DuringWorldWarⅡ,thenumberofschoolmealsdeclined.Soin1946,CongresspassedtheNationalSchoolLunchAct.Itsaidthehealthofthenation’schildrenwasamatterof“nationalsecurity”.Theactmadesureofaidtostatesfor“providinganadequatesupplyoffood.”

In1966,milkandbreakfastprogramswereadded.Butin1981,thegovernmentcutlunchspendingby$1.5billion.Gradually,profit-basedbusinessesbecamemoreinvolvedinprovidingschoolmeals.
