”Thiscomment(评论)wasmadebyaCubanteenagegirl.Shewasattendingahugeprotest(抗议)inHavana,Cuba,againstAmericanimmigrationlawslastTuesday.

Tensofthousandsofpeople,includingCuba’sPresident,FidelCastro,tookpartintheprotesttoremember30missingCubans,including13children.TheirboatwaslostintheFloridaStraitsaftersettingoutfromCubaonNovember17.Itisoneoftheworstaccidentsinvolving(牵扯到)Cubansbeingsmuggled(偷渡)intotheUS.Fourteenpeoplediedinthesinkingofasmuggler’sboatin1998,andabout40peoplediedin1994whenatugboatsanknearHavana.Castrobelievesthatthe“CubanAdjustmentAct”isresponsibleforthe30peopledisappearing.

This1996lawgivesspecialallowancestoCubanimmigrantswhoreachUSlandbywhatevermeans.Itgivesthemresident’sstatus(居民身份)andchancestowork.ItisverydifferentfromtheUSpolicytoimmigrantsfromothercountries.Becauseitencouragesillegalimmigrationandthesetypesofaccidents,somecalledit“themurderouslaw”.

TheUSusestheso-called“dryfoot,wetfoot”rule.ThosefoundatseaaresentbacktoCuba.ButthosewhosetfootonUSsoilaregenerallyallowedtostay.CastrosaidthatthelawencouragesCubanstoundertakedangerousseajourneyswiththehopeoflivingintheUS.
