Chapter1General
Article1Tosuitthedevelopmentofnationaleconomy,intensifythesafetyoperationofliquefiedgastankcars(hereinafterreferredtoastankcars)andtosecurethesafetyofpeople’slifeandproperty,thisregulationisworkedoutinaccordancewiththerelevantstipulationsoftheProvisionalRulesforSafetySupervisionofBoilerandPressureVesselsissuedbytheStateCouncil.
Article2Thisregulationappliestosteelmadetankcarsfortransportationofliquefiedgaseswithmaximumworkingpressure≥0.1Mpaanddesigntemperature≯+50℃.
Thisregulationdoesnotapplytotankcarsofwhichthetankismadeofnon-ferrousmetalornon-metalmaterial.
Thetankcarsreferredtointhisregulationmeansinglevehicletypetankcarswiththetankfixedonvehiclechassisandtankcarsofsemi-trailertype.Thetankmaybenude,withheatinsulationorheatisolation.
Article3Thedesign,manufacture,use,transportation,maintenanceandreformoftankcarsshall,apartfrommeetingthisregulation,beinconformitywithstipulationsofindustrialstandardsanddrawingsaswellasobserveStatemanagementrulesregardingautomobilesandtransportation.
Article4Fortheresearchandmanufactureoftankcars,incasethetechnicalrequirementsdonotinconformitywiththisregulation,thepilotmanufactureandmodeltestshallbemadeonthebasisofexperimentresearchandsubjecttoapprovalbythesafetysupervisionorganforboilerandpressurevesselsoftheMinistryofLabor.
Oncompletionoftheexperiment,atechnicalappraisalorganizedbythedepartment-in-chargeatoverprovinciallevel(includingprovinciallevel,thesameappliestolatercases)shallbemadetoit.Whenitisqualified,itshallbereportedtothedepartmentoflaboratprovinciallevelfortherecord.Documentsofthecertificateofappraisal,producttechnicalstandard,generaldrawings,drawingsoftankparts,drawingsforassemblingvalveparts,designdescriptions,designcalculationsaswellasoperationinstructionsshallbesubmittedtothesafetysupervisionorganforboilerpressurevesselsoftheMinistryofLaborforapproval.Itshallnotbemanufacturedinbatchuntilitisapproved.Anymanufacturerwithoutrelevantqualificationformanufacturingshallnotmanufactureuntilitobtainsqualificationformanufacturingaccordingtorules.
Article5Definitionforkeytermsusedinthisregulationisasfollows:
1.Mainpressuredelements:
meanthebarrelbody,sealhead,manholecover,flangeandboltofthetankaswellastheconnectionpipewithdiameter≥250mm.
2.Tankcarsoflowtemperaturetype:
meantankcarswithbodymadeofsteelandalsowithexternalheatinsulationlayerandpressuredjacket,whichareusedtotransportmediaofliquidoxygen,liquidnitrogen,liquidhydrogen,liquidargonandliquidCO2,etc.
3.Safetyaccessories:
meanrupturediskdevice,emergencycutoffdevice,staticelectricityinducingdevice,safetyvale,pressuregauge,liquidlevelandthermometer.
4.Toxicityofmedium:
meanstheclassesclassifiedinaccordancewithwhatspecifiedinRegulationforSafetyTechnicalSupervisionofPressureVesselsissuedbytheMinistryofLabor.
5.Tankcars:
meansthecombinationoftankbodyandchassis.
Chapter2Design
Article6Thetankcardesignorganizationsshallhaverelevanttechnicalstrengthandtechnicalconditions.TheyshallnotmakedesignuntiltheyhavetransactedthecertificateforapprovalofdesignorganizationinaccordancewithRulesforQualificationManagementandSupervisionofPressureVesselDesignOrganizationsissuedbytheMinistryofLaborandgonethroughformalitiesfortherecord.
Article7Thegeneraldesigndrawings(blueprints)ofthetankcarsshallbestampedwiththesealofqualificationofthepressurevesseldesignorganization.ThesealofqualificationofpressurevesseldesignorganizationshallbeinconformitywithwhatspecifiedinRulesforQualificationManagementandSupervisionofPressureVesselDesignOrganizationsissuedbytheMinistryofLabor.
Thedesigndrawingsofmainpressuredelementsoftankcarsshallhavesignaturesofpersonnelfordesign,checkingandexaminingandapproval.Thedesignedgeneraldrawingsoftankcarsshallbeapprovedbythechiefengineerofthedesignorganizationorbythetechnicalresponsiblepersonforpressurevesseldesign.
Thedesignedgeneraldrawingsoftankcarsshallbenotedwiththenameofthetankcar,technicalfeatures,materialofmainpressuredelements,designthickness(sumofcalculationthicknessandallowanceforcorrosion)ofsealheadandtankbarrel.
Thegeneraldrawingsandthepartsdrawingsofthebarrelandsealheadofthetankcarsoflowtemperaturetypeshallalsobenotedwithdesignthicknessandnominalthickness.
