaJointStatement.
3. TheUnitedStatesandChinacommittedtoworktogethertobuildacooperativepartnershipbasedonmutualrespectandmutualbenefitinordertopromotethecommoninterestsofbothcountriesandtoaddressthe21stcentury'sopportunitiesandchallenges. TheUnitedStatesandChinaareactivelycooperatingonawiderangeofsecurity,economic,social,energy,andenvironmentalissueswhichrequiredeeperbilateralengagementandcoordination. Thetwoleadersagreedthatbroaderanddeepercollaborationwithinternationalpartnersandinstitutionsisrequiredtodevelopandimplementsustainablesolutionsandtopromotepeace,stability,prosperity,andthewell-beingofpeoplesthroughouttheworld.

4. Recognizingtheimportanceofthecommonchallengesthattheyfacetogether,theUnitedStatesandChinadecidedtocontinueworkingtowardapartnershipthatadvancescommoninterests,addressessharedconcerns,andhighlightsinternationalresponsibilities. ThetwoleadersrecognizethattherelationshipbetweentheUnitedStatesandChinaisbothvitalandcomplex. TheUnitedStatesandChinahavesetanexampleofpositiveandcooperativerelationsbetweencountries,despitedifferentpoliticalsystems,historicalandculturalbackgrounds,andlevelsofeconomicdevelopment. Thetwosidesagreedtoworkfurthertonurtureanddeepenbilateralstrategictrusttoenhancetheirrelations. Theyreiteratedtheimportanceofdeepeningdialogueaimedatexpandingpracticalcooperationandaffirmedtheneedtoworktogethertoaddressareasofdisagreement,expandcommonground,andstrengthencoordinationonarangeofissues.
5.TheUnitedStatesreiteratedthatitwelcomesastrong,prosperous,andsuccessfulChinathatplaysagreaterroleinworldaffairs. ChinawelcomestheUnitedStatesasanAsia-Pacificnationthatcontributestopeace,stabilityandprosperityintheregion. Workingtogether,bothleaderssupporteffortstobuildamorestable,peaceful,andprosperousAsia-Pacificregionforthe21stcentury.
6. BothsidesunderscoredtheimportanceoftheTaiwanissueinU.S.-Chinarelations. TheChinesesideemphasizedthattheTaiwanissueconcernsChina’ssovereigntyandterritorialintegrity,andexpressedthehopethattheU.S.sidewillhonoritsrelevantcommitmentsandappreciateandsupporttheChineseside’spositiononthisissue. TheU.S.sidestatedthattheUnitedStatesfollowsitsoneChinapolicyandabidesbytheprinciplesofthethreeU.S.-ChinaJointCommuniqués. TheUnitedStatesapplaudedtheEconomicCooperationFrameworkAgreementbetweenthetwosidesoftheTaiwanStraitandwelcomedthenewlinesofcommunicationsdevelopingbetweenthem. TheUnitedStatessupportsthepeacefuldevelopmentofrelationsacrosstheTaiwanStraitandlooksforwardtoeffortsbybothsidestoincreasedialoguesandinteractionsineconomic,political,andotherfields,andtodevelopmorepositiveandstablecross-Straitrelations.
7. TheUnitedStatesandChinareiteratedtheircommitmenttothepromotionandprotectionofhumanrights,evenastheycontinuetohavesignificantdifferencesontheseissues. TheUnitedStatesstressedthatthepromotionofhumanrightsanddemocracyisanimportantpartofitsforeignpolicy. Chinastressedthatthereshouldbenointerferenceinanycountry’sinternalaffairs.TheUnitedStatesandChinaunderscoredthateachcountryanditspeoplehavetherighttochoosetheirownpath,andallcountriesshouldrespecteachother'schoiceofadevelopmentmodel. Addressingdifferencesonhumanrightsinaspiritofequalityandmutualrespect,aswellaspromotingandprotectinghumanrightsconsistentwithinternationalinstruments,thetwosidesagreedtoholdthenextroundoftheU.S.-ChinaHumanRightsDialoguebeforethethirdroundoftheStrategicandEconomicDialogue(S&ED).
8. TheUnitedStatesandChinaagreedtoholdthenextroundoftheresumedLegalExpertsDialoguebeforethenextHumanRightsDialogueconvenes. TheUnitedStatesandChinafurtheragreedtostrengthencooperationinthefieldoflawandexchangesontheruleoflaw. TheUnitedStatesandChinaareactivelyexploringexchangesanddiscussionsontheincreasingroleofwomeninsociety.
