2ResponsibilitiesofProjectManagement项目管理人员职责项目管理人员职责2.1ProjectManager项目经理项目经理Mainresponsibilitiesofprojectmanager:

Tocarryoutthecontractonbehalfofthecompany,organizeandcoordinateallpartiestorealizetheoverallobjectiveoftheproject,controlcostsandensurethetimelimitandquality.项目经理的主要职责：

代表公司履行合约，组织并协调各方实现工程项目的总目标，控制成本，保证工期和质量。

（1）Todeterminethecompositionofprojectmanagementorganizationandstaffing,clearresponsibilitiesofrelevantpersonnel.确定项目管理组织机构的构成并配备人员，明确有关人员的职责。

（2）Superviseandcheckforschedule,quality,safetyetc.对工程的进度、质量、安全等实施监督、考核。

（3）Presideimportantmeetingsduringimplementationoftheproject,MakeworksummaryeveryweekandreporttoOasysandWoteer.主持项目实施中的重要会议，进行每周工作总结汇报。

（4）Makeeffectivecontrolontheprojectprogress,schedule,costsandquality,tofindoutproblemsandsolvedthemtimely.对项目进度、工期、成本费用支出、质量进行有效控制，发现问题，及时处理解决。

（5）Maketheinspectionplanandpreparedocuments.Notifytheinspectorsinadvance.制定检查方案，准备相关资料并提前通知检查人员。

2.2TechnicalLeader技术负责人技术负责人Toberesponsibleforprojecttechnicalmanage,andimplementofrelevanttechnicalstandards,specificationsetc.负责项目工程技术管理工作，负责执行相关技术标准、规范等工作。

（1）Takechargeoftheprojectdesignpurposeexplanationanddrawingsreview.主持工程项目的设计交底、图纸会审工作。

（2）Responsiblefororganizingthequalityinspectionwork,andparticipateinqualityassessment,qualityincidenthandlingandsoon.负责组织质量检查工作，参加质量评定、质量事故的处理等工作。

（3）Responsiblefororganizingtocountercheckengineeringsurveywork,preparingrawmaterialsandsemi-finishedproductsinspection,appraisal,measurement.负责组织复查工程测量工作，组织原材料、半成品的检验、鉴定工作以及计量工作。

（4）Instructfileclerktomakeidentificationofdrawingchangetimelyandcorrectly.指导资料管理员及时、准确地做好图纸变更标识。

（5）Checktheimplementingstatusofprojectprogressschedule,adjusttheschemeoflaborandmaterialsdeliveredintothesiteaswellaspushtheprojectprogresscompletedonschedule.检查进度计划的落实情况，及时调整劳动力和材料进场计划，积极推进工程进度计划的按期完成。

2.3ProductionManager生产经理生产经理

（1）Beresponsibleforimplementingthequalityplanandconstructionorganizationplan,formulatingmanufactureproductionplan.负责贯彻项目质量计划和施工组织设计，制定制造计划和方案。

（2）Toparticipateindrawingreview,andresponsibleforconstructionaccordingtothedrawings.Ensurealltheconstructionmethodaccordingtorelevantstandards.参加图纸会审，并负责按图施工，确保所有施工方法均按国家相关标准或规范来执行。

（3）Preparematerialuseplan,helpmaterialclerktocheckandinspectmaterials,ensureprojectprogressandquality.编制材料需用计划，协助材料员做好物资的检验工作，确保工程进度及工程质量。

（4）Controlthequalityduringentireconstructionprocess,organizeself-checks,beinvolvedindefectiveworkscheckup,carriesoutthecorrectionmeasure.对施工全过程的质量实施控制，组织自检，参与不合格品评审，落实纠正措施。

2.4QualityManager质量经理质量经理

（1）Strictlycarryoutacceptancestandard,qualityinspectionandacceptancecriterion,implementqualitysurveillanceandcontroltoentireprocessofconstruction.严格执行工程验收规范、质量验评标准、对施工全过程实施质量监督控制。

