几个名词说明
1.DBA模板：
创建的dba模板时给tcont引用的，dba模板的作用是对整台ONU上行进行限速。
一个PON口上行带宽为1G，实际能用的只有900M，所以要对ONU的上行进行合理分配。
2.Tcont：
tcont是连接dba和gemport的通道，也就是说gemport是通过和tcont联系，才把dba的作用引用过来。