9. TheUnitedStatesandChinaaffirmedthatahealthy,stable,andreliablemilitary-to-militaryrelationshipisanessentialpartofPresidentObama’sandPresidentHu’ssharedvisionforapositive,cooperative,andcomprehensiveU.S.-Chinarelationship. Bothsidesagreedontheneedforenhancedandsubstantivedialogueandcommunicationatalllevels:
toreducemisunderstanding,misperception,andmiscalculation;tofostergreaterunderstandingandexpandmutualinterest;andtopromotethehealthy,stable,andreliabledevelopmentofthemilitary-to-militaryrelationship. BothsidesnotedthesuccessfulvisitofSecretaryofDefenseRobertGatestoChinaearlierthismonth,andthattheUnitedStateswelcomesChiefofthePLAGeneralStaffGeneralChenBingdetotheUnitedStatesinthefirsthalfof2011. BothsidesreaffirmedthattheDefenseConsultativeTalks,theDefensePolicyCoordinationTalks,andtheMilitaryMaritimeConsultativeAgreementwillremainimportantchannelsofcommunicationinthefuture. Bothsideswillworktoexecutethesevenpriorityareasfordevelopingmilitary-to-militaryrelationsasagreedtobySecretaryGatesandGeneralXuCaihou,ViceChairmanoftheCentralMilitaryCommissioninOctober2009.
10. TheUnitedStatesandChinaagreedtotakespecificactionstodeependialogueandexchangesinthefieldofspace. TheUnitedStatesinvitedaChinesedelegationtovisitNASAheadquartersandotherappropriateNASAfacilitiesin2011toreciprocatefortheproductivevisitoftheU.S.NASAAdministratortoChinain2010. Thetwosidesagreedtocontinuediscussionsonopportunitiesforpracticalfuturecooperationinthespacearena,basedonprinciplesoftransparency,reciprocity,andmutualbenefit.
11. TheUnitedStatesandChinaacknowledgedtheaccomplishmentsunderthebilateralAgreementonCooperationinScienceandTechnology,oneofthelongest-standingbilateralagreementsbetweenthetwocountries,andwelcomedthesigningofitsextension. TheUnitedStatesandChinawillcontinuetocooperateinsuchdiverseareasasagriculture,health,energy,environment,fisheries,studentexchanges,andtechnologicalinnovationinordertoadvancemutualwell-being.
12. TheUnitedStatesandChinawelcomedprogressbytheU.S.-ChinaJointLiaisonGrouponLawEnforcementCooperation(JLG)tostrengthenlawenforcementcooperationacrossarangeofissues,includingcounterterrorism. TheUnitedStatesandChinaalsoagreedtoenhancejointeffortstocombatcorruptionthroughbilateralandothermeans.
PromotingHigh-LevelExchanges
13. Thetwosidesagreedthathigh-levelexchangesareindispensabletostrongU.S.-Chinarelations,andthatclose,frequent,andin-depthdialogueisimportanttoadvancebilateralrelationsandinternationalpeaceanddevelopment. Inthisspirit,bothPresidentslookforwardtomeetingagaininthecomingyear,includinginthestateofHawaiifortheU.S.-hosted2011Asia-PacificEconomicCooperation(APEC)Leaders’meeting. ChinawelcomedVicePresidentBidenforavisitin2011. TheUnitedStateswelcomedasubsequentvisitbyVicePresidentXiJinping.
14. ThetwosidespraisedtheS&EDasakeymechanismforcoordinationbetweenthetwogovernments,andagreedtoholdthethirdroundoftheS&EDinWashington,D.C.,inMay2011. TheS&EDhasplayedanimportantroleinhelpingbuildtrustandconfidencebetweenthetwocountries. ThetwosidesalsoagreedtoholdthesecondmeetingoftheHigh-LevelConsultationonPeople-to-PeopleExchangeintheUnitedStatesinthespringof2011,andthe22ndmeetingoftheU.S.-ChinaJointCommissiononCommerceandTrade(JCCT)inChinainthesecondhalfof2011. Thetwosidesagreedtomaintainclosecommunicationbetweentheforeignministersofthetwocountriesthroughmutualvisits,meetings,andothermeans.
15. Thetwosidesemphasizedtheimportanceofcontinuedinteractionbetweentheirlegislatures,includinginstitutionalizedexchangesbetweentheNationalPeople’sCongressofChinaandtheU.S.SenateandHouseofRepresentatives.
