EvenundertheWTOandChina'saccessiontotheworldcommunity，China'sconstructionindustryhowtoeffectivelycontrolconstructioncostoftheconstructionandmanagementofanimportantcomponentpart.However，thecurrentbudgetfortheconstructionprojects-estimate，budget，Superbudgetaccountsforthe"superthree"isstillwidespreadandthateventuallyledtoaseriouslossofcontrolofprojectinvestment.Projectcostmanagementisthebasiccontentstodeterminereasonableandeffectivecontroloftheprojectcost.

Astheprojectcosttotheprojectrunsthroughtheentireprocess，stagebystagecanbedividedintoInvestmentDecisionstage，thedesignandimplementationphases.Theso-calledProjectCosteffectivecontrolistheoptimizationoftheconstructionplansanddesignprogramsonthebasisofinthebuildingprocessatallstages，useofcertainmethodsandmeasurestoreducethecostoftheprojectshaveareasonablecontrolonthescopeandcostoftheapprovedlimits.

Insevereshortageofcommoditiesundertheconditions，aslongasacertainlevelofinvestment，willbecertainoutputs.Inthisenvironment，theprojectplanningandtechnicalargumentationtherecanbenoeconomicanalysis.Statecontroloftheprojectcostconstitutekeyfactorsequipmentandmaterialsprices，wagesandtaxesofartificialdistribution.Inthisrelativelystableeconomicenvironment，thebudgetestimateforthesystemapprovedprojectcost，helpthegovernmenttocarryoutinvestmentplanstoplayamajorrole.

Implementationoftheconstructionprojectandcorporateaccountability，Constructionoftheprojectfromplanningtoimplementationoftheentireprocessandtheuseofthefundstorepayresponsibilitiestothepeople.inadditiontoestablishingalegalsystemandtheprojectsupervisionmatchingmechanismbythedepartmentsinchargeoftheindustryandsupervisiondepartmentsforsettingupamonitoringgrouptooverseetheuseoffunds.
