GoodeveningfromHofstraUniversityinHempstead,NewYork.I'mCandyCrowleyfromCNN'sStateoftheUnion.Wearehereforthesecondpresidentialdebate,atownhallsponsoredbytheCommissiononPresidentialDebates.
TheGallupOrganizationchose82uncommittedvotersfromtheNewYorkarea.Theirquestionswilldrivethenight.Mygoalistogivetheconversationdirectionandtoensurequestionsgetanswered.
Thequestionsareknowntomeandmyteamonly.Neitherthecommissionnorthecandidateshaveseenthem.Ihopetogettoasmanyquestionsaspossible.AndbecauseIamtheoptimisticsort,I'msurethecandidateswillobligebykeepingtheiranswersconciseandonpoint.Eachcandidatehasasmuchastwominutestorespondtoacommonquestion,andtherewillbeatwo-minutefollow-up.
Theaudiencehereinthehallhasagreedtobepoliteandattentive;nocheeringorbooingoroutburstsofanysort.WewillsetasidethatagreementjustthisoncetowelcomePresidentBarackObamaandGovernorMittRomney.(Cheers,sustainedapplause.)
Gentlemen,thankyoubothforjoiningusheretonight.Wehavealotoffolkswho'vebeenwaitingalldaytotalktoyou,soIwanttogetrighttoit.GovernorRomney,asyouknow,youwonthecointoss,sothefirstquestionwillgotoyou.AndIwanttoturntoafirst-timevoter,JeremyEpstein,whohasaquestionforyou.

Mr.President,GovernorRomney,asa20-year-oldcollegestudent,allIhearfromprofessors,neighborsandothersisthatwhenIgraduate,Iwillhavelittlechancetogetemployment.Can—whatcanyousaytoreassureme,butmoreimportantlymyparents,thatIwillbeabletosufficientlysupportmyselfafterIgraduate?
MITTROMNEY:
Thankyou,Jeremy.Iappreciateyour—yourquestion,and—andthankyouforbeingherethisevening.AndtoallofthosefromNassauCountyherethathavecome,thankyouforyourtime.ThankyoutoHofstraUniversityandtoCandyCrowleyfororganizingandleadingthis—thisevent.Thankyou,Mr.President,alsoforbeingpartofthis—thisdebate.
Yoursquestion—yourquestionisonethat'sbeingaskedbycollegekidsalloverthiscountry.
IwasinPennsylvaniawithsomeonewho'djustgraduated.ThiswasinPhiladelphia,andshesaid,I—I—Igotmydegree.Ican'tfindajob.I'vegotthreepart-timejobs.They'rejustbarelyenoughtopayformyfoodandpayforanapartment.Ican'tbegintopaybackmystudentloans.
Sowhatwehavetodoistwothings:
wehavetomakesurethatwemakeiteasierforkidstoaffordcollegeandalsomakesurethatwhentheygetoutofcollege,there'sajob.WhenIwasgovernorofMassachusetts,togetahighschooldegree,youhadtopassanexam.Ifyougraduatedinthetopquarterofyourclass,wegaveyouaJohnandAbigailAdamsScholarship,fouryearstuition-freetothecollegeofyourchoiceinMassachusetts.It'sapublicinstitution.IwanttomakesurewekeepourPell—PellGrantprogramgrowing.We'realsogoingtohaveourloanprogramsothatpeopleareabletoaffordschool.
Butthekeythingistomakesureyoucangetajobwhenyougetoutofschool.Andwhat'shappenedoverthelastfouryearshasbeenvery,veryhardforAmerica'syoungpeople.Iwantyoutobeabletogetajob.Iknowwhatittakestogetthiseconomygoing.Withhalfofcollegekidsgraduatingthisyearwithoutacollege—orexcuseme,withoutajobandwithoutacollege-leveljob,that'sjustunacceptable.Andlikewise,yougotmoreandmoredebtonyourback.Somoredebtandlessjobs.
I'mgoingtochangethat.Iknowwhatittakestocreategoodjobsagain.Iknowwhatittakestomakesurethatyouhavethekindofopportunityyoudeserve.Andkidsacrossthiscountryaregoingtorecognizewe'rebringingbackaneconomy.It'snotgoingtobelikethelastfouryears.Themiddleclasshasbeencrushedoverthelastfouryears,andjobshavebeentooscarce.Iknowwhatittakestobringthemback,andI'mgoingtodothatandmakesurewhenyougraduate—whendoyougraduate?

Mr.President.
PRESIDENTBARACKOBAMA:
Jeremy,firstofall,yourfutureisbright,andthefactthatyou'remakinginvestmentinhighereducationiscritical,notjusttoyoubuttotheentirenation.
Now,themostimportantthingwecandoistomakesurethatwearecreatingjobsinthiscountry,butnotjustjobs,good-payingjobs,onesthatcansupportafamily.AndwhatIwanttodoisbuildonthe5millionjobsthatwe'vecreatedoverthelast30monthsintheprivatesectoralone.Andthereareabunchofthingsthatwecandotomakesureyourfutureisbright.
