greeceistodaywithoutfundstofinancetheimportationofthosegoodswhichareessentialtobaresubsistence.underthesecircumstances,thepeopleofgreececannotmakeprogressinsolvingtheirproblemsofreconstruction.greeceisindesperateneedoffinancialandeconomicassistancetoenableittoresumepurchasesoffood,clothing,fuel,andseeds.theseareindispensableforthesubsistenceofitspeopleandareobtainableonlyfromabroad.greecemusthavehelptoimportthegoodsnecessarytorestoreinternalorderandsecurity,soessentialforeconomicandpoliticalrecovery.thegreekgovernmenthasalsoaskedfortheassistanceofexperiencedamericanadministrators,economists,andtechnicianstoinsurethatthefinancialandotheraidgiventogreeceshallbeusedeffectivelyincreatingastableandself-sustainingeconomyandinimprovingitspublicadministration.

meanwhile,thegreekgovernmentisunabletocopewiththesituation.thegreekarmyissmallandpoorlyequipped.itneedssuppliesandequipmentifitistorestoreauthorityofthegovernmentthroughoutgreekterritory.greecemusthaveassistanceifitistobecomeaself-supportingandself-respectingdemocracy.theunitedstatesmustsupplythisassistance.wehavealreadyextendedtogreececertaintypesofreliefandeconomicaid.buttheseareinadequate.thereisnoothercountrytowhichdemocraticgreececanturn.noothernationiswillingandabletoprovidethenecessarysupportforademocraticgreekgovernment.

wehaveconsideredhowtheunitednationsmightassistinthiscrisis.butthesituationisanurgentone,requiringimmediateaction,andtheunitednationsanditsrelatedorganizationsarenotinapositiontoextendhelpofthekindthatisrequired.