Article8Thedesigntechnicaldocumentsshallatleastinclude:
1.Designdrawings(generaldrawings,partsdrawingsoftankcars);
2.Designcalculations(calculationofstrengthofmainpressuredelements,calculationofsafetydrainvolumeoftankbodyandthevolumeoftankbody);
3.Designdescriptions;
4.Operationinstructions.
Article9Thedesignoftankcarsshallbesafe,reliable,easyformanufacturing,operation,maintenanceandoverhaul.
Article10Thestructuraldesignofthetankbodyshallmeetfollowingrequirements:
1.Theconnectionstructureandfixingdeviceforthetankbodyandchassisshallbefirmandreliabletomeettransportationrequirementsaswellastosustainthevibrationandimpactbytheaccelerationofgravity.Thelongitudinalcenterplaneofthetankbodyshallcoincidewiththelongitudinalcenterplaneofthechassis.ThetankcarsshallbeinconformitywithwhatspecifiedinTechnicalSpecificationforOperationSafetyofMotorizedVehicleGB7258.
2.ThetankbodyshallbesteelweldedstructureanditsstructuraldesignshallbeinconformitywithrelevantstipulationsinGB150.Thelongitudinalandcircumferentialjointsonthebodyandthejointingweldsonthesealheadshallbefullpenetrationbutttypewithoutanypermanentcushionplate.Thefilletweldsatmanholes,connectionpipesandflangesshallbefullpenetrationstructure.
3.Atleastonemanholewithnominaldiameternotlessthan400mm,oneliquidphasepipeandonegaseousphasepipeshallbeprovidedtothetankbody.Insidethetank,wavebufferplatesshallbeprovided.Theeffectiveareaofeachbufferplateshallbelargerthan40%ofsectionareaofthetankbody.Theinstallationpositionofthebufferplatesshallmaketheareaoftheupperarchbelessthan20%ofsectionareaofthetankbody.Theconnectionbetweenthebufferplatesandthetankbodyshallusefirmstructuretoavoidanycrackingorremoval.Ingeneral,thevolumeofeachwavebuffersectorshallnotbemorethan3m3.
Thetankbodyoftankcarsoflowtemperaturetypeisallowablenottohavemanholeandwavebufferplates.Permanentcushionplatemaybeusedtothecircumferentialjointofthesealheadandbarrelsectionatoneendofthetankbody.
4NecessarysafetyaccessoriesandvalvesforcharginganddischargingshallbeprovidedinaccordancewithrequirementsinChapter6ofthisregulationtothetankbodyforflammable,explosivemediumandthemediumofmiddleandhightoxicity.Theyshallbearrangedinaconcentratedwayandprotectiondevicesshallbeprovided.
5.Thesurfacecolor,colortape,colorofcharactersandmarksofthetankbodyshallmeetwhatspecifiedinChapter6ofthisregulation.
Article11ThematerialsformainpressuredelementsshallmeetwhatspecifiedinChapter2,AppendixAandAppendixCofGB150.Incasethereisanyspecialrequirementforthematerial,itshallbenotedindesigndrawingsandrelevanttechnicalspecifications.
Inanyoffollowingcases,thesteelplatesusedfortankbodyshallbeinspectedpiecebypieceaccordingtostipulationsofUltrasonicInspectionofPressureVesselSteelPlateZBJ74003andtheclassforqualificationshallnotbelowerthanClassII:
1.Nominalthicknessis≥20mm;
2.Forfillingthemediumofextremeandhightoxicity;
3.ThedesigndrawingrequiresVnotchlowtemperatureimpacttestattemperature≤-20℃;
4.Itisspecifiedinthematerialstandardthatthetensilestrengthshallbe≥540N/mm2.
Theweldingmaterialsusedformainpressuredelementsshallbeinconformitywithrelevantstandardandshallalsobeattachedwithqualitycertificate.
Thematerialproducersshallguaranteethequalityofmaterialsandshallprovidequalitycertificateaccordingtorelevantstandard.Thecontentofqualitycertificateshallbecompletelyfilledinandsealedbyqualityinspectiondepartmentforconfirmation.Clearandfirmmarksshallbemadetothespecifiedlocations.
Incaseimportedmaterialsareused,onlythematerialsallowableforpressurevesselsinthatcountryshallbeselected.Thescopeofapplicationshallbeinconformitywithrelevantspecificationandtheyshallbeattachedwithqualitycertificate.Clearmarksshallbemadeonmaterials.Theyshallnotbeuseduntiltheyre-testedandqualified.
Thematerialsusedforlowtemperaturesealshallbecompatibletothelowtemperatureliquid.Nocoldfragileshallhappenandthecoefficientforheatexpansionshallbeless.Thenon-metalmaterialusedforlowtemperaturesealmayselectpolyamideandPTFE,etc.Formetalmaterial,purealuminum,aluminumwireoralloyoflesscoefficientofheatexpansionmaybeselected.