Numberone,Iwanttobuildmanufacturingjobsinthiscountryagain.Youknow,whenGovernorRomneysaidweshouldletDetroitgobankrupt,Isaid,we'regoingtobetonAmericanworkersandtheAmericanautoindustry,andit'scomesurgingback.Iwanttodothatinindustries,notjustinDetroitbutallacrossthecountry.Andthatmeanswechangeourtaxcodesowe'regivingincentivestocompaniesthatareinvestinghereintheUnitedStatesandcreatingjobshere.Italsomeanswe'rehelpingthemandsmallbusinessestoexportallaroundtheworldinnewmarkets.
Numbertwo,we'vegottomakesurethatwehavethebesteducationsystemintheworld.Andthefactthatyou'regoingtocollegeisgreat,butIwanteverybodytogetagreateducation.Andweworkedhardtomakesurethatstudentloansareavailableforfolkslikeyou,butIalsowanttomakesurethatcommunitycollegesareofferingslotsforworkerstogetretrainedforthejobsthatareoutthererightnowandthejobsofthefuture.
Numberthree,we'vegottocontrolourownenergy,youknow,notonlyoilandnaturalgas,whichwe'vebeeninvestingin,butalsowe'vegottomakesurewe'rebuildingtheenergysourcesofthefuture,notjustthinkingaboutnextyear,but10yearsfromnow,20yearsfromnow.That'swhywe'veinvestedinsolarandwindandbiofuels,energy-efficientcars.
We'vegottoreduceourdeficit,butwe'vegottodoitinabalancedway—askingthewealthytopayalittlebitmore,alongwithcuts,sothatwecaninvestineducationlikeyours.Andlet'stakethemoneythatwe'vebeenspendingonwaroverthelastdecadetorebuildAmerica—roads,bridges,schools.Ifwedothosethings,notonlyisyourfuturegoingtobebright,butAmerica'sfuture'sgoingtobebrightaswell.
MS.CROWLEY:
Letmeaskyouforamoreimmediateanswer,beginningwithMr.Romley(sic).
Justquickly,whatcanyoudo—we'relookingatasituationwhere40percentoftheunemployedhavebeenunemployedforsixmonthsormore.Theydon'thavethetwoyearsthatJeremyhas.Whataboutthoselong-termunemployedwhoneedajobrightnow?
MR.ROMNEY:
Well,whatyou'reseeinginthiscountryis23millionpeoplestrugglingtofindajob,andalotofthem,asyousay,Candy,havebeenoutofworkforalong,long,long,longtime.
Thepresident'spolicieshavebeenexercisedoverthelastfouryears,andtheyhaven'tputAmericansbacktowork.Wehavefewerpeopleworkingtodaythanwehadwhenthepresidenttookoffice.Ifthe—theunemploymentratewas7.8percentwhenhetookoffice.It's7.8percentnow.Butifyoucalculatedthatunemploymentratetakingbackthepeoplewhodroppedoutoftheworkforce,itwouldbe10.7percent.Wehavenotmadetheprogressweneedtomaketoputpeoplebacktowork.
That'swhyIputoutafive-pointplanthatgetsAmerica12millionnewjobsinfouryearsandrisingtake-homepay.It'sgoingtohelpJeremygetajobwhenhecomesaoutofschool.It'sgoingtohelppeopleacrossthecountrythatareunemployedrightnow.
Andonethingthatthe—thepresidentsaidwhichIwanttomakesurethatweunderstand—he—hesaidthatIsaidweshouldtakeDetroitbankrupt,and—andthat'sright.Myplanwastohavethecompanygothroughbankruptcylike7-ElevendidandMacy'sand—and—andContinentalAirlinesandcomeoutstronger.And—andIknowhekeepssaying,youwantedtotakeDetroitbankrupt.Well,thepresidenttookDetroitbankrupt.YoutookGeneralMotorsbankrupt.YoutookChryslerbankrupt.SowhenyousaythatIwantedtotaketheautoindustrybankrupt,youactuallydid.And—andIthinkit'simportanttoknowthatthatwasaprocessthatwasnecessarytogetthosecompaniesbackontheirfeet,sotheycouldstarthiringmorepeople.ThatwaspreciselywhatIrecommendandultimatelywhathappened.
MS.CROWLEY:
Letme—letmegivethepresidentachance.Goahead.
PRESIDENTOBAMA:
Candy,whatGovernorRomneysaidjustisn'ttrue.Hewantedtotakethemintobankruptcywithoutprovidingthemanywaytostayopen,andwewouldhavelostamillionjobs.
Andthat—don'ttakemywordforit;taketheexecutivesatGMandChrysler,someofwhomareRepublicans,mayevensupportGovernorRomney.Butthey'lltellyouhisprescriptionwasn'tgoingtowork.
AndGovernorRomneysayshe'sgotafive-pointplan.GovernorRomneydoesn'thaveafive-pointplan;hehasaone-pointplan.Andthatplanistomakesurethatfolksatthetopplaybyadifferentsetofrules.That'sbeenhisphilosophyintheprivatesector;that'sbeenhisphilosophyasgovernor;that'sbeenhisphilosophyasapresidentialcandidate.Youcanmakealotofmoneyandpaylowertaxratesthansomebodywhomakesalotless.Youcanshipjobsoverseasandgettaxbreaksforit.Youcaninvestinacompany,bankruptit,layofftheworkers,stripawaytheirpensions,andyoustillmakemoney.
