Reportingtothelawmakersandpoliticaladvisors,ProcuratorGeneralCaoJianminglaidouttheinvestigationandpreventionofpowerabuseoverthepastfiveyears.

Hesaysmorethan210,000officialshavebeeninvestigatedforgraftandinfringementofpeople’srights.Morethan13,000areabovethecountylevel,and30,atprovincialandministeriallevels.

Thelonglistofpunishedofficials,includestheformerRailwayMinisterLiuZhijun,formerdeputydirectoroftheGeneralLogisticsDepartmentofthePLAGuJunsan,andformerDeputyPartySecretaryofSichuanProvinceLiChuncheng.

Theprocuratorgeneralpromisedtocontinueinvestigationsandtocreateamonitoringmechanism.

Theanti-graftfightfeaturedprominentlyinthegovernmentworkreportattheopeningofthecongress.PremierWenJiaobaocalledforreducingexcessiveconcentrationofpowerandimprovingthechecksonpower.

Chinainvestigates30ministerial-levelofficialswithinfiveyears

BEIJING,March10(Xinhua)--Atotalof30officialsattheministeriallevelorhigherhavebeenplacedunderinvestigationforcorruptionorotherjob-relatedcrimesoverthepastfiveyears,China'stopprocuratorsaidSunday.

Prosecutorshaveinvestigatedabout13,000officialsatthecountyleveloraboveforcorruptionandotherjob-relatedcrimessince2008,saidCaoJianming,procurator-generaloftheSupremePeople'sProcuratorate(SPP),whendeliveringaworkreportoftheSPPatthefirstsessionofthe12thNationalPeople'sCongress(NPC).

TheworkreportofChina'ssupremecourtalsodeliveredatthesessionshowedthatduringthesameperiodcourtsnationwidemetedoutverdictson138,000casesofbriberyandmalfeasanceinvolving143,000criminals.

Thepastfiveyearshaveseentheinvestigationofseveralhigh-levelofficialsincludingBoXilai,aformermemberofthePoliticalBureauoftheCommunistPartyofChina(CPC)CentralCommittee,andLiuZhijun,formerrailwayminister.

LiDajin,anNPCdeputyandBeijing-basedlawyer,saidChinahadalwaysattachedgreatimportancetoanti-graftwork.Afterthe18thCPCNationalCongressinNovember,thenewleadershipraisedmanynewrequirementsandapproachestoanti-graftwork,demonstratingitsresolvetocombatcorruption.

XiJinping,generalsecretaryoftheCPCCentralCommittee,saidataCPCdisciplinarywatchdogmeetinginJanuarythePartyshouldcrackdownon"tigers"and"flies"atthesametimebydealingwithillegalactivitiesofofficialsontheonehandandtacklingmalpracticesandcorruptioncases,whichcloselyimpactthepeople,ontheother.

Sincethe18thCPCnationalcongress,Chinahasremainedtoughoncorruption.Withintwomonthssincethecongressconcluded,theCPCsackedseveralofficialswhoweresuspectedofviolationoflawordiscipline,includingLiChuncheng,formervice-secretaryoftheCPCcommitteeofSichuanProvince.

Meanwhile,spurredonbynewleaders'resolvetofightcorruption,China'snetizenshaveusedtheInternettoexposecorruptlocalcadres.

Therecentfallofsomeofficialsinthecountrywascausedbyonlinemuck-rakerswhousedChina'spopularsocialnetworkingwebsitestorevealtheofficials'unlawfulbehaviors.

DuringtheCPCdisciplinarywatchdogmeetinginJanuary,Xiorderedenhancedrestraintandsupervisionontheuseofpowerandsaid"powershouldberestrictedbythecageofregulations."

Adisciplinary,preventionandguaranteemechanismshouldbesetuptoensurethatpeopleinpowerdonotdareto,arenotabletoandcannoteasilycommitcorruption,Xisaid.

LiChaogang,anNPCdeputyandPartychiefofBeijing'sFengtaiDistrict,said"restrictingpowerbythecageofregulations"isthekeytoanti-corruptioncampaign.

Incombatingcorruption,itwasnotenoughtorelyonself-disciplineofpeopleinpowerandabiggerroleshouldbegiventothefunctionsofanti-corruptionsystems,saidLi.

AccordingtotheSPPreport,prosecutorstookabout19,000briberstocourtoverthepastfiveyears.

Atthesametime,theSPPsetupanationalanti-corruptionhotlineandwebsite,andimproveditsworkincollectingcluesandprotectingwhistleblowersandwitnesses,hesaid.

Anationaldatabaseofbriberycaseshasbeenestablishedandmorethan2millionsearcheswereconducted,accordingtoCao.

Thisyear,prosecutorswillcontinuetopayattentiontograftcaseswhichharmpublicinterests,Caosaid.

Thetopprocuratoralsowarnedofoutstandingproblemsintheworkofprosecutors.

ThisyeartheSPPwillworktocurbcorruptionandmisconductamongprosecutorsandtightensupervisiononseniorofficersofprocuratorates,hesaid.
