　　presidenthatcher,governorromney,senatorsmcnamaraandhart,congressmenmeaderandstaebler,andothermembersofthefinemichigandelegation,membersofthegraduatingclass,myfellowamericans:

　　itisagreatpleasuretobeheretoday.thisuniversityhasbeencoeducationalsince1870,butidonotbelieveitwasonthebasisofyouracplishmentsthatadetroithighschoolgirlsaid（andiquote）,"inchoosingacollege,youfirsthavetodecidewhetheryouwantacoeducationalschooloraneducationalschool."well,wecanfindbothhereatmichigan,althoughperhapsatdifferenthours.icameoutheretodayveryanxioustomeetthemichiganstudentwhosefathertoldafriendofminethathisson’seducationhadbeenarealvalue.itstoppedhismotherfrombraggingabouthim.

　　ihaveetodayfromtheturmoilofyourcapitaltothetranquilityofyourcampustospeakaboutthefutureofyourcountry.thepurposeofprotectingthelifeofournationandpreservingthelibertyofourcitizensistopursuethehappinessofourpeople.oursuccessinthatpursuitisthetestofoursuccessasanation.

　　foracenturywelaboredtosettleandtosubdueacontinent.forhalfacenturywecalleduponunboundedinventionanduntiringindustrytocreateanorderofplentyforallofourpeople.thechallengeofthenexthalfcenturyiswhetherwehavethewisdomtousethatwealthtoenrichandelevateournationallife,andtoadvancethequalityofouramericancivilization.

　　yourimaginationandyourinitiativeandyourindignationwilldeterminewhetherwebuildasocietywhereprogressistheservantofourneeds,orasocietywhereoldvaluesandnewvisionsareburiedunderunbridledgrowth.forinyourtimewehavetheopportunitytomovenotonlytowardtherichsocietyandthepowerfulsociety,butupwardtothegreatsociety.

　　thegreatsocietyrestsonabundanceandlibertyforall.itdemandsanendtopovertyandraciali

　　injustice,towhichwearetotallymittedinourtime.butthatisjustthebeginning.

　　thegreatsocietyisaplacewhereeverychildcanfindknowledgetoenrichhismindandtoenlargehistalents.itisaplacewhereleisureisawelechancetobuildandreflect,notafearedcauseofboredomandrestlessness.itisaplacewherethecityofmanservesnotonlytheneedsofthebodyandthedemandsofmercebutthedesireforbeautyandthehungerformunity.itisaplacewheremancanrenewcontactwithnature.itisaplacewhichhonorscreationforitsownsakeandforwhatisaddstotheunderstandingoftherace.itisaplacewheremenaremoreconcernedwiththequalityoftheirgoalsthanthequantityoftheirgoods.

　　butmostofall,thegreatsocietyisnotasafeharbor,arestingplace,afinalobjective,afinishedwork.itisachallengeconstantlyrenewed,beckoningustowardadestinywherethemeaningofourlivesmatchesthemarvelousproductsofourlabor.

　　soiwanttotalktoyoutodayaboutthreeplaceswherewebegintobuildthegreatsociety--inourcities,inourcountryside,andinourclassrooms.

　　manyofyouwilllivetoseetheday,perhaps50yearsfromnow,whentherewillbe400millionamericans--four-fifthsoftheminurbanareas.intheremainderofthiscenturyurbanpopulationwilldouble,citylandwilldouble,andwewillhavetobuildhomesandhighwaysandfacilitiesequaltoallthosebuiltsincethiscountrywasfirstsettled.sointhenext40yearswemustre-buildtheentireurbanunitedstates.

　　aristotlesaid:

"menetogetherincitiesinordertolive,buttheyremaintogetherinordertolivethegoodlife."itisharderandhardertolivethegoodlifeinamericancitiestoday.thecatalogofillsislong:

thereisthedecayofthecentersandthedespoilingofthesuburbs.thereisnotenoughhousingforourpeopleortransportationforourtraffic.openlandisvan

　　ishingandoldlandmarksareviolated.worstofallexpansioniserodingthesepreciousandtimehonoredvaluesofmunitywithneighborsandmunionwithnature.thelossofthesevaluesbreedslonelinessandboredomandindifference.

　　　andoursocietywillneverbegreatuntilourcitiesaregreat.todaythefrontierofimaginationandinnovationisinsidethosecitiesandnotbeyondtheirborders.newexperimentsarealreadygoingon.itwillbethetaskofyourgenerationtomaketheamericancityaplacewherefuturegenerationswille,notonlytolive,buttolivethegoodlife.andiunderstandthatifistayedheretonightiwouldseethatmichiganstudentsarereallydoingtheirbesttolivethegoodlife.

　　itisinspiringtoseehowallofyou,whileyouareinthiscountry,aretryingsohardtoliveatthelevelofthepeople.

