ThisProjectQualityPlanisestablishedinaccordancewiththerequirementssetoutinBeijingUni-ConstructionCo,Ltd（BUCC）QualityManualSection4.2（QualitySystem）,clause4.2.1（d）.However,thenatureandscopeofContractST86/2000WorksaresuchthatthereisaneedtoestablishspecificProjectProceduresandsupportingdocumentationtoaddressthemanagementoftheContractWorks.Thus,thisProjectQualityPlansetsoutthebasisfortheestablishmentofsuchadocumentedsystemwhichforthemostpartisoperatedasastandalonesysteminlieuoftheOperatingProceduresestablishedandmaintainedinaccordancewithBUCC’sQualityManual.

HoweverBUCC’sOperatingProceduresinrespectofInternalQualityAudit（OP11）andCorrectiveandPreventiveAction（OP09）shallbecompliedwithduringcompletionoftheContractWorks.

1.0INTRODUCTION

1.1PurposeofProjectQualityPlan（*Seenote）

ThepurposeofthisProjectQualityPlanistosetoutthestrategyandtechniquestobeemployedtomanagetheContractWorksincludingtheestablishmentofamanagementqualitypolicystatementandqualityobjectivesforexecutionoftheContractWorks

ThePlanshallalsosetoutthebasicstructureandinteractionofthemanagementdocumentation,themanagementprocessestobecontrolledandstatetheprocedurenumber/titleormechanismbywhichthecontrolreferredshallbeachieved.

ThisProjectQualityPlanwaspreviouslycalledtheProjectManagementPolicyManual（PMPM）andassuchitmaystillbereferredtoastheProjectManagementPolicyManualinsomeofthequalitydocumentsandprocedures.Wheresuchisthecase,itcanbeinterpretedasProjectQualityPlan.

1.2ScopeofProjectQualityPlan

ThescopeoftheProjectQualityPlanisasfollows:

2.0SummaryanddetaileddescriptionofProjectQualityPlan

ThisProjectQualityPlanoutlinesthemanagementstrategyandtechniquesthattheBeijingUni-ConstructionCo,Ltd（BUCC）shallputinplacetomanagetheWorksinvolvedinthecompletionofContractservicebuildingporjecttoensurethatthemanagementobjectivesfortheWorksaremet.

TheProjectQualityPlanfortheworkscompriseseightfundamentalstepswhichare:

-

i）Establishexecutiveresponsibility,Contractqualitypolicy,objectivesandtargetsforthemanagementoftheContractWorks.

ii）EstablishaProjectOrganisationChartidentifyingtheprincipalpeopletobeemployedforthemanagementoftheContractWorks.

iii）DelegateresponsibilityfromtheProjectManagertofirsttierManagersandsubsequentlyfromfirsttiermanagerstoothermanagementstaff.

iv）FormulatethemanagementdocumentsnecessarytomanagetheWorksincludingtheiroverallstructure,hierarchyandinteraction.

v）ScheduletheemploymentofresourcesandthereafteremployresourcesasrequiredincludingSub-ContractorsandSupplierstocompletetheContractWorks.

vi）ManagetheWorksthroughtocompletion,includingmonitoringofprogress,co-ordinationandsequencingoftheWorksandtheimplementationoftherequirementsofmanagementdocumentstoensurecompliancewithbudget,quality,programme,safety,environmentandthefurtherrequirementsoftheContractSpecification.

vii）Reviewmattersarisingfromthemanagementoftheworksandtakeappropriatefollow-upactionasrequiredtoensureContractobjectivesaremet.

viii）SignoffandhandoverofcompletedworkstotheEngineerasrequired.

Note:

Sub-ContractorsshallprimarilyfollowtherequirementsoftheirownqualitymanagementsystemswhichshallbereviewedbytheContractor.Wheresuchsystemsfailtomeetanacceptablestandard,Sub-ContractorsshallbeboundtofollowtherequirementsoftheContractor’sQualityDocumentation.

2.1EstablishmentofExecutiveResponsibility,ObjectivesandTargetsforexecutionoftheContractWorks

ToinitiatetheprocessofadministrationoftheContractandmanagementofitsassociatedworks,theContractor’sManagingDirectorshallappointaProjectManagertoheadtheContractor’steamtomanagetheContractWorksandtheProjectManagershouldbeclearastohisbriefinrespectofthemanagementoftheWorks.

ContractobjectivesandtargetsbasedontheContractTendershallbereviewedandgenerallyagreedwiththeProjectManagerbeforethecommencementoftheWorks.TheProjectManagershallhavefullresponsibilityandauthoritywithinthetermsoftheContract,fortheContractWorksandisempoweredtoreceiveinstructionsfromtheEngineeronbehalfoftheContractor.HisresponsibilityfortheContractWorksincludesforthatofhealthandsafety,environment,quality,construction,engineeringandcommercialelements.

TheProjectManagershallreporttoBUCCSupervisoryBoardonamonthlybasisorotherbasisagreedwit