（2）Monitortheinspectionandacceptanceworkofrawmaterials,semi-finishedproducts,reallyholdthepassofmaterialqualityandacceptance.监督原材料、半成品的检查验收工作，切实把好材料质量验收关。

（3）Therejectshouldbepromptlyidentified,isolated,proposedsubstandardgoods,ifnecessary,issueadefectlist,andverifythequalityafterrenovation对不合格品应及时进行标识、隔离、提出不合格品、必要时下达“整改通知单”，并对整改后质量进行验证。

（4）Participateinthequalityinspectionandevaluation,beresponsibleforthequalityassessmentofdivisionalwork.参加工程质量的验评，负责各分部分项工作的质量核定。

（5）Monitortheuseofmeasuringinstrumentstoensurethevalidityoftestresults.监督计量器具的使用，确保检测结果的有效性。

（6）Recordthequalityrecords,andfeedbackqualityinformationtimely.作好质量记录，及时反馈质量信息。

2.5PurchaseManager采购经理采购经理

（1）Beresponsibleforequipmentandmaterialpurchase,confirmthedeliverytimeregularly,ensurealltheequipmentsandmaterialsdeliveryaccordingtopurchaseschedule.负责项目所需材料的采购，并定期跟踪确定材料的供货期，保证所有材料及设备按计划交付。

（2）Helpprojectmanagertosetupmaterialprocurement,acceptance,storageandissuemanagementteam.负责协助项目经理组建设备和材料的采购、接受、储存、发放管理团队；（3）Supply,allocate,integrateandmaintainqualifiedresourcesasperrequirementsofmanufactureproductionplan.按照加工制造计划要求负责供应、调集、整合、维护施工所需合格资源；（4）Sortout,inspectprojectresourcesandensureconstructioncostisundercontrol.负责定期清理及核对施工所需材料，确保施工成本处于受控状态。

（5）Collectandsortoutqualitycertificatefilesofconstructionmaterialsandsubmittoprojectmanagerforfiling.负责材料的所有质量证明文件的整理和存档，并将所有这些文件交给项目经理汇总成档。

本工程所用材料供货商均需由公司评定，评定合格方可采购。

任何人不得擅自到市场去随意采购。

Signtheprocurementcontractwiththeapprovedsupplier.Theprocurementpersonnelwillberesponsibleforthepurchaseunderthecontractandtheschedule.选定合格供货商，签订采购合同。

采购员凭计划、合同进行采购。

Uponthedeliveryofthematerialonthesite,inspectionwillbecarriedoutbythematerialsupplydepartment,qualityinspectiondepartmentandwarehousetogether.材料入库时，由采购人员会同质检员和收料员（保管员）共同进行检验。

Thepurchasedmaterialwillbeputintouseorstorageonlyaftertheapprovaloftheinspection.Thematerialshouldbestored,maintainedaccordingtothedifferentcategory.Providematerialcode.采购物资经检验合格后，方可入库或投入使用，并由采购人员办理入库手续，入库的物资必须分类贮存、保管、保养并有标识。

2MaterialHandling材料管理材料管理2.1ReceivingandInspectionPlan材料接受与检查方案材料接受与检查方案PreparationformaterialreceivingandInspectionwillbemadeaheadofscheduleasperrequirementandprocess,firsttocheckifthequalitydocumentisconformedwiththedesignandstipulationofcontract.严格按照公司的要求和材料接收与检验流程，提前做好报验前的准备，首先检查材料的质量证明文件是否符合该项目设计与合同规定的要求.Thencheckifthesize,specification,color,appearanceandthicknessarequalified.Sub-qualifiedproductshouldnotbeuseinmanufacture.然后要检查材料的规格、数量、颜色、外观及厚度是否符合要求，不合格的不能入场。