　　asecondplacewherewebegintobuildthegreatsocietyisinourcountryside.wehavealwayspridedourselvesonbeingnotonlyamericathestrongandamericathefree,butamericathebeautiful.todaythatbeautyisindanger.thewaterwedrink,thefoodweeat,theveryairthatwebreathe,arethreatenedwithpollution.ourparksareovercrowded,ourseashoresoverburdened.greenfieldsanddenseforestsaredisappearing.

　　afewyearsagoweweregreatlyconcernedaboutthe"uglyamerican."todaywemustacttopreventanuglyamerica.

　　foroncethebattleislost,onceournaturalsplendorisdestroyed,itcanneverberecaptured.andoncemancannolongerwalkwithbeautyorwonderatnaturehisspiritwillwitherandhissustenancebewasted.

　　athirdplacetobuildthegreatsocietyisintheclassroomsofamerica.thereyourchildren’sliveswillbeshaped.oursocietywillnotbegreatuntileveryyoungmindissetfreetoscanthefarthestreachesofthoughtandimagination.wearestillfarfromthatgoal.today,8million

　　adultamericans,morethantheentirepopulationofmichigan,havenotfinished5yearsofschool.nearly20millionhavenotfinished8yearsofschool.nearly54million--morethanonequarterofallamerica--havenotevenfinishedhighschool.

　　eachyearmorethan100,000highschoolgraduates,withprovedability,donotentercollegebecausetheycannotaffordit.andifwecannoteducatetoday’syouth,whatwillwedoin1970whenelementaryschoolenrollmentwillbe5milliongreaterthan1960?

andhighschoolenrollmentwillriseby5million.andcollegeenrollmentwillincreasebymorethan3million.

　　inmanyplaces,classroomsareovercrowdedandcurriculaareoutdated.mostofourqualifiedteachersareunderpaidandmanyofourpaidteachersareunqualified.sowemustgiveeverychildaplacetositandateachertolearnfrom.povertymustnotbeabartolearning,andlearningmustofferanescapefrompoverty.

　　butmoreclassroomsandmoreteachersarenotenough.wemustseekaneducationalsystemwhichgrowsinexcellenceasitgrowsinsize.thismeansbettertrainingforourteachers.itmeanspreparingyouthtoenjoytheirhoursofleisureaswellastheirhoursoflabor.itmeansexploringnewtechniquesofteaching,tofindnewwaystostimulatetheloveoflearningandthecapacityforcreation.

　　thesearethreeofthecentralissuesofthegreatsociety.whileourgovernmenthasmanyprogramsdirectedatthoseissues,idonotpretendthatwehavethefullanswertothoseproblems.butidopromisethis:

wearegoingtoassemblethebestthoughtandthebroadestknowledgefromallovertheworldtofindthoseanswersforamerica.

　　iintendtoestablishworkinggroupstoprepareaseriesofwhitehouseconferencesandmeetings--onthecities,onnaturalbeauty,onthequalityofeducation,andonotheremergingchallenges.andfromthesemeetingsandfromthisinspirationandfromthesestudieswewillbegin

　　tosetourcoursetowardthegreatsociety.

　　thesolutiontotheseproblemsdoesnotrestonamassiveprograminwashington,norcanitrelysolelyonthestrainedresourcesoflocalauthority.theyrequireustocreatenewconceptsofcooperation,acreativefederalism,betweenthenationalcapitalandtheleadersoflocalmunities.

"everymansentoutfromhisuniversityshouldbeamanofhisnationaswellasamanofhistime."

　　withinyourlifetimepowerfulforces,alreadyloosed,willtakeustowardawayoflifebeyondtherealmofourexperience,almostbeyondtheboundsofourimagination.

　　forbetterorforworse,yourgenerationhasbeenappointedbyhistorytodealwiththoseproblemsandtoleadamericatowardanewage.youhavethechanceneverbeforeaffordedtoanypeopleinanyage.youcanhelpbuildasocietywherethedemandsofmorality,andtheneedsofthespirit,canberealizedinthelifeofthenation.

　　so,willyoujoininthebattletogiveeverycitizenthefullequalitywhichgodenjoinsandthelawrequires,whateverhisbelief,orrace,orthecolorofhisskin?

　　willyoujoininthebattletogiveeverycitizenanescapefromthecrushingweightofpoverty?

　　willyoujoininthebattletomakeitpossibleforallnationstoliveinenduringpeace--asneighborsandnotasmortalenemies?

　　willyoujoininthebattletobuildthegreatsociety,toprovethatourmaterialprogressisonlythefoundationonwhichwewillbuildaricherlifeofmindandspirit?

　　therearethosetimidsoulswhosaythisbattlecannotbewon;thatwearecondemnedtoasoullesswealth.idonotagree.wehavethepowertoshapethecivilizationthatwewant.butweneedyourwill,yourlabor,yourhearts,ifwearetobuildthatkindofsociety.

　　thosewhocametothislandsoughttobuildmorethanjustanewcountry.theysoughtanewworld.soihaveeheretodaytoyo
