财务与绩效评估。
Financeisthefunctioninourorganizationthattakescareofthemoney.
财务在我们组织里的功能是管理金钱。
Theyaretheoneswhoareresponsibleforallthepayables,theyaretheonewhopays.
他们负责所有的应付帐款,他们是付钱的人。
Theyareresponsibleforthereceivables,theonewhoinvoiceandaresupposedtocollectaswell.
他们负责应收帐款,要开发票而且必须催收款项。
Theyarealsoinchargeofallourrelationshipswiththebanks.ButIamnotgoingtotalkaboutthataspectoftheworkoffinance.
他们也负责维系我们与银行之间的关系,但是我不打算讨论财务那部分的功能。
WhatIamgoingtoconcentrateoninthissessionisthelinkbetweenfinanceandmeasurements.
在这个讲次里,我把重点放在财务与绩效评估之间的关联。

财务是计分员,他们负责评估我们在组织里的各项行为和决策。

财务不只能在事后提供评估,例如损益表总是在每年的最后一季制作,而且也能在事前提供评估。

我要说的是评估各项投资。

你在填写一部新机器的申请单时,必须评估为什么要买它。
Andthisusuallygoesthroughfinance.
这时通常需要透过财务。
Itisnotthattheyaremakingthefinaldecision,buttheyaretheoneswhosaywhetherornotthenumbersthatyouputarerealistic.
并不是说财务有权作最后决定,而是他们能判定你提供的数字是否合理。
Thenthereisatotallydifferentjudgement,moreonday-to-day,whichismake/buydecisions.
于是他们有全然不同的评估方式,以决定是由内部制造或向外购买。
Whatthingsshouldwedoathome,whatthingsshouldweratherbuyfromtheoutside.
什么产品应该自己制造,什么产品应该从外面购买。
Andthen,inmanylargecompanies,itisnotjustthesystemasawholethathastobejudged,butsubsystems,profitcenters.
然而在许多大公司里,需要评估的不只是整个系统,也要评估次系统,所谓的利润中心。
Theyaretheonewhohavetoprovidethejudgementoftheperformanceoftheprofitcenter.
财务人员必须提供利润中心的绩效评估。
Andlastbutnotleast,probablytheonethatisattractingmostoftheattention,theonethatwetakealmostforgranted,isthejudgementoftheproductorthejudgementoftheservice.
最后,可能是最引人注目的一点,而我们通常都将这一点视为理所当然,那就是对产品或服务的评估。
Dowemakemoneyonthisproduct,andifsohowmuch?
这项产品是否赚钱,如果是,赚多少?
Sowewillknowwhetherornotwewanttopushthisproductormaybetorefrainfromofferingit.
由此可得知,我们是否要继续促销或停止提供这项产品。

本课程所有的内容都是关于如何改善我们组织的绩效。

问题是:
我们是否需要改进评估这五部分的方式?
Tomyamazement,whenIamcomingandaskingmanagersinorganizations:
‘dowehaveroomforimprovementhere’,theywillallsay‘yes’.
令我惊讶的是,当我走进组织里询问经理人:
”我们这里是否有改进的空间?
”
他们都会说:
”有。
”
Butwhataretheycomplainingabout?
但是他们在抱怨什么?
Theycomplainaboutthefactthatthejudgementisnottimelyenough.
他们抱怨评估报告出来的速度不够快。
Forexample,wehavetowaitthreeweeksaftertheendofthequarterinordertogetthequarterlystatements.Bad!
例如我们必须等到这一季结束后的三个星期,才能拿到季报。
太慢了!
Ifyoutalkwiththefinancialpeople,theywilltellyou‘yeswehaveproblemsbecauseittakestoomuchmoneyortoomuchefforttoassembleallthisdataorthedataisnotaccurate’.
如果你跟财务人员反应,他们会告诉你:
”没错,我们碰到一些问题,因为收集
所有的数据需要花费很多金钱和精力,或者是数据不精确。
”
Andyestheydoagreethattheyhavetoimproveinordertomakeitmoretimely.
没错,他们也同意必须改进才能及时提供数据。
Ithinkthattheproblemisbyfarbigger.Anditisnotjustmewhothinkslikethat.
我认为问题更严重,而且不是只有我这么想。
Ibelievethatmostprofessionalsinaccounting,infinance,believethattheproblemismuch,muchbigger.
我相信很多会计和财务专家都认为这个问题十分严重。
Theytendtojokeaboutit.Buttheymeanitseriously.
他们会拿这个问题来开玩笑,但是他们很严肃地看待它。

