运动型多功能汽车应该被法律禁止吗?

1995年9月3号在26号高速公路上发生了一起致命的汽车事故;一辆红色的小汽车在经过一片潮湿的人行道时失去控制而径直冲向了一辆白色雪佛兰。
剧烈的碰撞将红色小汽车直接撕成两半,由此引发的大火瞬间使两名20岁的女性居民直接命丧黄泉。
这个车子以往从未发生过这种事故。
如果是更小更传统型的雪佛兰汽车,事故结果会大不相同;根本不会有生灵在事故中丧生。
现如今,运动型多功能汽车正在成为了马路上一个巨大的隐患。
不幸的是这款车却变得越来越受欢迎。
这款车型的流行直接导致了几种的交通麻烦,究其原因就是因为其车身尺寸过大。
过高的油耗、过大的车身、比传统车型更大的危险性等因素无一不敦促运动型多功能汽车被法律禁止和监管。

运动型多功能汽车注定与环保无关。
刚开始设计的时候,它便拥有着很恐怖的油耗量。

比传统车型,运动型多功能汽车拥有相当低的节能;一般城市中一加仑汽油的行驶距离为16英里,在高速公路上为20英里;而传统车型在城市和高速公路的行驶距离大约分别为20和26英里每加仑。
相比其他车型,运动型多功能汽车因为其过度的油耗而拥有更高的排放量。
更多的排放意味着更多的类似于二氧化碳、一氧化氮的有害气体将会随着时间推移排放到大气层中,而这些有害气体对全球气候会产生很多不良影响,它们是温室效应的主要气体,或许将会成为全球变暖的主要原因。
目前人们做出很多努力去减少排放量,但也不可能在短时间内有巨大改观或者做到废气零排放。
例如,现在有许多汽车厂商尝试生产混合动力型汽车(以汽油和电力作为混合动力的汽车),这种车型不仅能显著提升行驶性能,而且可以减少废气排放量。

《京都议定书》是许多国家为减少废气排放量协商做出的另一项努力,遗憾的是
并不是所有的国家认同遵守协议书条款,比如乔治·布什在2001年三月份就拒绝了在协议书上签字。

一些人可能看到轻卡也会挡住小车视线。
但它们之间有明显的差别。
轻卡实际上有理由大个头:
有效地运送货物和材料。
而一些人买SUV无外乎就是娱乐和运送大块的物品和设备。
很多人用它干其他车能干得活。
小旅行车能送货,接孩子去运动和运输大宗商品却花很少的油钱。
SUVsarejustanoverallhugesafetyproblemontoday’sroads.TheNationalHighwayTrafficSafetyAdministration(NHTSA)isanorganizationthatdealswiththesafetyofallvehicles.Theyaretheorganizationthatgivescarssafetyratingsbetweenoneandfivestarsthatsomanypeoplearefamiliarwith.AccordingtotheNHTSAstandardpassengercarshaveanaverageofa12percentchanceofrollingover翻转wheninvolvedwithsingle-vehicleaccidents.However,SUVshavemorethantwicethechanceofrollingoverwitha28percentaveragechancewheninvolvedinsingle-vehicleaccidents(NHTSA).Thisincreasedchanceofrolloverisofgreatconcern,consideringthatrollovershaveahigherrateoffatalitiesthananyothertypeofautomobileaccident(NHTSA).TheonlypersonatanadvantagewhendrivingistheoneintheSUV;everyoneelsemustbeinconveniencedwhiletheSUVdriverrideshigh.ThisunfairadvantageisespeciallypresentwhenanSUVisinvolvedinanaccidentwithanormalsizedcar.BeingbiggerSUVshaveamuchgreatermassthansmallercars;theaverageSUVweighsabout900morepoundsthantheaveragecar(Graham).SimplephysicsshowthatthisincreasemassmeansthattheSUVwouldbeatthesmallercartoapulp纸浆.ThefactthatSUVsaretraditionallyhigheroffthegrounddoeshelpoutmucheither.Thisincreasedheightmeansthattheirbumpers保险杠actuallyridehigherthanbumpersonregularcars.Bumpersactasasortofbuffer缓冲器,butinthecaseofanSUVtheyactmoreasabatteringram攻城槌whenhittingasmallervehiclesincetheyriderightoverthesmallercar’sbumper.

当在SUV里,驾驶对仅有的一人有利:
SUV司机坐得很高,对其他人一定不便。
当一辆SUV和普通型号汽车发生事故时,这个不平等的优势尤为突出。
作为较大的SUV比较小的小汽车拥有更大的质量;SUV的平均重量比小汽车的平均质量多900磅。

如果稍微降低重力和保险杆的中心,SUVs将会成为更受欢迎的驾驶车辆。
京都议定书
人类第一部限制各国温室气体排放的国际法案,全称是《联合国气候变化框架公约的京都议定书》,由联合国气候大会于1997年12月在日本京都通过。
其目标是将大气中的温室气体含量稳定在一个适当的水平,进而防止剧烈的气候改变对人类造成伤害。
2011年12月11日,在南非举行的《联合国气候变化框架公约》第17次缔约方会议最终通过决议,建立德班增强行动平台特设工作组,决定实施《京都议定书》第二承诺期并启动绿色气候基金。
