ThisProjectQualityPlanisestablishedinaccordancewiththerequirementssetoutinBeijingUni-ConstructionCo,Ltd(BUCC)QualityManualSection4.2(QualitySystem),clause4.2.1(d).However,thenatureandscopeofContractST86/2000WorksaresuchthatthereisaneedtoestablishspecificProjectProceduresandsupportingdocumentationtoaddressthemanagementoftheContractWorks.Thus,thisProjectQualityPlansetsoutthebasisfortheestablishmentofsuchadocumentedsystemwhichforthemostpartisoperatedasastandalonesysteminlieuoftheOperatingProceduresestablishedandmaintainedinaccordancewithBUCC’sQualityManual.
HoweverBUCC’sOperatingProceduresinrespectofInternalQualityAudit(OP11)andCorrectiveandPreventiveAction(OP09)shallbecompliedwithduringcompletionoftheContractWorks.
1.0INTRODUCTION
1.1PurposeofProjectQualityPlan(*Seenote)
ThepurposeofthisProjectQualityPlanistosetoutthestrategyandtechniquestobeemployedtomanagetheContractWorksincludingtheestablishmentofamanagementqualitypolicystatementandqualityobjectivesforexecutionoftheContractWorks
ThePlanshallalsosetoutthebasicstructureandinteractionofthemanagementdocumentation,themanagementprocessestobecontrolledandstatetheprocedurenumber/titleormechanismbywhichthecontrolreferredshallbeachieved.

ThisProjectQualityPlanwaspreviouslycalledtheProjectManagementPolicyManual(PMPM)andassuchitmaystillbereferredtoastheProjectManagementPolicyManualinsomeofthequalitydocumentsandprocedures.Wheresuchisthecase,itcanbeinterpretedasProjectQualityPlan.
1.2ScopeofProjectQualityPlan

2.0SummaryanddetaileddescriptionofProjectQualityPlan
ThisProjectQualityPlanoutlinesthemanagementstrategyandtechniquesthattheBeijingUni-ConstructionCo,Ltd(BUCC)shallputinplacetomanagetheWorksinvolvedinthecompletionofContractservicebuildingporjecttoensurethatthemanagementobjectivesfortheWorksaremet.
TheProjectQualityPlanfortheworkscompriseseightfundamentalstepswhichare:
-
i)Establishexecutiveresponsibility,Contractqualitypolicy,objectivesandtargetsforthemanagementoftheContractWorks.
ii)EstablishaProjectOrganisationChartidentifyingtheprincipalpeopletobeemployedforthemanagementoftheContractWorks.
iii)DelegateresponsibilityfromtheProjectManagertofirsttierManagersandsubsequentlyfromfirsttiermanagerstoothermanagementstaff.
iv)FormulatethemanagementdocumentsnecessarytomanagetheWorksincludingtheiroverallstructure,hierarchyandinteraction.
v)ScheduletheemploymentofresourcesandthereafteremployresourcesasrequiredincludingSub-ContractorsandSupplierstocompletetheContractWorks.
vi)ManagetheWorksthroughtocompletion,includingmonitoringofprogress,co-ordinationandsequencingoftheWorksandtheimplementationoftherequirementsofmanagementdocumentstoensurecompliancewithbudget,quality,programme,safety,environmentandthefurtherrequirementsoftheContractSpecification.
vii)Reviewmattersarisingfromthemanagementoftheworksandtakeappropriatefollow-upactionasrequiredtoensureContractobjectivesaremet.
viii)SignoffandhandoverofcompletedworkstotheEngineerasrequired.
Note:
Sub-ContractorsshallprimarilyfollowtherequirementsoftheirownqualitymanagementsystemswhichshallbereviewedbytheContractor.Wheresuchsystemsfailtomeetanacceptablestandard,Sub-ContractorsshallbeboundtofollowtherequirementsoftheContractor’sQualityDocumentation.
2.1EstablishmentofExecutiveResponsibility,ObjectivesandTargetsforexecutionoftheContractWorks
ToinitiatetheprocessofadministrationoftheContractandmanagementofitsassociatedworks,theContractor’sManagingDirectorshallappointaProjectManagertoheadtheContractor’steamtomanagetheContractWorksandtheProjectManagershouldbeclearastohisbriefinrespectofthemanagementoftheWorks.
ContractobjectivesandtargetsbasedontheContractTendershallbereviewedandgenerallyagreedwiththeProjectManagerbeforethecommencementoftheWorks.TheProjectManagershallhavefullresponsibilityandauthoritywithinthetermsoftheContract,fortheContractWorksandisempoweredtoreceiveinstructionsfromtheEngineeronbehalfoftheContractor.HisresponsibilityfortheContractWorksincludesforthatofhealthandsafety,environment,quality,construction,engineeringandcommercialelements.
TheProjectManagershallreporttoBUCCSupervisoryBoardonamonthlybasisorotherbasisagreedwit