例如,当你问一位会计人员:

好的会计人员会回答说:
”你想要的答案是什么?

Now,thisisajoke,thisisajokethatreflectsreality.
这是个笑话,但是反应出现实情况。
Becausemanyfinancialpeoplewilltellyou‘don’trelyonournumbersinordertomakedecisions’.
因为许多财务人员会告诉你:
”不要根据我们的数字作决策。
”
Manyfinancialpeoplewilltellyou‘somehowinthewaythatwearedoingthejudgementwhatwearedoingisrelativelyarbitrary’.
许多财务人员会告诉你:
”我们所采用的评估方法相当武断。
”
Itisnotjusttheproblemthatthedataisnotaccurate.Itisnotjusttheproblemthatitisnottimely.
这不只是数据不精确的问题,也不是提供速度不够快的问题。
Somethingattheheartofitisprobablynotsolidenough.
问题的核心可能是评估方法不够稳健。
Managersoutsidefinanceareunawaretowhatextentwedohaveaprobleminthejudgementinallthefiveareas.
在财务领域之外的经理人,不知道我们在这五个部分所碰到的问题。

我要举一个真实的个案,好让你知道后果有多严重。

我从报纸上看到这个个案,至于一些精彩的内容则是来自于该公司的执行长。
TheCEOthatinheritedthemessthatI’mgoingtotellyouabout.
他接下了一个烂摊子。
Thecompanyisnotsmall.ItwasoneofthelargecompaniesintheUnitedStates.
这家公司不小,曾经是美国的大公司之一。
Itsannualsalescloseto10billiondollarsayear,thisisnotsmallbyanymean.
它的年销售额将近一百亿美元,总之公司绝对不小。
In1981orwasit1982firsttimeforlong,longtimefirsttimethiscompanyhadmadealoss.
在1981或1982年时,这家公司蒙受长久以来第一次的亏损。
Theylostmoney,notmuch.Butitcameasasurprise.
他们赔钱,金额虽然不多,却令人大吃一惊。
Nobodyexpectedit,especiallyonthebackgroundofaboutover25yearsofmakingprofiteveryquarter.
没有人想到会亏钱,因为这家公司有着25年以上每季都赚钱的辉煌历史。
Theboardofdirectorsreactedimmediately.
董事会马上做出反应。
TheyretiredtheCEO,andhiredanewveryableperson‘atoughcookie’.
他们撤换执行长,而且聘请一位非常能干的新人。
Somebodywhowasknowntosay‘abusinessisnotapopularitycontest’.
这个人以说:
“经营企业并不是知名度比赛。
”这句话而声名大噪。
Thisguywasvery,verycapable.
他非常能干。
Andwhenhecamehisfirstactionwas‘givemealistofallpartsthatwearedoinginourcompany’.
他来到这家公司后,第一件事就是说:
“给我一份公司生产的所有零件清单。
”
Thiswasamammothlistbecausetheyweredoingwellover50000differentparts-oneofthelargestcompaniesinprovidingheavyequipmentforagriculture.
这份清单内容庞杂,因为他们生产五万种以上不同的零件,这是一家提供重型农业设备的大公司。
Youcanimaginehowmanypartsgointoonetractor,soyoucanimaginehowmanypartsthiscompanywilldo.
你可以想象光一部曳引机里就有多少零件,由此可知这家公司生产了多少零件。
Hewantedfulllistofalltheparts.Thecomputerprintoutwaslikethat.
他要所有零件的完整清单,所以计算机印出来的清单相当庞大。
Andforeachparthewantedtoknowfirstofall‘canwebuyitfromtheoutside’.
针对每个零件,他想要知道“我们是否能从外面购买?
”