2.2WarehouseManagementPlan仓库管理计划仓库管理计划Commissionerwillbesentforthemanagementofallmaterialsenteredinthesite.设专人对进场材料进行管理Materialclerkwillmakerecordandidentificationforthespecification,functionandusageofallmaterialssothattoreleasethemforconstruction.进场材料有专人按规格、性能、用途做好记录与标识。

Recordthematerialusageandstatisticsforremainingmaterials.做好进场材料使用记录，以及剩余材料的统计。

Informprojectmanagertimelyifthematerialstorageisshortage.Projectmanagershouldarrangetopurchaseimmediately.剩余材料不足时，应及时通知项目经理，项目经理立即安排采购。

2.3Placement放置放置Thematerialsonsitemustbestoredaccordingtodifferentsituationsofstandard,material,notyettested,qualified,pending,andnotqualified.现场材料堆放必须按不同规格、材质、未检、合格、待判和不合格等分别进行标识和摆放。

3MaterialIdentificationandTraceability材料标识和可追溯性材料标识和可追溯性Allmaterialsshouldbemarkedandrecordedbeforestorage,incasetotracingthesource.所有采购的原材料和设备入库时应做好标识和记录，以便于使用时可追溯其来源。

IVQualityPlanning质量策划质量策划1ConstructionContractExplanations施工合同交底施工合同交底Projectmanagerisresponsibleforcarryingontelltheprojectteamtherealintentionsofthecontract.Besidescontractrequirement,Applicablestandards,theclientsexpectation,contractevaluation,commitmentstoclientpledgedbycompany,managementobjectivesoftheproject,theresourcesthatthecompany,ferforprojectmanagementdepartmentandothercontentsshouldbeexplicateindetail.项目经理负责对项目进行合同交底。

交底时，除合同要求外，还应详细说明下列情况：

适用的法律法规要求、顾客的期望、合同评审情况、公司对顾客的承诺、项目管理目标、公司为项目经理部提供的资源情况、其他内容等。

Recordofconstructioncontractexplanationshouldbemade,projectmanagershouldkeeptherecordofconstructioncontractexplanation.合同交底应填写施工合同交底记录。

项目经理应保存施工合同交底记录。

Whenprojectcommence,theprojectmanagementshouldwriteWorksCommencementReport,submittedtotechnicalleader,purchasemanager,productionmanagerandQCleader.Thentheprojectregardedstartingformally.Atthesametime,eachdepartmentstarttoworkonschedule.项目开工时，项目经理部及时填写好工程开工报告，并分别上报技术经理、采购经理、生产经理、质检主管，以视为项目正式开工。

同时，各部门开始按计划展开工作。

2QualityPre-control质量预控质量预控2.1Siteadmissioneducation入场教育入场教育ProjectmanagementdepartmentshouldcarryontheadmissioneducationtothenewcomingconstructorsandfillsinProjectManagementAdmissionEducationDatasheet.Theadmissioneducationshouldincludequalityrequirements,environmentandsafety.项目经理部应对新入场的工人进行入场教育，并填写项目经理部入场教育记录表。

入场教育应包括质量、环境及安全方面的要求。

Admissioneducationonqualityincludingthefollowing:

质量方面的入场教育内容包括如下：

（1）Qualityrequirements,checkingandevaluatingnorm.质量要求及质量验评标准；

（2）Mainconstructionspecificationandtechnicalmeasures.主要的施工规范和技术措施（3）Qualitymanagementsystem.质量管理制度（4）Reasonableselectionofmaterialandconstructiontolls.合理选择材料，合理使用施工机具。

2.2Technicalpreparation技术准备技术准备

（1）Realintentionofdesignexplanation设计交底Beforeworkcommencement,theprojectleadershouldexplaintherealintentionofdesigntoprojectdepartment,andfillsinDesignintentionexplanationrecord,inordertoclearthenecessarymaterials,technology,craftandequipments.开工前，项目技术负责人依据工程实际情况对项目经理部进行设计交底，并填写设计交底记录，