Noteverythingthattheyareproducing.Thereisacapabilityofbuyingfromtheoutside.
不见得所有东西都必须自己生产,也可以从外面购买。
Sofirstofallcanwebuyfromtheoutside.
所以首先我们必须决定是否能从外面购买。
Andifwecangivemetwonumbers:
oneis-howmuchdoesitcostustoproduceinhouseandforhowmuchcanwebuyitfromtheoutside.
如果可以,给我两个数字:
我们自己生产的成本和从外面购买的成本。
Andthenhelookedatthislistandsaid‘nowonderthatwearelosingmoney’.
接着他审视这张清单说:
“怪不得我们会赔钱。
”
Lookonhowmanypartswearedoingathomewhereactuallyitischeapertobuyfromtheoutside.
你看看有那么多零件其实从外面购买比较便宜,但是我们却自己生产。
Sohegaveamandate.
所以他下令。
Everythingthatwecanbuycheaperfromtheoutside-outsourceandinternallytrim.
凡是从外面购买会比较便宜的零件就外包,不要自己生产。
Itisnotapopularitycontest.
这不是知名度比赛。
Nowthiswasdoneeventhoughmanycompaniesaredoingitandeventhoughthesearecommonprocedures.
现在许多公司都这么做,而且这些都是大家习以为常的作法。
Onthatcaseitwasdoneonamammothscale,rigorously.
在上述的例子中,这家公司采取大刀阔斧的作法。
Asamatteroffact,somedivisionalmanagershavetriedtoprotecttheirkingdomandtriedtousesomedelayingtactics.
实际上,有些部门经理曾试着要保卫自己的王国,想要施展一些拖延战术。
Hewasmovingsoquicklyandhemadefewofthemintoexamples.
但是新执行长改革的速度很快,不让这些部门经理成为其它人的榜样。
Sonobodydaredtoslowdown.
所以没有人敢放慢脚步。
AndthenaslikeeverygoodCEOshoulddoyouhavetofollowup,youhavetodocoursecorrections.
接着,就像其它优秀的执行长一样,你必须持续追踪,然后稍作修正。
Soheasked2monthslatergivemenowthelistagain.
他要求两个月后,再给他一份清单。
Thistimerecalculatebecausethesituationhaschanged.
这一次成本要重新计算,因为情况已经改变。
Sorecalculatehowmuchitcostusnowandbecausethemarkethaschanged,recalculatehowmuchcanwebuynowfromtheoutside.
重新计算我们现在的成本,而且因为市场已经改变,要重新计算我们能从外面购买多少零件。
Andwhatdidhefindout.Well,itshouldnotcomeasasurprisetoanybodywhounderstandssomethingaboutorganizations.
他发现了什么?
对组织有些许了解的人,应该不会对结果感到意外。
Look,whenyoubuyfromtheoutsideinsteadofproducingathomeandyoutrimathome,yesyoucanlayoffinsomecountriespeople.
你看,如果你从外面购买而不是自己生产,公司就可以缩编,没错,你可以裁员。
Youcanfirethem.Canyoufireamachine?
Canyoufireabuilding?
Notwiththematchthatis.
你可以开除人员,但是你能开除机器吗?
你能开除建筑物吗?
这无法相提并论。
Whichmeans-whenhetrimmedinsidedidhesaveallthecostthatwassupposedtobethecostoftheparts.
也就是说,他内部缩编省下来的所有成本,是否就等于零件的成本?
Hesavedjustwhat-justadirectlabour-alittlemorethanthat,alittlebitlessthanthat,dependsonhowitworked.
他省下来的只是直接劳工成本,至于确切的金额多少,则要视运作的成果而定。
